Effective 1 April 2016, the Office of Personnel Management (OPM) will discontinue the National Agency Check and Inquiries (NACI) and Moderate Risk Background Investigation (MBI) investigation types. 2. The Tier 1 (T1) investigation, currently the NACI investigation, is the initial investigation conducted in support of low risk positions, non-sensitive positions, or for physical/logical access. Per Memorandum dated 12 January 2016, 'Army Federal Investigative Standards (FIS) Implementation', no reinvestigations are authorized for a T1/NACI investigation (see attached). 3. The Tier 2S (T2S) investigation, currently the MBI, is the initial investigation conducted in support of moderate risk public trust positions. The Memorandum dated 27 September 2013, 'Guidance for Civilian Sexual Harassment/Assault Response and Prevention (SHARP) Program Positions", provides guidance for Civilian employees performing duties as part of the SHARP program. This memorandum establishes the T2S/MBI as the minimum investigation required for Sexual Assault Response Coordinator (SARC) and SHARP Victim Advocate positions (see attached). 4. The Tier 2RS (T2RS) investigation is the reinvestigation conducted for a T2S/MBI investigation. Per Enclosure 1 of the Army FIS Implementation Memorandum (12 January 2016), the T2RS is required every (3) years for SARC and SHARP positions. NOTE: Per Enclosure 1 of the Army FIS Implementation Memorandum (12 January 2016), all other T2RS reinvestigations will be implemented under separate guidance. 5.
