The quota of E-category accreditations for London 2012 is 5,800. To comply with IOC policy, requests for E-category accreditation must be coordinated through a National Olympic Committee (NOC). Each NOC is responsible for managing the application and allocation process for press within its territory. The IOC directly accredits the Directly Accredited Press 12 Organisations: the IOCrecognised world news agencies Agence France-Presse (AFP), The Associated Press (AP) and Reuters Limited; the official photographic agency of the IOC and LOCOG, Getty Images; and London 2012’s host national news agency, Press Association. The IOC allocates a limited number of ENR accreditations to non-rights holding broadcast organisations. Please refer to the ‘Radio and television coverage’ section of this guide for more details. The OIAC will facilitate entry into the UK only. Accredited members of the press coming to the UK via another country that might require a visa are responsible for obtaining anything necessary for entry into that country. Press will complete a Press by Name accreditation application which the ‘responsible organisation’ will submit to LOCOG. In some cases the ‘responsible organisation’ may be an individual (eg: ENR) but in most cases it will be the NOC that will collect all the applications and submit them to LOCOG on behalf of the press organisations within its territory. Where the ‘responsible organisation’ is not an NOC, individuals will receive a letter from LOCOG with the Press by Name Accreditation Manual with instructions on how to apply. The Press by Name application must be submitted to LOCOG on or before 27 January 2012. For all Press by Name applications received before 27 January 2012, LOCOG will send the corresponding OIAC to the individual or to the NOC beginning in April 2012. It will then be the NOC’s responsibility to forward the OIAC to the accredited organisations or named individual. For Press by Name applications received after 27 January 2012, LOCOG will issue the OIAC to the individual at the Media Accreditation Centre (MAC), which is located adjacent to the Media Transport Mall at the Olympic Park. Press can take a media transport bus from Russell Square to the MAC from 9 July 2012. Please see below for MAC opening dates and times. Accreditation facilities are also available at the Football venues from 10 July 2012 and the Sailing venue from 16 July 2012. Any press who have not received the OIAC due to late submission of the application will have to assume responsibility, if a visa is required, for obtaining an entry visa into the UK through the normal process. For more information, go to www.ukba.homeoffice.gov.uk 2.4 UK Border Agency Biometric Requirements EU/EEA nationals or non-visa nationals (that is, those who do not normally require a visa to enter the UK) will not be required to provide biometric data and will follow the normal border process. Visa nationals are nationals of non-EU/EEA countries who ordinarily require visas to enter the UK. To find out if you would ordinarily require a visa, go to: http://www.ukvisas.gov.uk/en/ doineedvisa Olympic Family member visa nationals arriving in the UK for the Games (except for those in certain exempt categories, see website above for details) will be required to enrol their biometrics (10-finger scan and a digital photo) on arrival unless they have enrolled their biometrics in advance (see below). If they have enrolled their biometrics in advance they will undergo a quick 2-finger biometric scan to confirm their identity. UK Border Agency (UKBA) is keen to collect as many biometrics as possible before the London 2012 Games and plans to do so in the following ways: Press Facilities and Services Guide 13 1. The Olympic Family Visa UKBA has introduced an Olympic Family Visa for members of the Olympic Family wishing to travel to the UK on Olympic business prior to the validity of their Olympic Identity and Accreditation Card (30 March 2012). This multiple-entry visit visa is valid from the date of issue until 8 November 2012 and permits stays in the UK of up to six months. The visa is available with a supporting letter issued by LOCOG and the visa is priced at the reduced price of £76 (the price of a six-month visit visa). Press applying for this visa will be required to give their biometrics as part of the visa application process. Olympic Family Visa holders will be fast-tracked on arrival in the UK and will merely have to undergo a quick 2-finger biometric verification scan. Olympic Family members must bring the passport with this visa in it when they travel to the UK. 2. Olympic Family members who have been issued with UK visas since 2008 or have been issued with biometric residence permits Members of the Olympic Family who hold a valid or expired biometric UK visa or a Biometric Residence Permit (previously known as the UK Identity Card for Foreign Nationals) will only be required to verify their biometric data by undergoing a quick 2-finger scan upon arrival to the UK. Press with this visa must bring the passport (even if expired) containing such visas and bring their valid or expired Biometric Residence Permit when travelling to the UK to the Games to demonstrate that they have previously enrolled their biometrics. 14 Press Facilities and Services Guide 3. Voluntary Olympic biometrics collection prior to travelling to the Games – not linked to visa applications UKBA is identifying opportunities for potential Olympic Family Members to voluntarily provide their biometric data in advance of travel to the UK in order to make their arrival in the UK for the Games quicker and easier. Press will be notified by the relevant National Olympic Committee if these opportunities are being scheduled in your country. UKBA will not charge for this service. Press who volunteer to provide their biometric information will be given an Olympic Biometric Collection Card. This card will act as proof that the holder has enrolled the biometric data voluntarily to UKBA and along with the Olympic Identity and Accreditation Card will permit fast-track arrival in the UK (only a 2-finger scan will be required). Olympic Family members who have given their biometrics voluntarily must bring the passport presented at the time of biometric capture with them when they travel to the UK. 2.5 Accreditation validation The OAIC will only permit access to London 2012 venues once it has been validated. Press arriving in the UK via London Heathrow Airport will be able to have their OIAC validated from 27 June 2012 at the accreditation validation desks in terminals 1, 3, 4 and 5. (Terminal 2 is closed and will not reopen prior to July 2012.) Press must present a valid passport or European identity card as proof of identity in order to have their OAIC validated. Press entering the UK via other ports of entry, locally based press, or press arriving via London Heathrow prior to the opening date of the validation facility must go to the Media Accreditation Centre (MAC) adjacent to the Media Transport Mall at the Olympic Park to have their OIACs validated. Locally based media in the Football and Sailing co-Host Cities can also go to the venue accreditation help office to be accredited, from 10 July 2012 for Football venues and from 16 July 2012 at the Sailing venue. From 9 July 2012, Press can use a not yet validated OIAC to board Media Transport at Russell Square in the Bloomsbury area of London (where many of the press hotels are situated) to travel to the MAC. 2.6 Media Accreditation Centre opening hours Opening hours 27 June 2012 – 13 July 2012 09:00 – 18:00 14 – 27 July 2012 07:00 – 22:00 28 July 2012 – 11 August 2012 07:00 – 20:00 12 August 2012 07:00 – 18:00 Locally-based media are encouraged to visit the MAC as early as possible to have accreditation validated. The accredited individual must be present and must show a valid passport, UK driving licence or European identity card to have their accreditation validated. 2.7 Accreditation Accreditation must be visible at all times. Please do not attach any items to the accreditation as this may invalidate the accreditation or cause delays at the security check points. An example of the information featured on accreditation is shown on the right. Press Facilities and Services Guide 15 2.8 Access privileges Zone access privileges are assigned to each accredited category in accordance with IOC rules on the basis of the minimum requirements needed to perform that role. The expected high-demand events for the London 2012 Olympic Games are: 2.9 Press zones Within the competition venues, Zone 4 includes access to the following areas for accredited Press: ––Swimming finals ––Venue Media Centre ––Press tribune ––Mixed zone ––Media conference room ––Photo positions (with photo vest only) ––Media lounge 2.10 Accreditation for highdemand events For certain events, including the Opening and Closing Ceremonies, the number of press and photographers wanting access to the venue may exceed the number of spaces available in the press tribune and the number of photo positions available. For these ‘high-demand events’, a ticket will be required to access the venue, in addition to a valid accreditation. The IOC Media Operations team will allocate high-demand event tickets to the NOC press attachés or, if there is no press attaché, nominated representative, from its office on the first floor in the MPC. The press attaché for each NOC will then distribute the tickets to its accredited national press. Only press with an E, EP, Es, EPs or ET accreditation will be eligible to receive tickets for high-demand events. 16 Press Facilities and Services Guide ––Opening Ceremonies ––Closing Ceremonies Additional sessions may be added in due course. 2.11 Lost, stolen or damaged accreditation All lost or stolen accreditations must be reported as soon as possible to the nearest accreditation centre. Lost or stolen cards will be cancelled immediately. A replacement accreditation will be issued no sooner than 24 hours after the individual completes and signs a declaration form. Accredited press may request a day pass or guest pass for immediate work requirements. 2.12 Guest passes Guest passes for both the MPC and the Olympic Village Plaza will provide approved visitors shortterm access to those venues. Guest passes will be valid for one day only, until midnight on the day of issue. All guest passes are nontransferable. Individuals accredited for the MPC can request guest passes for visitors who do not have accreditation for the MPC, provided they can demonstrate a valid reason for the guest’s entry. Application forms will be available online and also from the main help desk at the MPC. Application forms must be submitted online or in person at one of the guest pass offices no later than 18:00 the day before requested entry. The exact procedure for requesting MPC guest passes will be posted on The Exchange in due course. Guests will be subject to background checks. Repeat applications for the same guest will be subject to scrutiny and likely to be rejected. All guest pass requests for the MPC will be subject to approval by and granted at the sole discretion of Press Operations. To obtain a guest pass for the Olympic Village Plaza go to the Olympic Village media guest pass desk. Please see the ‘Venue Press Operations’ section of this guide for details. Guest passes to the MPC will only provide access to the MPC, High Street and Catering Village. There will be three MPC guest pass offices, one located near the Media Transport Mall, one in the common domain near the bridge access into the MPC (between the Hockey Centre and Handball Arena), and one located in the venue accreditation help office adjacent to the eastern plaza entrance near Stratford International train station. There will not be any guest passes available for the Olympic Rowing and Canoe Sprint Village in Egham or the Olympic Sailing Village in Weymouth and Portland. Press Facilities and Services Guide 19 3 Press accommodation LOCOG has agreements with hotels and university accommodation in the Bloomsbury area of London, where Russell Square (the Media Transport Hub at Games time) is located. Most hotels are within 15 to 20 minutes walking distance of Russell Square. 3.1 Accommodation reservation timeline 20 27 February 2011 NOCs began to allocate accreditation to press organisations, which gave them access to LOCOG press accommodation. 27 May 2011 Deadline for organisations to complete and return press accommodation request form. The Press Rate Card offers various items and services needed during the Games, including internet access, information technology, telecommunications, radio frequency coordination and vehicle hire. Accredited press organisations that have ordered private office space in the Main Press Centre can rent furniture, fixtures and equipment and make non-standard requests. Orders should be placed via the Rate Card website http:// ratecard.london2012.com Once press have submitted a rate card order, it can be amended, modified and even cancelled without charge until 31 December 2011. No payments will be due until January 2012. We encourage press to place orders early. 4.1 Internet All work stations in press and photo workrooms in the Main Press Centre and the Venue Media Centres, as well as each tabled position (and some non-tabled positions) in the press tribunes, will be cabled for internet access. In addition, wireless internet (Wi-Fi) will be available in media conference rooms and media lounges. Internet access must be purchased through the Press Rate Card: ––Gold package for £150: 8 Mbps internet access account including myInfo+ (for more information about myInfo+, see the ‘Olympic News Service’ section of this guide) 24 Press Facilities and Services Guide ––Silver package for £130: 8 Mbps internet access account ––Bronze package for £90: 1 Mbps internet access account (not recommended for photographers or sending/ receiving large files) Press that only require internet access can send an email to [email protected] specifying the level of service required. Avoid the queues at Games time and order internet without delay. LOCOG will provide an internet network of superior quality and low-contention ratio (sharing of bandwidth). Synchronous upload and download means one-way traffic is not prioritised, allowing freedom to use it as required. 4.2 Telecommunications Telecommunications services can be ordered for press tribunes and press and photo workrooms in competition venues, but the placement will be at the discretion of Press Operations. Any orders for a competition venue do not guarantee a ticket to a high-demand event, nor do they guarantee a seat in the press tribune (timely arrival is imperative). The phone numbers of ordered mobile and fixed phones will be issued well in advance of the user’s arrival at the Games. 4.3 Radio frequency coordination Any wireless devices that press intend to bring to the Games, such as walkie-talkies (PMR radios) and wireless internet routers, will need prior written approval and coordination by LOCOG’s Spectrum team. Applications for radio frequency coordination should be submitted through the Press Rate Card ordering website. Go to the ‘Spectrum Requests’ tab at the top of the ordering website. To secure frequencies, we strongly recommend applying for a spectrum licence prior to the deadline of 31 December 2011. Press using radios that are classified as ‘licence free’ or ‘licence exempt’ must still apply for radio frequency coordination for the Games. Radio devices that have not been coordinated by the LOCOG Spectrum team will not be allowed to operate at London 2012 venues. Please note that the frequency coordination process does not apply to mobile phones and smart phones. Approved and validated wireless devices must carry a validation sticker, which will be issued at the Spectrum desk in the MPC from 27 June 2012. Radio triggered devices will not need a spectrum licence, but will still need a sticker to be authorised for use in Games venues. See the 'Photo operations' section of this guide. 4.4 Vehicle hire There will be a limited supply of vehicles available for hire through the Press Rate Card. LOCOG recommends that press organisations place vehicle orders as soon as possible. LOCOG will pay the central London congestion charge for any vehicles rented through the Press Rate Card. All Rate Card vehicles will be London emission zone compliant. (See the ‘Driving in London and parking regulations’ section of this guide.) 4.5 Vehicle Access and Parking Permits A Vehicle Access and Parking Permit (VAPP) will be required to access and to park at Olympic venues. Please note, however, that parking at Olympic venues will be extremely limited and that there will be no parking for the press within the Olympic Park. Press are strongly encouraged to use the LOCOG TM system or public transport (free of charge to accredited media) as these are the most efficient ways to travel to and from venues. VAPPs can be purchased from the Press Rate Card and will provide access and parking at P6 parking lots that will be outside the secure perimeter but within walking distance of the venue media entry point. The ACT (All Competition and Training) VAPP provides access and parking at all competition and training venues where parking is available, as well as at the multistorey car park adjacent to the Main Press Centre. The MPC VAPP provides access and parking at the multi-storey car park adjacent to the Main Press Centre only. There will also be venue-specific VAPPs for competition venues where parking is available. Specific VAPPs will be in force for load-in/load-out periods. A limited number of VAPPs will be available, so these should be ordered early through the Press Rate Card. All prices in the Press Rate Card are given in pounds sterling (GBP) and are published exclusive of Value Added Tax (VAT). VAT, which is currently 20 per cent, will be added to the price of items where applicable. All orders submitted during the Normal Order Period and accepted by LOCOG will be invoiced in January 2012. Orders submitted during the Late Order Period will be invoiced following LOCOG’s acceptance of the order and no later than 15 May 2012. In some cases you may be able to claim back VAT. For more information, visit http://www. hmrc.gov.uk/2012games/index. htm 4.7 Deposits Loss and damage deposits and usage deposits will be applied to certain items and are listed in the Press Rate Card where applicable. Between 1 and 15 May 2012, one invoice covering applicable loss and damage and usage deposits on all orders placed 26 Press Facilities and Services Guide during the Normal and Late Periods will be issued. During the Games-time Order Period, there must be immediate payment of corresponding deposits. 4.8 Deposit refunds LOCOG will email a confirmation of the total deposits paid, less charges due for lost or damaged items and/or insufficient usage deposits, if any. LOCOG will confirm the amount to be refunded no later than 31 October 2012. LOCOG will make every reasonable effort to pay all refunds or other monies related to Press Rate Card no later than 31 October 2012. Please note that all refunds will be paid in pounds sterling (GBP) and LOCOG will be responsible for payment of all bank charges related to these refunds. For complete details, please refer to the Press Rate Card. 4.9 Press Rate Card updates Any updates to the Press Rate Card will be posted on the Press Operations extranet site, The Exchange. 5 Main Press Centre The Main Press Centre is located in the north-west corner of the Olympic Park adjacent to the Media Transport Mall (incorporating the media transport hub). It comprises a 29,000 square meter building, designed to provide all the necessary facilities and services required for accredited press to undertake their work efficiently and effectively throughout the Olympic Games. The MPC will be co-located with the International Broadcast Centre (IBC), sharing transport, catering and ancillary services. Both press (all E-category except Ex and EPx) and broadcasters will have access to the MPC, as well as any accredited individuals with ‘MPC’ on their accreditation. The MPC can be easily reached via the Media Transport TM system from the Bloomsbury Media Transport Hub. The travel time between the two will be approximately 35 to 40 minutes on the Olympic Route Network. On arrival at the MPC via the TM Service, media will be dropped off at the ground floor of the Media Transport Mall. From there, media will proceed via the lifts or stairs to the Pedestrian Screening Area (PSA) on the first floor of the Media Transport Mall, where luggage screening, security and accreditation checks will take place. Once through the PSA, media will be able to take lifts, stairs or escalators down into the IBC/MPC. From inside the Olympic Park, media will be able to follow designated walking routes in the common domain to the MPC and other venues. The Olympic Park loop road will serve all venues except the Handball Arena and Hockey Centre, which are a short walk from the MPC. Please see the ‘Media transport’ section of this guide for more details. The Olympic Games MPC bumpout period will be 06:00 to 22:00 each day, from 13 to 17 August 2012. Please note that all bump-in and bump-out deliveries and collections must adhere to LOCOG’s delivery and collection procedures. These will be published in detail on The Exchange in due course. 5.3 Service centre The service centre, located on the first floor of the MPC, will manage all private office space check-in and check-out procedures and will also assist with all rate card, spectrum (wireless device) 28 Press Facilities and Services Guide licensing, rate card technology and finance enquiries and issues. 5.4 Press and photo workrooms The MPC will have a press workroom and a photo workroom, each with its own help desk. The press workroom will have a capacity of 816 and the photo workroom will have a capacity of 288, all pre-cabled for power and internet connectivity and available on a first come, first served basis. Internet access can be purchased through the Press Rate Card. Printers for the myPrint service will also be available – see ‘Remote printing’ in the ‘Olympic News Service’ section of this guide for more details. Lockers will also be available, free of charge, in the press and photo workrooms on a first come, first served basis. Photo Handbooks and photo vests can be collected at the photo help desk. For more information, see the Photo Operations section of this guide. 5.5 Media conference rooms There will be five media conference rooms located in the MPC. The main media conference room on the mezzanine level, which will be accessed from the first floor of the MPC, will have a capacity of 700 and will feature dedicated photographer positions. Live broadcasts of media conferences held in the main conference room will be aired on the CATV system, which will be shown on screens throughout the MPC. Simultaneous interpretation will be provided in the main media conference room in the following languages: Chinese (Mandarin) French German Italian Japanese Korean Portuguese Russian Spanish 2012, there will be a media conference room booking team on-site to facilitate bookings. The media conference centre will be open from 08:00 to 20:00 daily. 5.6 Private offices in the MPC Accredited press organisations and NOCs can rent private office space in the MPC. The deadline for submitting Intent to Rent forms for renting private office space was 27 July 2011, however, space may continue to be requested as long as it is available via email to mandy.keegan@ london2012.com. Check-in for private office space will begin at the service centre on the first floor. All organisations allocated office space will be issued a scale plan onto which their office layout must be plotted and submitted to [email protected] by 31 January 2012. Wireless internet connectivity will be available in all media conference rooms, facilitating direct filing via internet access purchased from the Press Rate Card. Organisations with private office space may bring their own furniture, fittings and equipment (FFE) but will be required to adhere to LOCOG’s delivery, access and health and safety policies. LOCOG can also provide standard and non-standard FFE via the Press Rate Card. Any organisation undertaking their own technical fit-out will be required to comply with the health and safety regulations (safe working practices) of both LOCOG and the MPC principal contractor, and are subject to the submission of a risk assessment. Details will be provided to individual organisations as appropriate. All technology items (including internet, telephony infrastructure and CATV) are only available via the LOCOG Press Rate Card. Currently, media conference bookings can be requested by sending an email to conferencebookings@ london2012.com. From 27 June 5.7 IOC Ticketing Office The IOC Media Operations and Ticketing offices will be located on the first floor of the MPC. NOC press attachés and NOC A second media conference room on the first floor of the MPC will have a capacity of 200, and a further three media conference rooms will each accommodate 80 media. Consecutive interpretation will be provided in all supplementary media conference rooms as and when required. Press Facilities and Services Guide 29 representatives will be able to collect press tickets for highdemand events at this location. 5.13 Guest passes – please see the ‘Accreditation’ section of this guide 5.8 IOC Communications Office The IOC Communications Office, located on the ground floor, will consider all requests for information and interviews. 5.14 Parking The Media Transport Mall adjacent to the MPC will have parking spaces for vehicles with the appropriate Venue Access and Parking Permits (VAPPs). VAPPs are available to purchase via the Press Rate Card (see the ‘Press Rate Card’ section of this guide for more details.) 5.9 Research library To assist journalists and photographers in background research for the Games, a library located on the ground floor will house reference and research documents, including publications relating to the UK’s Olympic heritage and Olympic sports. This reference material will complement the information that will be available on Info+. The library will be staffed by experienced information specialists who will provide research and referral services. 5.10 Technology store A store will be located on the ground floor and will provide equipment and parts on a retail basis. Equipment repairs will also be facilitated through this store. 5.11 Pro Photo store – please see the ‘Photo Operations’ section of this guide 5.12 Camera loan and repair service – please see the ‘Photo Operations’ section of this guide 30 Press Facilities and Services Guide 5.15 Catering Village The Catering Village, located next to the MPC, will provide the following wide range of food and beverage offerings: McDonald’s restaurant Delicatessen Barbeque International buffet – to include ‘Best of British’, ‘Asian’, ‘Global’, and ‘Mediterranean’ dishes 5.16 MPC and High Street food and beverage services In addition to the services provided in the Catering Village, there will be coffee and snack kiosks located on each floor of the MPC and a trolley service for light snacks and drinks will operate across all floors. Vending machines will be located throughout the MPC. Press Facilities and Services Guide 31 6 Customs and freight forwarding 6.1 Designated customs broker and freight forwarder United Parcel Service Inc (UPS) is the Official Customs Brokerage Services Supporter and Official Freight Services Supporter for the London 2012 Games. Together with the LOCOG Logistics team, UPS will operate the Games Logistics Coordination Centre and provide logistics services to venues, warehousing services and the supporting transport network. During the Games, UPS will work closely with LOCOG to provide integrated customs clearance to press organisations and delivery services to the MPC. UPS will also have a retail outlet based in the High Street. Press Facilities and Services Guide A summary MPC Logistics Guide providing details on all deliveries and collections at the MPC will be published in due course and made available on The Exchange. 7 Venue Press Operations Venue Press Operations will be managed centrally at the Main Press Centre. However, in each venue there will be a Venue Media Manager who will be responsible for the smooth running of all the press services in the venues. There will be 32 Venue Media Managers in total, supported by 13 Deputy Venue Media Managers. There will be a further 100 paid staff running the workrooms, mixed zones and media conferences, as well as a volunteer workforce of almost 1,400. 7.1 Venue Media Centres There will be Venue Media Centres (VMCs) in all competition venues, at the Olympic Village and at the Olympic Family Hotel where the IOC Sessions will be held. The VMCs in competition venues will consist of press and photo workrooms, and each position will have a cabled internet connection and power. In addition, the VMC will have a media help desk, lockers, Info+ terminals and printers (including the myPrint service – see ‘Remote printing’ in the 'Olympic News Service' section of this guide for details), pigeonholes for news and results, plus the offices of Press Operations staff. In general, the VMC will open three days prior to competition starts in each venue. Earlier access (from 16 July) can be arranged for the testing of rate card equipment and other installations, however, this should be done by appointment with the Venue Media Manager or Venue Photo Manager. Where athlete training is held in the competition venue, media will have access to the facilities, although the VMC may not yet be fully operational. It will be operational three days prior to competition. Note that the VMCs at Eton Dorney (for Rowing and Canoe Sprint) and Weymouth and Portland (for Sailing) will be open from 16 July 2012. On competition days, the VMC will open three hours before the start of the first event or match in that venue, and will remain open for four hours after the last competition has concluded. On non-competition days, the VMC will be open from 09:00 to18:00. 7.2 Press tribunes The tabled positions in the press tribunes will be fitted out with cabled internet at every desk (internet access must be purchased from the Press Rate Card) and shared TV monitors. The tabled positions will also have UK standard power sockets (BS 1363). Adaptors will be available for loan, free of charge, at the Venue Media Centre help desk. A results delivery service will also be available for those working in the tabled tribunes. In addition, a number of non-tabled press tribune seats will have cabled internet connectivity and power. 7.3 Mixed zones The IOC determines the order of interviews in the mixed zones. Athletes first pass through the broadcast area before reaching the press area. LOCOG and Olympic Broadcast Services are currently working on an initiative whereby broadcast interviews from selected mixed zones will be transmitted to press tribunes. Press Operations will be responsible for the press section of the mixed zones, which all E-Accredited journalists will be able to access. The IOCrecognised international agencies (Associated Press, Reuters and Agence France-Presse), the host Press Facilities and Services Guide 33 national news agency (Press Association) and the Olympic News Service (ONS) will have prioritised, dedicated space. The press mixed zones will be equipped with television monitors and, for sports that attract high media interest, microphones and speakers will be used. The IOC will issue armbands to NOC press attachés to allow them to work on the athlete pathway in the press section of the mixed zone. Coaches of team and combat sports who are normally positioned on the field of play will also be asked to pass though the mixed zone for interview opportunities. 7.4 Venue media conference rooms Press Operations will organise and run post-event media conferences at the competition venues. In general, conferences will be held after each medal event, as well as after matches in the team sports. All post-event media conferences will offer professional interpretation services. At the Olympic Stadium (for Athletics), the Aquatics Centre (for Swimming and Diving) and North Greenwich Arena (for Artistic Gymnastics and Basketball Finals), this will be done simultaneously. All other competition venues will have consecutive interpretation. Interpretation will be from the language spoken by the athlete and/or coach (for team sports) into English. In addition, media conferences for Athletics and Swimming will be broadcast on the CATVs in the respective press tribunes and VMCs. 34 Press Facilities and Services Guide NOCs may also host their own media conferences in the venues in the three days prior to the start of competition. Bookings will be managed by the Venue Media Manager. Telephone numbers and email addresses of each manager will be provided in the Media Handbook distributed from the MPC main help desk and on Info+. Each media conference room will have wireless internet connectivity (internet access can be purchased through the Press Rate Card). 7.5 Venue photo operations See the ‘Photo Operations’ section of this guide (as well as the numbers of photo positions below). 7.6 Venue media lounges and catering At each competition venue there will be a media lounge with free tea, coffee and water on offer. In addition, each venue will have either a dedicated media lounge where food and beverages can be purchased or, at the very minimum, access to a public concession where hot and cold food and drinks will be available for purchase. Media catering will be available during similar hours to the VMC opening hours, and there will be wireless internet connectivity in the lounge (internet access can be purchased from the Press Rate Card). 7.7 Non-competition venues 7.71 Olympic Family hotels The IOC Executive Board will meet at the Hilton Park Lane Hotel on 21 and 22 July 2012 and the IOC Session at the Grosvenor House from 24 to 26 July. All media briefings during these meetings will take place at the Grosvenor House where a media centre will be in operation. Media accreditation for the London 2012 Olympic Games will automatically allow access to the media briefings and the media centre at the Grosvenor House. However, to access the Hilton Park Lane Hotel for photo opportunities during the Executive Board meeting special passes will be issued by the IOC upon request. Please contact pressoffice@ olympic.org for additional information on the IOC Executive Board and IOC Session meetings. 7.72 Olympic Village The VMC at the Olympic Village, adjacent to the Village Guest Pass Centre, will offer similar services as VMCs at competition venues. There will be a media workroom cabled for power and internet connectivity at each desk, a help desk, staffed by Press Operations, and Info+ terminals and printers. In addition, there will be two large media conference rooms (capacity 100 and 50) and two small interview rooms that can be booked by NOCs for use from 16 July 2012. Bookings will be managed by the Venue Media Manager for the Olympic Village. Venue Press Operations will manage the distribution of media guest passes for access to the Olympic Plaza (formerly known as the international zone) from a dedicated media desk at the guest pass office. Two hundred guest passes will be available at any one time, and will operate on a ‘one in, one out’ system. Press with E-category accreditation (excluding EC, Ex and EPx) will be eligible for a media guest pass. You must exchange your Olympic accreditation for a guest pass at the media guest pass desk in the Village guest pass office. Accreditation will be returned on receipt of the guest pass. Press will not be allowed into the residential zone, however there will be two opportunities for the media to tour the Olympic Village on the afternoons of 24 and 26 July 2012. Exact times of the media tours and how to register will be communicated in due course. A guest pass will not be required to enter the VMC or media conference rooms in the Village – E-category accreditation will suffice. Electronic non-rights holders (ENRs) will be allowed entry to the Village VMC, media conference rooms and Olympic Plaza but will not be permitted to take in any video or audio equipment. Please note that no media passes will be available for the Olympic Rowing and Canoe Sprint Village in Egham or the Olympic Sailing Village in Weymouth and Portland. There will be four ‘roaming’ Photo Operations Managers and 30 Venue Photo Managers, supported by 14 Deputy Venue Photo Managers, along with a group of more than 600 specially trained volunteers. Photo positions and support services will be tested at all venues during the pre-Games test events and refined up until Games time. 10.1 Photo positions Every effort has been made to secure the best possible photo positions within each venue. Photographers will be able to obtain detailed information about these positions from the Venue Photo Manager and the photo team at each of the Venue Media Centres, and from the Photo Handbook that will be published in July 2012. Photo positions will, as a rule, be operated on a first come, first served basis; however, positions may be allocated on a session-bysession basis when necessary. 10.2 The Pool The Pool will have reserved positions in all venues as well as access to other selected positions. It is comprised of a minimum of six photographers as follows: ––The International Olympic Photo Pool (IOPP), the IOC’s internationally recognised agencies: Associated Press, Agence France-Presse and Reuters – one representative from each of the three agencies. ––Getty Images, as the IOC’s official photographic agency – one representative. ––The National Olympic Photo Pool (NOPP) which, if established, will be a pool of UK national newspapers – one representative. ––The International Sports Federation (IF) of the relevant sport – one representative. 10.3 Spectator seats Photographers will be permitted to photograph from empty spectator seating, however, photographers must not disturb any spectators when working in these areas, and must vacate these seats immediately if and when ticket holders arrive. 10.4 Photographers‘ Undertaking In order to receive accreditation, photographers must sign the IOC’s Photographers‘ Undertaking. The London 2012 Photographers' Undertaking reads as follows: I hereby acknowledge and agree that: (a) any photographs taken by me at the London 2012 Olympic Games, including those of athletes competing within any Olympic Venue, will be used in news services for still photographic editorial purposes only; and (b) the use of such photographs for advertising or any other commercial purpose, in any medium or in any manner whatsoever, is expressly prohibited by the IOC, unless the prior written consent of the IOC is acquired; and (c) the dissemination of moving images or sound captured in an Olympic venue, through any media, including display on the internet, mobile platform and other interactive media or electronic medium, is strictly prohibited. 10.5 Photo vests Accredited photographers and photo technicians will be issued with appropriate photo vests. The vests will allow access to photo Press Facilities and Services Guide 47 positions and other working areas, and must be worn at all times while in a venue. They will be individually numbered and will not be transferable. Photographers are likely to be asked to exchange their issued vest for a ‘Pool’ vest to allow access to ‘Pool’ positions. When photographers leave these positions, they must exchange the ‘Pool’ vest for their original vest. 10.6 High-demand events When a single event promises to attract a greater number of accredited photographers than the number of photo positions available, the IOC will classify the event as a high-demand event. All events or individual competition sessions that are determined to be high demand will be communicated to photographers by means of notices posted in the MPC, Venue photo workrooms and on Info+. At the time of printing, the high-demand events are expected to be the Opening and Closing Ceremonies and all Swimming finals. Photographers attending highdemand events, such as the evening Swimming sessions, will require a ticket in addition to their accreditation and photo vest. From the IOC ticket office in the MPC, the IOC will issue NOCs with an allocation of tickets, and the NOC press attachés or representatives will be responsible for their distribution to their national press and photographers. 10.7 Policies and procedures Photographers working at London 2012 must abide by a number of policies and procedures that have been endorsed by the IOC. There will be a complete list in the Photo Handbook. These policies and procedures include: 48 Press Facilities and Services Guide ––The photographers’ dress code must be followed. For example, sleeveless shirts and open-toed shoes will not be permitted. ––Photographers will be likely to have all their equipment and bags inspected at each security screening area. ––Flashguns must not be used during any Olympic competition under any circumstances. ––Tripods and step ladders will not be permitted inside Olympic venues unless otherwise indicated. ––Certain tools that photographers and technicians use will be permitted into venues. A complete list of items will be published on The Exchange and in the Photo Handbook which will be available at Games time. 10.8 Media conferences Accredited photographers will have access to photograph media conferences in the venues and at the MPC, providing they do not obstruct written press or broadcast operations. 10.9 Victory Ceremonies The ‘Pool’ will take priority at Victory Ceremonies, especially where there is limited space (e.g. pool deck at Swimming). Where possible, Photo Operations will allocate a number of primary positions alongside the ‘Pool’, starting with photographers from the nations of the athletes receiving medals. Photo Operations has worked with the Ceremonies team at London 2012 to secure additional photo positions and to give as many photographers as possible the opportunity to cover the Victory Ceremonies. 10.10 Venue lighting The venue lighting levels in indoor venues have yet to be confirmed and will be subject to satisfying broadcast requirements. However, all lighting levels are expected to be in accordance with the IOC policy of no less than 1,500 Lux, at 5,200˚ K (daylight white balance). 10.11 Main Press Centre photo workroom There will be 288 work spaces cabled for power and internet connectivity (internet access can be purchased via the Press Rate Card) in the photo workroom at the MPC, as well as a limited number of photo editing stations. There will also be 500 lockers available to photographers free of charge on a first come, first served basis. Nikon and Canon will provide a full support service for accredited photographers. Services will range from pre-Games camera tune-ups and firmware updates to comprehensive repairs, and camera and lens loans. For the first time ever at an Olympic Games, there will be a dedicated Pro Photo shop stocked with a variety of professional cameras, lenses, and accessories, from monopods to memory cards. Computer software and hardware support, memory card and hard drive data recovery services will also be available. 10.12 Internet access Internet access will be available to order through the Press Rate Card, with a variety of packages specifically tailored to suit photographers. In all Venue Media Centre photo workspaces, photo file centres and the MPC photo workroom internet will be provided with a cabled service using standard RJ-45 sockets. The Press Rate Card option recommended for photographers will offer a speed of 8 Mbps symmetrically with a 20:1 contention ratio. Photographers who need to be able to file from a photo position can order a RJ45 connection for cabled internet connectivity at a venue photo position from the Press Rate Card. Ordering this service does not guarantee a photo position, and all orders must be validated by Press Operations. If the position and organisation are approved, Photo Operations will assign the specific location at the requested photo position. Accredited photographers will still require a ticket for high-demand events. 10.13 Wireless internet Because wireless internet (Wi-Fi) cannot guarantee a robust enough service for photographers at the Olympic Games, wireless internet (Wi-Fi) will only be provided in media conference rooms and in the media lounges (access to the Wi-Fi can be purchased via the Press Rate Card). Photographers planning to use network devices that cannot authenticate using a web form to transmit pictures will be able to purchase internet access services that offer fixed IP addresses via the Press Rate Card. In most cases, this should remove the need to set up wireless access points in photo positions. Details of these solutions can be found in the latest edition of the Press Rate Card. All wireless devices will have to be approved and licensed by the LOCOG Spectrum team and orders should be submitted through the Press Rate Card site on The Exchange. We strongly recommend that you apply prior to the deadline of 31 December 2011 to secure frequencies. Press Facilities and Services Guide 49 10.14 Spectrum Two-way radios may be permitted within the venues and in the common domain (the public area of Olympic Park), however, radio use will require a licence that can be obtained through the Spectrum team. See the Press Rate Card section of this guide for details on how to apply for a licence. All remotes will be subject to Photo Operations’ approval, and photographers will be expected to follow a strict set of guidelines at Games time. Not only are the UK’s health and safety regulations rigorous, but many Olympic venues have limited catwalk access which is likely to necessitate very early installations. Photographers wishing to use remote cameras are reminded that radio controlled triggers (PocketWizards) must conform to EU standards and operate on the 433 MHz frequency. Photo Operations will be responsible for validating these devices and affixing a LOCOG Spectrum approval sticker. Validation will primarily take place at the Photo helpdesk on the first floor of the MPC, but will also be available in the venues. Photographers will not be able to use any devices that have not been validated. To avoid any delays, photographers are asked to seek validation at their earliest convenience. For this reason, a formal request for a remote camera position is required. Please email requirements in confidence to [email protected] 10.15 Remote cameras The use of remote cameras is a fundamental part of sports photography. It is expected that more remotes than ever before will be used in London, however, photographers should be aware that their installation may potentially be more difficult than at previous Olympic Games. 50 Press Facilities and Services Guide 10.16 Photo vehicles For certain sports, dedicated photo vehicles will be provided for photographers to work from. There will be custom-made photo trucks at Rowing and for the Marathon, motorbikes for Triathlon and the Road Cycling, boats at Triathlon, Canoe Sprint & Marathon Swimming 10km and a fleet of RIBs at Sailing. Priority will be given to the ‘Pool’, but there will be additional spaces available. Photo Operations will manage a simple booking procedure, which will require photographers to make a request at least 24 hours in advance. Further details of how to request a position in these vehicles will be available from the photo help desk at the MPC and from the Venue Photo Managers. 11 Olympic News Service The Olympic News Service (ONS) is a professional-standard news agency designed to provide the media with a balanced file of Games information that is written in clear, concise English. 11.1 Info+ and myInfo+ The Games-time information system will provide news, schedules, biographies and results data to the media at the Olympic Games. Known as Info+, the system has undergone significant updates since the last Olympic Games and press are invited to attend short drop-in training sessions at the MPC in the days leading up to the Games to help make the best possible use of all the improvements. 11.2 SMS and email alerts Press will be able to sign up free of charge for email or SMS alerts via the myInfo+ service, allowing them to keep in closer contact than ever before with key events on and off the field of play. Using the ‘My Alerts’ button on the myInfo+ homepage, press will be able to select which sports they are interested in via a simple check box option. Press will also be able to choose whether to receive alerts on their phone or directly to their email inbox. The system is entirely flexible, allowing press to switch alerts on and off as frequently as required. In addition to fixed terminals at venues, the myInfo+ system, which can be ordered through the Press Rate Card, will be available on personal computers by secure sign-in anywhere there is an internet connection. As well as the added convenience of being available both inside and outside venues, myInfo+ will feature enhanced navigation and customisation, live scoring and the ability to cut and paste text, as well as the standard provision of results (now downloadable in PDF format), schedules, news reports, flash quotes, media conference coverage, biographies, statistics, weather, transport and much more. Games-time reports will be provided in English only, while pre-Games information will be available in French and English. Once registered, press will receive an automatically-generated alert each time a world record is broken in their selected sport(s), plus any news considered of high importance by the Central Editorial Team (CET) of the Olympic News Service. The CET will be made up of experienced, professional editors and subeditors. 11.3 Information distribution There will be Info+ terminals located throughout the Olympic venues, including in the MPC, VMCs and selected noncompetition sites such as the Olympic Village. Every fixed Info+ terminal will be connected to a printer. At the competition venues, selected relevant reports will be printed and made available in custom-built pigeonholes, while runners will deliver results and flash quotes to the press tribunes. The pigeonholes in the MPC will provide information on all the sports. Press Facilities and Services Guide 51 11.4 Remote printing – myPrint For the first time ever at an Olympic Games, press will have access to remote printing at any venue, allowing them to print from their laptop. Known as myPrint, the technology is currently in the design and development phase and is planned to be available free of charge in the MPC, IBC and all competition venues during the Games. 52 Press Facilities and Services Guide The process will be as simple as possible while keeping material private. Users will simply enter a PIN number to access their files at any printer on the Games network. This would allow press, for example, to send documents to print from their hotel room or the MPC and pick them up on arrival at the Olympic Stadium. Further instructions on using myPrint will be available at the MPC and VMC help desks. 12 Radio and television coverage; social media 12.1 Rights Holding Broadcasters The IOC negotiates and grants exclusive broadcast rights to televise the Olympic Games. The Olympic Broadcasting Services (OBS) is responsible for producing an international signal of the Olympic Games which is delivered to Rights Holding Broadcasters worldwide. OBS will also provide Rights Holding Broadcasters with facilities and services at venues and at the International Broadcast Centre (IBC). 12.2 Non-Rights Holding Broadcasters/ENR accreditation The IOC is responsible for the accreditation of non-Rights Holding Broadcasters (ENRs). The deadline for applications was 31 May 2011 and the IOC advised applicants in August 2011 whether or not they were successful. ENRs are only permitted to bring recording equipment into the MPC, with permission granted to film any media conferences taking place within the MPC, or interviews within the interview area. ENRs are not permitted to take their recording equipment into any of the Olympic competition venues or Village. The IOC will set and distribute a daily quota of Olympic Park common domain filming passes to non-Rights Holding Broadcasters. These passes, distributed from the IOC office based on the first floor of the MPC, will give selected ENRs access to the common domain of the Olympic Park with recording equipment. For a full explanation of news access and filming rights, please consult the online information on IOC News Access at www. olympic.org (go to the Media tab, then ‘Reference documents’ in the Tool box tab and click on Games – London 2012 Olympic Games). There will be a pre-Games ENR briefing in the MPC (details will be posted on The Exchange), and ENR representatives have a dedicated contact who will be based at the MPC at Games time – Sarah Funnelle (Deputy MPC Manager). For media not accredited for the Games, London & Partners has set up the London Media Centre (LMC) which will be located in the heart of London at One Great George Street, just a short distance from the Houses of Parliament and close to Horse Guards Parade (see ‘London Media Centre’ in the Miscellaneous section for more details.) This facility will also be open for use by ENRs (to all persons in the E-category). To register, please visit www. londonmediacentre.co.uk/ registration The LMC will operate from 9 July 2012 until 14 August 2012, 08:00 to 00:00 daily. London & Partners has negotiated access to a variety of filming locations in and around London. These filming positions are available to non-rights holding broadcasters and can be booked either via the London Media Centre or via the London & Partners information centre in the High Street of the IBC/MPC. All locations will be provided on a first come, first served basis and will be subject to a charge in some cases. Please contact London & Partners for further information. ([email protected]) 12.3 News Access Rules News Access Rules (available from the IOC) apply to television and radio broadcasting by ENR organisations. News Access Rules outline the specific conditions under which ENRs can access competition venues. Press Facilities and Services Guide 53 News Access Rules are designed to protect the exclusivity of broadcasters who have paid for rights, while permitting fair access for ENRs to broadcast highlights for news purposes. The News Access Rules clearly outline the rules that apply to coverage by ENR organisations. If an organisation is granted ENR accreditation, it is obliged to sign an Undertaking on behalf of the organisation, and all persons accredited by the organisation are obliged to abide by the News Access Rules. 54 Press Facilities and Services Guide 12.4 Social media, blogging and internet guidelines The IOC actively encourages accredited persons at the Olympic Games to take part in social media and share their experiences, provided it is not for commercial purposes and does not imply an unauthorised association with the IOC, the Olympic Games or the Olympic Movement. The IOC has published guidelines on social media, blogging and internet which can be found at www.olympic.org (go to the Media tab, then ‘Reference documents’ in the Tool box tab and click on Games – London 2012 Olympic Games). 13 Security Arrival at the Olympic Park Press will be subject to airportstyle security screening measures when entering a venue, with the exception of venues within Olympic Park. For the MPC and competition venues within Olympic Park, press will be screened only once, upon entry to the Park. However, additional screening will be required before entering the Olympic Village. At venues outside the Olympic Park, press will also be required to pass through a Pedestrian Screening Area (PSA) and will be subject to security screening procedures. A list of prohibited and restricted items will be posted on The Exchange as soon as it is available. 14 Paralympic Games A separate Press Facilities and Services Guide and Media Handbook (including a Photo guide) will be produced for the Paralympic Games. Press Facilities and Services Guide 55 15 Media transport 15.1 Airport arrivals The official port of entry to the UK is London Heathrow Airport. It is the only port of entry with accreditation validation facilities. From here, by showing their validated accreditation (or their OIAC at the LOCOG welcome desk), press will be able to access at no cost the fastest and most efficient way to travel to central London: the Heathrow Express train to Paddington station. The Heathrow Express runs every 15 minutes and takes between 15 and 25 minutes to arrive at Paddington, depending on which terminal it starts from. Upon arrival at Paddington, press will be directed to a dedicated transfer service which will take them, at no cost, to LOCOG press accommodation in Bloomsbury. This combined Heathrow Express and dedicated transfer service will be provided between 13 July and 12 August 2012. Press who have made other accommodation arrangements will need to make their own onward journey from Paddington on public transport (using the travelcard provided by LOCOG to accredited press and valid from 9 July 2012) or by taxi at their own expense. No media transport services will be available from any other port of entry. 15.2 Train arrivals While no media transport services are available from King's Cross/St. Pancras International railway station, the station is within walking distance of or a short taxi ride to all designated London press accommodation. See the ‘Accommodation’ section of the guide for a map of press accommodation locations. 56 Press Facilities and Services Guide 15.3 Public transport LOCOG will pay for a travelcard which will be valid for press to travel on the following modes of transport within zones 1 to 6 of London’s public transport network over the course of the Olympic Games. The method of distribution and the operating details will be published on The Exchange in due course. ––London Underground (Tube ) ––London Overground ––Docklands Light Railway (DLR) ––National rail (mainline train) ––Bus ––Tram ––One-third discount on river services ––Javelin® In addition, press will have access to the Heathrow Express at no cost for arrivals and departures only, as outlined above. Press will also be able to use their travelcard to access the high-speed Javelin® rail service at no cost on competition days. The Javelin® takes seven minutes to travel between St. Pancras International and Stratford International rail stations. From 27 July to 12 August 2012, the Javelin® will operate 24 hours per day. Upon arrival at Stratford International station, press will enter the Olympic Park via a security checkpoint and either take the Olympic Park loop road shuttle bus (approximately 12 minutes) or walk (1.4 miles / 2.2 km) to the Main Press Centre (MPC) or other competition venues (timings and distances vary). The Olympic Park can be accessed by several stations: Stratford, Stratford International and West Ham. Stratford station is served by national rail, Docklands Light Railway (DLR) and the London Underground’s Jubilee and Central lines. Stratford International station is served by the Javelin® and DLR. West Ham is served by London Underground’s District and Hammersmith & City Lines. Please note that the Olympic Park is a 15-minute walk from West Ham station. All London venues not within the Olympic Park can also be reached by public transport (see the ‘Getting to the venues’ section of this guide). Details will be published in the Media Handbook, the Media Transport Guide and on Info+. If using public transport, you can access the venue by any accredited entrance – but please note that in many cases public transport arrives at the opposite side of the venue to the Venue Media Centre. 15.4 Games-time media transport – the TM system After an in-depth study it was concluded that a Games-wide secure ‘bubble-to-bubble’ transport operation for media (as operated in Beijing) would not be feasible in London. However, having passed through security at the perimeter of Olympic Park, press will be able to access the MPC and all the competition venues within the Park without going through additional security checks. There will be two main transport hubs in the media transport system: the Bloomsbury Media Transport Hub at Russell Square and the Media Transport Mall adjacent to the MPC within the Olympic Park. Although frequencies are noted, all media transport buses will depart once they are full. With a variety of measures such as dedicated lanes, synchronised traffic signals and restricted turns, the Olympic Route Network (ORN) will enable media transport vehicles to travel efficiently between both media transport hubs and venues. The ORN will be operational from 16 July to 15 August 2012. Due to road races in London, the ORN will be disrupted for eight days between Bloomsbury and central London and traffic will be redirected onto the Alternative Olympic Route Network (AORN). LOCOG will work closely with Transport for London to ensure that the AORN will be used only as is absolutely necessary to retain the most efficient route and journey times. The routes that will be affected and the new travel times will be communicated well in advance on Info+ and at the transport desks at Bloomsbury and the MPC. Press Facilities and Services Guide 57 15.5 Media Transport Hub in Bloomsbury TM Service: Media Transport Hub in Bloomsbury to/from press accommodation Press accommodation in Bloomsbury is within a maximum 35-minute walking distance from Russell Square, and within a 15 to 20-minute walk in more than half of cases. From 16 July to 15 August, where media transport is available to and from press accommodation, it will be free of charge. The south side of Russell Square will serve as the pick-up and drop-off point for vehicles travelling to and from press accommodation. Press accommodation within a 10 to 15-minute walk of Russell Square will be serviced by vehicles to and from Russell Square, free of charge, between the hours of 00:00 and 06:00. This applies to the following accommodation: Press accommodation within a 10-minute walk of Russell Square will not be serviced by a media transport shuttle. This applies to: ––Travelodge King’s Cross (Royal Scot) ––Holiday Inn King’s Cross Bloomsbury ––Novotel St. Pancras ––Premier Inn Euston ––Travelodge Farringdon ––Hotel Russell Press accommodation that is not within a 15-minute walk of Russell Square will be serviced by vehicles to and from Russell Square, free of charge, 24 hours per day. The travel time will be approximately 35-40 minutes on the Olympic Route Network. day of competition at 30-minute intervals, so that press will be able to arrive up to three hours before competition commences and depart up to four hours after competition ends. Once competition at the venue ends, the Bloomsbury Hub to competition venue service will cease. Transport to competition venues in Olympic Park will be via the loop road (see next page). 15.6 Media Transport Mall adjacent to the Main Press Centre TM Service: Media Transport Mall adjacent to the Main Press Centre to/from Media Transport Hub in Bloomsbury From 16 July to 12 August 2012, the Media Transport system will operate 24 hours a day between the Media Transport Mall adjacent to the MPC and the Media Transport Hub in Bloomsbury, initially with departures every 60 minutes, then increasing to every 30 minutes from 06:00 to 01:00 the following day (and every 60 minutes from 01:00 to 06:00). The travel time will be approximately 35-40 minutes on the Olympic Route Network. TM Service: Media Transport Hub in Bloomsbury to/from London competition venues outside the Olympic Park From 20 July 2012 until competition begins, there will be two departures in the morning from the Media Transport Hub in Bloomsbury to Eton Dorney and two departures in the late afternoon/early evening from Eton Dorney to the Hub in Bloomsbury. With the exception of Hadleigh Farm (for Mountain Bike) and Lee Valley White Water Centre (for Canoe Slalom), there will be a direct, non-stop service from the Hub to competition venues outside the Olympic Park that will begin three days prior to competition in that venue, with departures approximately every 60 minutes. Mirroring the opening hours of the Venue Media Centres, the first bus will arrive at the venue for 09:00 opening and the last bus will depart at 18:00 closing. Once competition begins, there will be a TM Service from the Hub to all competition venues outside the Olympic Park (except Hadleigh Farm for Mountain Bike and Lee Valley White Water Centre for Canoe Slalom) on every For Hadleigh Farm and Lee Valley White Water Centre, press will need to take media transport to the Media Transport Mall adjacent to the MPC and transfer to the appropriate venue. TM Service: Media Transport Mall adjacent to the Main Press Centre to/from London competition venues outside the Olympic Park There will be a direct, non-stop service from the Media Transport Mall adjacent to the MPC to all competition venues outside the Olympic Park, except for the Football and Sailing venues. It will begin three days prior to competition in each venue, initially with departures every 60 minutes, then increasing to every 30 minutes. Mirroring the opening hours of the Venue Media Centres, the first bus will arrive at the venue for 09:00 opening and the last bus will depart at 18:00 closing. Press Facilities and Services Guide 59 Once competition begins, there will be a media transport service from the Media Transport Mall to all competition venues on every day of competition at 30-minute intervals, so that Press will be able to arrive up to three hours before competition commences and depart up to four hours after competition ends. Once competition at the venue ends, the Media Transport Mall to competition venue service will cease. TM Service: Media Transport Mall adjacent to the Main Press Centre to/from competition venues within the Olympic Park – loop road services (see map inside back cover) The Olympic Park loop road services will begin operating on 1 July 2012 and will run until 21 August 2012. Within the Olympic Park there will be two loops: the North Loop service and the South Loop service. All venues in the Olympic Park (except the Handball Arena and Hockey Centre, which are a short walk from the MPC) can be accessed via this shuttle system. From 16 July to 12 August 2012, the shuttle will be a 24-hour service running every 10 to 15 minutes at peak times. During the off-peak hours of 01:00 to 06:00, it will run every 30 minutes and the North and South routes will be combined. Between 1 and 15 July and 13 and 21 August, the service will operate from 06:00 to 22:00 with limited frequency. Stratford International station will be the transfer point between the North and South shuttle. Because the loop road services operate within the secure perimeter, no additional security checks will be required when accessing the loop road buses. 15.7 Upon arrival at the Media Transport Mall adjacent to the Main Press Centre The Media Transport Mall is located in the north-west corner 60 Press Facilities and Services Guide of the Olympic Park adjacent to the MPC and the International Broadcast Centre (IBC). It is easily reached on the Media Transport system from the Media Transport Hub in Bloomsbury. The travel time is approximately 35-40 minutes on the Olympic Route Network. Press arriving at the MPC via media transport will be dropped at the Media Transport Mall. From there, to transfer to Hadleigh Farm or Lee Valley White Water Centre (or other venues outside the Olympic Park), press should proceed to the venue pick-up point for the appropriate venue. To access the Olympic Park, proceed to the Pedestrian Screening Area (PSA) on the first floor of the Media Transport Mall via the lifts or stairs. Once through the PSA, press can take the lift, stairs or escalator down into the IBC/MPC or board a loop road shuttle bus to access the competition venues in Olympic Park. There will be a taxi drop-off and pick-up point for accredited vehicles close to the Media Transport Mall, which is located approximately 50m from the PSA. There will be a drop-off and pick-up point for non-accredited vehicles 250 metres from the entrance to the IBC/MPC. Press accessing the Media Transport Mall in a private vehicle with the appropriate Vehicle Access and Parking Permit (VAPP) will go through the Vehicle Screening Area before accessing the Media Transport Mall to park. To access the MPC, press must pass through the PSA as described above. One of the loop road shuttle buses can be taken to continue on to Olympic Park competition venues. Press Facilities and Services Guide 73 15.10 Media transport to co-Host Cities Travel to co-Host Cities (Cardiff, Coventry, Glasgow, Manchester and Newcastle for Football, and Weymouth and Portland for Sailing) is possible by national rail (although a flight may be preferable for Glasgow, Manchester and Newcastle). Media must cover the costs of travel to co-Host Cities themselves. LOCOG Transport will operate a transport help desk at the MPC to provide travel information and internet access for media to book their rail or air tickets. We recommend using public transport (London Underground, buses and Docklands Light Railway) to reach the departure stations/airports in London. Access to public transport within London zones 1-6 will be provided to accredited media at no cost from 9 July 2012. Venue: Millennium Stadium, Cardiff Sport: Football (FB) Distance from London: 124 miles/200km National rail: there is a direct service to Cardiff Central station from London Paddington. Approximate travel time: two hours 10 minutes. From Cardiff Central, it is a short walk to the stadium and the city centre. There will be no media transport shuttles. Venue: City of Coventry Stadium, Coventry Sport: Football (FB) Distance from London: 86 miles/138km National rail: there is a direct service to Coventry station from London Euston. Approximate travel time: one hour. The venue is 30-minute taxi ride from the station. 74 Press Facilities and Services Guide Venue: Hampden Park, Glasgow Sport: Football (FB) Distance from London: 400 miles/644km National rail: there is a direct service to Glasgow Central station from London Euston. Approximate travel time: four hours 30 minutes. Flights are available from all London airports. Flight time is approximately one hour 15 minutes. The venue is a 25-minute drive from the airport. Venue: Old Trafford, Manchester Sport: Football (FB) Distance from London: 165 miles/265km National rail: there is a direct service to Manchester Piccadilly station from London Euston. Approximate travel time: two hours 10 minutes. Flights are available from all London airports. Flight time is approximately one hour. Venue: St James’ Park, Newcastle Sport: Football (FB) Distance from London: 302 miles/486km National rail: there is a direct service to Newcastle Central station from London King’s Cross. Approximate travel time: between three hours and three hours 20 minutes. Flights are available from all London airports. Flight time is approximately one hour 15 minutes. Venue: Weymouth and Portland Sport: Sailing (SA) Distance from London: 109 miles/175km National rail: there is a direct service to Weymouth station from London Waterloo. Approximate travel time: three hours. 15.11 Media transport within co-Host Cities The start and end dates and hours of operation of the media transport systems in the coHost Cities will depend on the competition schedule of the venues in each co-Host City. The LOCOG press accommodation to venue service will run from three days prior to the start of competition until the end of competition. The train station (and Glasgow airport) to venue service will run on competition days only, with departures every 30 minutes at peak time, and a different off-peak frequency. The first bus will arrive at the venue up to three hours before competition starts and the last bus will leave up to four hours after competition ends. 15.12 Transport desks LOCOG Transport will have transport desks at the Media Transport Hub in Bloomsbury and at the MPC from 16 July to 15 August 2012. Both transport desks will provide the press with media transport system bus schedule information, details of all the media transport services and how to use them, arrivals and departures services, public transport information, co-Host City travel information and a lost and found service. In addition, the transport desk in the MPC will assist with loop road information, walking routes within the Olympic Park and will provide internet access for self-pay ticket bookings for travel to and from co-Host Cities. Press Facilities and Services Guide 75 16 Miscellaneous 16.1 Airports The two major international airports servicing London are Heathrow Airport (15 miles/24km west of central London) and Gatwick Airport, 27 miles/43km to the south. Please note, however, that accreditation validation and media transport services will only be available at London Heathrow. Other airports with international services are Stansted Airport (35 miles/56km to the east of London) and Luton Airport (30 miles/48km to the north of London). In the Olympic Park, there will be a number of Visa cash machines (ATMs). There will also be a Lloyds TSB bank branch and Visa cash machine in the High Street outside the MPC. Visa prepaid credit card kiosks will be located in the High Street where press can purchase Visa credit cards using non-Visa credit or debit cards. Note denominations are: £50, £20, £10, £5. Coins are available in: £2, £1, 50p, 20p, 10p, 5p, 2p and 1p. 16.4 Driving in London and parking regulations You will be able to use the Media Transport System free of charge as well as London’s extensive public transport system with the travelcard entitlement provided by LOCOG. These are the recommended modes of transport at Games time. In 2003, the City of London introduced a congestion charge aimed at reducing the amount of traffic in central London. Vehicles entering central London on weekdays from 07:00 to 18:00 must pay a daily fee of £10. Details of how to pay the congestion charge can be found on the Transport for London website: www.tfl.gov.uk LOCOG will pay the congestion charge for every vehicle hired through the Press Rate Card. 76 Press Facilities and Services Guide If you have a valid full UK licence or a driving permit for the UK, you may drive vehicles of up to 3.5 tonnes with up to eight passenger seats (subject to hire companies’ regulations). Any vehicles with more than eight passenger seats wishing to drive in London must comply with London Low Emission Zone (LEZ) standards by registering on Transport for London’s database. Non-compliant vehicles must pay a daily charge which varies by weight and European emission standards. The LEZ is in operation 24 hours a day, 365 days a year. More details can be found at http://tfl.gov.uk/roadusers/lez In addition, vehicles used to access London 2012 venues must adhere to the ‘Games Low Emission Venue Emissions Standards’. For more information, please email pressoperations@ london2012.com All Rate Card vehicles will be emission zone compliant. Parking restrictions in the UK are marked by single or double yellow lines along the side of the roads. There is no parking on double yellow lines at any time. Parking on single yellow lines is permitted at certain times of the day, as indicated by local signage. Pay and display permits are required in some areas and parking meters are also found throughout the city. Penalties may be incurred if a pre-paid parking permit is not displayed or a parking meter runs out of time. Parking tickets are usually issued by a parking attendant at the scene. They may also be posted to the owner of the offending vehicle, for example, if the contravention was observed using a CCTV camera. Parking fines are the responsibility of the vehicle owner/hirer. For more information, go to www.ukmotorists.com/parking Red routes Red routes are marked by red lines and are designated priority routes. Single red lines allow stopping and parking at certain times – generally this will be Monday to Saturday 07:00 or 08:00 to 19:00, but always check the signs. Double red lines mean no stopping at any time. Parking bays with white lines In parking bays with white lines, vehicles are generally permitted to park for one hour between the hours of 07:00 and 19:00. These may be subject to a charge – please refer to local signage. Loading bays with red lines These are generally operational between 10:00 and 16:00 although this does vary, so always check the sign. Yellow box junctions Yellow box junctions have crisscross yellow lines painted on the road, and must be kept clear for through traffic to avoid traffic jams. Do not enter a yellow box junction until the exit road or lane is clear. Motorists may stop in a yellow box if turning right and are prevented from doing so by oncoming traffic or other vehicles waiting to turn right. Roundabouts At certain roundabouts where there is a box junction, you must not enter the box unless you can cross it completely without stopping. Press Facilities and Services Guide 77 Bus lanes Bus lanes can be used at certain times and under certain circumstances. Specific signs will indicate when the bus lane is operational. If no sign is visible, it means that the bus lane is operational 24 hours a day. Motorists can enter a bus lane at the following times: ––When the bus lane is nonoperational ––If turning left within 20 metres of the junction – an arrow or a dotted white line will indicate whether this is allowed If avoiding road works or emergency vehicles 16.5 Electricity Standard power in the UK is supplied at 230 volts, 50 hertz. The three-pin fused plug is standard (British Standard 1363). 16.6 Emergencies For emergency police, fire or ambulance services, dial 999. To report thefts or other nonemergency issues, dial 101 or visit the nearest police station. 16.7 Gratuities/tipping In restaurants, a 12.5 per cent service charge may be included with the bill. If no service charge is included, a 10-15 per cent tip is appropriate, according to the service provided (just round up or down to the nearest pound). Bar and pub staff do not expect to be tipped. When paying for a taxi, round the fare up to the nearest pound but add no more than 10 per cent. 16.8 London Media Centre The London Media Centre (LMC), led by London & Partners, will be a working facility for Olympic and non-Olympic accredited media at Games time. It will also be a networking hub. The LMC will be located at One Great George Street near Horse Guards Parade in central London. Situated close to attractions and iconic landmarks, it is within easy reach of sporting events taking place across the city during the Olympic Games. The LMC will operate from 9 July until 14 August 2012. Basic opening hours will be 08:00 to 00:00 each day. Registration opened 9 July 2011; visit www.londonmediacentre. co.uk/registration if you have not yet registered. The LMC will have two permanent ‘beauty’ camera locations that can be booked. Position A will be on the south bank of the River Thames with the Houses of Parliament in the distance. Position B will overlook Tower Bridge and the River Thames. In addition, there will be several ‘London Live’ positions which provide a variety of iconic images of London. These locations will be managed by the LMC and will provide ideal settings for reporting in the City. The London Live positions will be available from 9 July 2012. The Torch Relay will take 70 days and will involve 8,000 Torchbearers. Details of the route will be posted on london2012.com. These include: ––Pubs, bars and nightclubs ––Cafes and restaurants 16.11 Sustainability LOCOG has several sustainability commitments in the staging of the Olympic Games. You can contribute to reaching sustainability goals by: ––using media transport provided by LOCOG; ––using public transport; ––saving energy by turning off power to equipment when not in use; ––reducing, reusing and recycling materials; ––reducing paper use as much as possible by printing only what is essential; and ––signing up for an electronic participation certificate at the MPC help desk ––Membership clubs ––Indoor shopping centres ––Offices and factories 16.12 Taxes (see also Value Added Tax below) A comprehensive set of tax guidance notes, specific to the 2012 Games, has been published on the HM Revenue & Customs website and can be viewed at: ––Public transport ––Work vehicles used by more than one person ––Train platforms ––Some sports venues Smoking will not be permitted on Olympic media transport or in any press areas within Olympic venues. Designated smoking areas at the IBC/MPC are being planned for the High Street area adjacent to the MPC on the Olympic Park. London & Partners will provide tourism information at its installation in the High Street of the IBC/MPC. 16.17 Weather The weather in the UK is generally mild but variable. The average daytime temperature for the summer months (July and August) is 21C/70F. The highest temperature recorded in the summer months is 34C/93F. Typical rainfall in this period is 45 to 56 mm/1.8 to 2.2 inches and August can be humid, with occasional thunder storms.
