Este Guia visa informar todos os estudantes estrangeiros interessados em estudar na Universidade de Lisboa
e em vivenciar uma experiência de aprendizagem única.
Os conteúdos estão organizados em sete capítulos,
disponibilizando-se informação relevante sobre acesso
à Universidade de Lisboa, oferta formativa, programas
de mobilidade, intercâmbios ao abrigo de protocolos e
calendário escolar. São igualmente fornecidos dados
úteis sobre estruturas de apoio e também sobre a
vida na cidade de Lisboa. Caso não encontre, nesta
publicação, resposta para todas as suas dúvidas, pode
consultar a página internacional da Universidade de
Lisboa disponível em www.internacional.ul.pt

consulta de informação divulgada pelas Universidades

1.1. apresentação
A Universidade de Lisboa (UL) é uma instituição
pública de referência no espaço universitário
nacional e internacional cujos eixos prioritários
incidem na centralidade da investigação, reestruturação e transversalidade dos planos de estudos,
dinamização de parcerias e reconhecimento do
valor da instituição.
As raízes desta instituição remetem-nos às origens
da Universidade Portuguesa na época medieval.
Em 1911, a Universidade de Lisboa foi refundada,
tendo alargado a sua oferta formativa e de
investigação.
instituição é variada e organiza-se de acordo com
cinco áreas estratégicas: Artes e Humanidades,
Ciências Jurídicas e Económicas, Ciências da Saúde,
Ciências Sociais e Ciências e Tecnologia.
A Universidade de Lisboa acolhe estudantes de
todo o mundo. A cooperação com Universidades de
vários continentes e a integração da Universidade
em consórcios internacionais e em redes de ensino
e de ciência de referência, tem permitido à Universidade de Lisboa não só ampliar a sua projecção
internacional, como também atrair estrangeiros
pela qualidade do ensino e da investigação.

Informação prática
2.1. Antes de viajar para Lisboa
2.1.1. Visto
Os estudantes estrangeiros provenientes de países não integrados na União Europeia só podem
iniciar os seus estudos na Universidade de Lisboa
sendo detentores de visto de estudo devidamente
válido. Este documento tem de ser obtido junto da
Embaixada ou Consulado de Portugal existente no
país de origem.
Estes estudantes devem solicitar, ao Gabinete de
Relações Internacionais da Faculdade/Instituto
da UL onde vão estudar, uma Declaração que
comprove a aceitação do período de estudos. A
Declaração será enviada para a Universidade de
origem.
Atenção!
O pedido de visto de estudo deve ser feito com, pelo menos, um mês de antecedência em relação
à data prevista de chegada a Lisboa.
O visto de estudos tem a validade correspondente à duração do período de estudos do estudante.
Recomenda-se que os estudantes estrangeiros efectuem um registo (Declaração de Entrada) nos
contactos abaixo indicados, até três dias após a entrada em Portugal.

Os estudantes provenientes de qualquer EstadoMembro da União Europeia (UE) não necessitam
de obter um visto de estudos, bastando apenas
serem titulares de um bilhete de identidade válido.
Contudo, se pretenderem permanecer em Portugal
mais do que 90 dias devem registar-se no posto
consular do respectivo país de origem.

2.1.2. Seguro de Saúde
Os estudantes provenientes de países da União
Europeia devem obter o Cartão Europeu de Seguro
de Doença no país de origem. Este cartão permite
o acesso e atendimento em qualquer serviço de
saúde público tal como um cidadão português.
Os estudantes provenientes de países não integrados na União Europeia devem efectuar um seguro
privado de saúde no respectivo país de origem. É
recomendável que tenham prévio conhecimento
das condições e cobertura previstas para o território português.

Avião
O campus da UL é muito próximo do aeroporto de
Lisboa para onde circulam ligações internacionais
directas provenientes de países de todo o mundo.

Metro
O metro é um dos meios de transporte que permite chegar rapidamente ao campus da UL. Deve
utilizar a “linha amarela” e sair na estação “Cidade
Universitária”.

2.3. Alojamento
A Universidade de Lisboa não dispõe de um serviço responsável pelo alojamento de estudantes
estrangeiros. Por isso, é fundamental que estes
estudantes reservem alojamento antes de chegar
a Portugal.
Para os estudantes estrangeiros que optam por
arrendar um quarto/apartamento após a chegada
a Lisboa, sugere-se que reservem antecipadamente um quarto para as primeiras noites numa
Pousada da Juventude.

2.2. Como chegar até à
Estudar na UL
3.1. Sistema de ensino superior português
O ensino superior português integra o ensino universitário e o ensino politécnico. O ensino universitário
é ministrado em instituições universitárias públicas, particulares e cooperativas e concordatárias. O
ensino politécnico é disponibilizado em instituições de ensino superior não universitárias públicas e
particulares e cooperativas. Independentemente do tipo de ensino leccionado, estas instituições estão
sob a tutela do Ministério da Educação e Ciência.
3.2. Acesso à UL
3.2.1. Formação inicial - Licenciaturas e
Mestrados Integrados
Os estudantes estrangeiros podem candidatar-se
a cursos de 1º ciclo da Universidade de Lisboa
devendo, para o efeito, satisfazer as mesmas condições que são exigidas aos estudantes nacionais.
Ou seja, devem:
1. Ter aprovação num curso de ensino secundário ou habilitação estrangeira legalmente
equivalente;
– Os titulares de habilitações estrangeiras
devem solicitar equivalência ao 12º ano
de escolaridade, num estabelecimento de
ensino secundário português dotado de
autonomia pedagógica.
2.Ter realizado as provas de ingresso exigidas
para o curso a que se candidatam com a
classificação igual ou superior à mínima
fixada;
– P ara os estudantes titulares de cursos não
portugueses legalmente equivalentes ao
ensino secundário português, as provas
de ingresso podem ser substituídas por
exames finais de disciplinas daqueles
cursos, desde que sejam preenchidas
determinadas condições, nos termos do
disposto no artigo 20º-A do Decreto-Lei
nº 296-A/98, de 25 de Setembro, na sua
redacção actualizada pelo Decreto-Lei nº
90/2008, de 30 de Maio.
3.Ter uma nota de candidatura igual ou superior
à mínima fixada, para o curso a que se
pretende candidatar;
4.Satisfazer os pré-requisitos, caso sejam exigidos,
para o curso a que se pretende candidatar.

estrangeiro, que seja reconhecido como satisfazendo os objectivos do grau de Licenciado pelo
Conselho Científico da Faculdade ou Instituto,
ou pela Comissão Científica do curso, caso se
trate de uma formação transversal à Universidade de Lisboa;
•Os detentores de um currículo escolar, científico
ou profissional, que seja reconhecido como
atestando capacidade para realização deste
ciclo de estudos pelo órgão científico estatutariamente competente do estabelecimento de
ensino superior onde pretendem ser admitidos.
3.2.3. Atribuição do grau de doutor em
co-tutela
Doutoramento
Podem candidatar-se ao ciclo de estudos conducente ao grau de Doutor:
•Os titulares do grau de Mestre ou equivalente
legal;
•A título excepcional, os titulares de grau de
Licenciado ou equivalente legal detentores de
um currículo escolar ou científico especialmente
relevante que seja reconhecido como atestando

Os doutorandos estrangeiros interessados em
obter o grau de Doutor em co-tutela na Universidade de Lisboa, devem frequentar programas
doutorais congéneres reconhecidos como tal
pela Universidade de Lisboa e pela Universidade
parceira, sob a orientação de, pelo menos, um
professor de cada Universidade.
O grau de doutor em co-tutela é conferido na Universidade de Lisboa, num ramo de conhecimento
ou especialidade de doutoramento, mediante
acordo prévio explícito entre os estabelecimentos
de ensino superior participantes e o doutorando.

3.2.5. Reconhecimento académico
O reconhecimento de qualificações estrangeiras de
ensino superior encontra-se previsto no DecretoLei nº 341/2007 de 12 de Outubro e no Decreto-Lei
nº 283/83, de 21 de Junho.
As listas dos Países/graus que podem beneficiar
do regime previsto no Decreto-Lei nº 341/2007,
de 12 de Outubro, constam das deliberações
emanadas da Comissão de Reconhecimento de
Graus Estrangeiros.
O Decreto-Lei nº 283/83, de 21 de Junho estabelece um sistema de equivalência/reconhecimento
com base numa reavaliação científica do trabalho
realizado com vista à obtenção do grau estrangeiro. Este decreto-lei aplica-se sempre que o grau
estrangeiro não conste do elenco de graus fixado
por deliberações genéricas aprovadas pela Comissão de Reconhecimento de Graus Estrangeiros, em
conformidade com o artigo 19º do Decreto-Lei nº
341/2007, de 12 de Outubro.
A decisão de conceder, ou não, a equivalência/
reconhecimento nos termos do Decreto-Lei nº
283/83, de 21 de Junho, é da exclusiva competência da instituição de ensino superior portuguesa
na qual o interessado estrangeiro pretende obter
esse reconhecimento.
O pedido de equivalência ao grau de Licenciado
deve ser dirigido ao Presidente do Conselho Científico da Faculdade/Instituto da UL que leccione
cursos na mesma área ou área afim.
O pedido de equivalência ao grau de Mestre e de
Doutor deve ser dirigido ao Reitor da Universidade
de Lisboa.
A equivalência/reconhecimento pode ser solicitada
pelo interessado ou por um procurador legalmente
designado para o efeito.

A Inscrição deve ser feita até 15 dias antes do
início do curso. Para fazer a inscrição nos cursos
é necessário enviar para o Departamento de
Língua e Cultura Portuguesa: a ficha de inscrição

de identificação, duas fotografias tipo passe e o

Cursos de Verão
Os cursos da Universidade de Lisboa (UL) são
leccionados em Português. Neste sentido, é
recomendável que os estudantes estrangeiros
frequentem um curso de Português a fim de
favorecer não só o seu conhecimento da língua
portuguesa, mas sobretudo a aprendizagem da
respectiva componente prática para utilização
no dia-a-dia.

3.5. Cursos livres
Com o objectivo de flexibilizar a oferta formativa,
algumas Faculdades/Institutos da Universidade
de Lisboa (UL) organizam cursos livres. Este tipo
de formação tem curta duração e visa promover
a aquisição de conhecimentos em diversas áreas
científicas e profissionais. A frequência destes
cursos tem, na generalidade, custos associados,
mas não é necessário que os participantes estejam
inscritos na Universidade de Lisboa. As iniciativas
neste âmbito podem ser consultadas nos sítios das
Faculdades/Institutos da UL disponíveis em 5.11.
3.8. Propinas
Durante o Verão, a vida académica e cultural da
Universidade de Lisboa preenche-se sobretudo
com acções de formação e workshops. A oferta
inclui habitualmente cursos de Fotografia, Línguas,
Ilustração, Direito, Física, Joalharia, entre outros.
Organizados pelas várias Faculdades/Institutos
da Universidade de Lisboa, estas iniciativas estão
abertas a todas as pessoas. Salienta-se que a
maioria destes cursos tem custos associados,
devendo os interessados solicitar informações à
organização de cada curso.
Os estudantes estrangeiros que frequentam a
Universidade de Lisboa no âmbito do Programa
Erasmus estão isentos do pagamento de propinas
dado que o mesmo é efectuado nas respectivas
universidades de origem.
Na Universidade de Lisboa, o pagamento de
propinas de estudantes estrangeiros ao abrigo de
acordos de cooperação depende do conteúdo do
acordo e da decisão do Director de Faculdade/Instituto da Universidade de Lisboa que frequentam.
Os estudantes estrangeiros que frequentam a
Universidade de Lisboa em regime livre pagam
propinas no montante correspondente aos cursos
e unidades curriculares em que estão inscritos.

3.7. Calendário Escolar

a) Cada Unidade Orgânica, de acordo com especificidades próprias da respectiva programação, pode
estabelecer o início e o final do ano lectivo no
período compreendido entre os meses indicados.
b) Cada Unidade Orgânica, de acordo com especificidades próprias da respectiva programação,
pode estabelecer datas diferentes para o final
do 1º semestre e para o início do 2º semestre,
desde que sejam respeitados os princípios organizadores do calendário escolar aprovados pela
Deliberação nº 8/2008 pela Comissão Científica
do Senado.
Cada Unidade Orgânica pode facultativamente
realizar um 3º período com datas entre Maio e
Julho. Porém, não poderá, em caso algum, vir a
representar um agravamento de necessidades de
recrutamento de docentes.
As datas para a realização de avaliações e da
respectiva época especial (exames) são definidas
por cada Unidade Orgânica.

(i) Nos cursos de Mestrado da área estratégica
de Ciências da Saúde (Medicina, Farmácia e
Medicina Dentária) ficam os respectivos Directores autorizados a fixar um valor de propinas
entre 1200€ e 5000€ por ano.
(ii) Nos cursos de Mestrado e Doutoramento das
Faculdades e Institutos, em casos devidamente
justificados, designadamente quando sejam
realizados em colaboração com outras entidades
e instituições, nacionais ou estrangeiras, ficam
os respectivos Directores autorizados a fixar um
valor de propinas entre 1200€ e 5000€ por ano.
(iii) Nos cursos pós-graduados de actualização e
nos cursos pós-graduados de especialização não
conferentes de grau ficam os respectivos Directores autorizados a fixar o valor das propinas.
(iv) Nos programas de Doutoramento ficam os
respectivos Directores autorizados a fixar um
valor de propinas entre 1200€ e 2750€ nos anos
posteriores ao Curso de Formação Avançada
(1º ano).

O que é
É um subprograma do Programa de Aprendizagem ao Longo da Vida cujos principais objectivos são:
•Contribuir para o desenvolvimento de uma aprendizagem de qualidade ao longo da vida e das
possibilidades por ela conferidas;
•Reforçar a realização pessoal, a coesão social e a cidadania europeia;
•Promover a criatividade, a competitividade e a empregabilidade;
•Aumentar a participação na aprendizagem ao longo da vida;
•Promover a aprendizagem e a diversidade linguísticas.
O programa Erasmus abrange várias acções,
sendo a maioria direccionadas a estudantes,
nomeadamente:
•Mobilidade para a realização de um período de
Estudos;
•Mobilidade para a realização de um período de
Estágio Profissional;
•Frequência de cursos intensivos de línguas
Erasmus (EILC).

Candidaturas
São apresentadas junto da Universidade de
origem em que os estudantes estrangeiros estão
inscritos. Os prazos e condições são estabelecidos
pela mesma.
O que os estudantes estrangeiros devem fazer:
1. Verificar se a Universidade de origem tem
acordo bilateral – válido para o ano lectivo
pretendido – na área de estudo pretendida
com a Faculdade/Instituto da UL onde
tencionam realizar a mobilidade Erasmus.
2.Verificar se existe na UL um curso congénere
ao que frequentam no país de origem.
3.Contactar o Gabinete Erasmus da Universidade de origem para conhecer os procedimentos administrativos necessários para a
candidatura à mobilidade Erasmus.
4.Preencher a documentação exigida pela
Faculdade da Universidade de origem.
A Universidade de origem estabelece contacto
com a Faculdade/Instituto da UL para informar
quais os estudantes seleccionados para realizar a
mobilidade Erasmus.
Destinatários
Estudantes de Licenciatura e de Mestrado Integrado já com o 1º ano curricular concluído.
Estudantes de Mestrado e Doutoramento já com
o 1º semestre concluído.
5.Contactar a Faculdade/Instituto da UL a fim
de conhecer os prazos e procedimentos da
candidatura, solicitar o plano de estudos para
preparar o Learning Agreement;
6.Logo após a respectiva selecção para a
mobilidade, os estudantes interessados
em ficar alojados numa das residências dos
Serviços de Acção Social da UL devem solicitar,
por correio electrónico, a reserva de uma vaga
junto do Gabinete Erasmus da Faculdade/
Instituto da UL.
Duração da mobilidade
Mínimo: três meses
Máximo: doze meses
As mobilidades devem realizar-se durante o período vigente do ano lectivo, ou seja, no máximo
O alojamento numa das residências dos Serviços
de Acção Social da UL para estudantes Erasmus
é atribuído de acordo com o número de vagas
estabelecido para cada Faculdade/Instituto da
UL. Mais informação disponível em 5.1.3.

Em Portugal o mês de Agosto é tradicionalmente
um período de férias. Por esta razão, alguns
Gabinetes Erasmus de Faculdades/Institutos
da UL poderão estar encerrados neste mês.
Sugere-se que os estudantes Erasmus confirmem
previamente o período de funcionamento destes
Serviços.
7.Os estudantes estrangeiros realizam a
mobilidade Erasmus na UL.
No final da mobilidade Erasmus, a Faculdade/Instituto da UL emite um documento que comprove a
realização de unidades curriculares estabelecidas
no Learning Agreement.
Caso a emissão deste documento não coincida com
a data de regresso do estudante ao país de origem,
será enviado directamente para a Universidade
de origem.
8.Antes de regressar ao país de origem os
estudantes devem solicitar uma declaração de
estadia ao Gabinete Erasmus da Faculdade/
Instituto da UL onde realizaram a mobilidade;
9.Após a conclusão da mobilidade Erasmus, os
estudantes estrangeiros regressam ao país
de origem, tendo de entregar no Gabinete
Erasmus da Faculdade da Universidade de
origem o documento que comprova a realização de unidades curriculares estabelecidas
no Learning Agreement e a declaração de
estadia.
Bolsas
O apoio financeiro, concedido pela União Europeia,
é atribuído através da Universidade de origem e
visa apoiar as despesas relativas à viagem, alojamento e alimentação.
Apenas os candidatos seleccionados para a mobilidade Erasmus são potencialmente elegíveis à
atribuição de bolsa. Informações adicionais devem
ser solicitadas directamente à Universidade de
origem em que os estudantes estrangeiros estão
inscritos.
Reconhecimento académico
Todas as unidades curriculares que os estudantes
estrangeiros frequentam na UL devem ser integralmente reconhecidas pela Universidade de origem
desde que correspondam ao que foi previamente
definido e aprovado no Learning Agreement.
Qualquer alteração ao Learning Agreement
inicialmente aprovado deve ser comunicada e
aprovada pela Universidade de origem.
Caso os estudantes estrangeiros se inscrevam
em unidades extracurriculares, os créditos das
mesmas poderão não ser reconhecidos pela
Universidade de origem.
estágio profissional - Consórcio UL-ETN
Objectivos
Facultar a realização de um estágio em empresas, centros de formação e/ou de investigação
sedeados em um país Europeu que participe no
Programa Erasmus.
Pré-Requisito
A Universidade de origem dos estudantes estrangeiros deve possuir a Carta Universitária Erasmus.
Na UL a Mobilidade Erasmus para a realização de
um Estágio Profissional realiza-se no âmbito do
Consortium UL Erasmus Training Network (UL-ETN)
composto por mais de 20 empresas portuguesas e
cerca de oito instituições estrangeiras associadas.

Após a chegada a Portugal, os estudantes estrangeiros devem dirigir-se directamente ao Gabinete
Erasmus da Faculdade/Instituto da UL na qual vão
realizar a mobilidade para efectuar a sua inscrição
e ter acesso a informação associada à mobilidade
Erasmus (cartão de estudante, horários das aulas,
“kit” de boas-vindas, acesso às Bibliotecas e Refeitórios da UL).

Como funciona
O Consórcio UL-ETN permite:
•Integrar estudantes da UL em empresas*, ou
filiais, sediadas em países da União Europeia
para a realização de estágio curricular ou
extracurricular;
•Integrar estudantes de universidades europeias
que participam no programa Erasmus em empresas* portuguesas para a realização de estágio
curricular ou extracurricular.
* Qualquer empresa do sector público ou privado
que exerça uma actividade económica, independentemente da dimensão, do estatuto jurídico
ou do sector económico em que opere, incluindo
a economia social.
Os estudantes em mobilidade UL-ETN têm um
orientador de estágio na empresa onde realizam
o estágio e um tutor na universidade de origem. O
orientador e tutor são os pontos de contacto que
fazem a ligação entre a empresa e a universidade
no âmbito do estágio. Ambos devem promover a
integração, adaptação e bom desempenho dos
estudantes, concedendo-lhes a supervisão e apoio
científico pedagógico necessários.
No final do estágio os estudantes são avaliados.

A avaliação dos estágios curriculares é devidamente creditada no plano curricular do curso em
que os estudantes estão inscritos.

As Faculdades de Ciências, Farmácia, Medicina,
Medicina Dentária e Psicologia da UL podem
receber estudantes estrangeiros para a realização
de estágios curriculares nas respectivas áreas de
estudo. Os interessados devem contactar o Gabinete Erasmus da Faculdade da UL onde pretendem
realizar o estágio.
Dependendo da disponibilidade, outras unidades
orgânicas ou serviços da UL, poderão eventualmente também receber estagiários Erasmus.
4.1.4. Cursos intensivos de línguas
Erasmus
Os cursos intensivos de línguas Erasmus (“Erasmus
Intensive Language Courses - EILC”) são cursos de
preparação linguística sobre a língua e cultura do
país de acolhimento onde os estudantes Erasmus
vão realizar a sua mobilidade (estudos e estágios).
Estes cursos apenas são leccionados nos países
cuja respectiva língua oficial integra o grupo das
menos utilizadas e ensinadas na União Europeia.
A Universidade de Lisboa não lecciona cursos
EILC, mas disponibiliza cursos de Português para
os estudantes Erasmus através do Departamento
de Língua e Cultura Portuguesa da Faculdade de
Letras (informação disponível em 3.4).

4.2. Intercâmbios ao abrigo de
Protocolos
Os alunos que frequentam um curso de Licenciatura no estrangeiro e querem fazer um intercâmbio na Universidade de Lisboa (UL) ao abrigo de
um protocolo ou convénio devem:
1. Verificar se a respectiva Universidade de origem
tem um acordo de cooperação com a UL ou uma
das suas Faculdades/Institutos.
2.Já ter concluído o 1º ano do curso.
3.A candidatura deve ser enviada à UL pela Universidade de origem até, pelo menos, três meses
antes do início do semestre em que pretende
iniciar o intercâmbio.
3.1. O processo de candidatura deve incluir:
– c ópia do documento de identificação do
estudante;
– c arta de motivação;
– histórico escolar;
– carta de aprovação da Universidade de origem
à realização do intercâmbio;

Não existe um número de vagas atribuído por
Faculdade/Instituto aos alunos que a frequentam
ao abrigo de convénios, sendo cada caso analisado
individualmente pelos coordenadores de curso
de cada Faculdade/Instituto da UL. A decisão
sobre a aceitação de candidaturas dos alunos de
intercâmbio ao abrigo de protocolos é tomada
pela Faculdade/Instituto da UL.

4.3. Mobilidade em regime livre
Os estudantes estrangeiros inscritos em instituições de ensino superior que estejam interessados
em realizar um período de mobilidade na UL sem
o enquadramento de um programa específico
podem fazê-lo como alunos em regime livre,
devendo para isso contactar directamente o
Gabinete de Relações Internacionais da Faculdade/Instituto da UL na qual pretendem realizar

Salienta-se que esta modalidade de frequência
da UL não está isenta do pagamento de taxa de

4.4.1. Mestrado em Direito “European
Legal Practice”
No âmbito da Acção 1 do programa Erasmus Mundus existe na Universidade de Lisboa o curso de
Mestrado em Direito - “European Legal Practice”.
Esta formação é organizada por um consórcio
de Universidades composto pela Universidade
de Lisboa (Portugal), Universidade de Hannover
(Alemanha), Universidade de Rouen (França) e
Universidade de Le Havre (França).
A coordenação do consórcio é assegurada pela
Universidade de Hannover.
Destinatários
Licenciados em Direito provenientes de qualquer
país do mundo.
Pré-Requisitos
Excelente domínio de, pelo menos, duas das três
línguas das universidades parceiras (Alemão,
Francês, Português).
Bom conhecimento da língua inglesa.

As propinas são fixadas pelas universidades que
compõem o consórcio.
Na Faculdade de Direito da Universidade de
Lisboa o valor fixado é de 600€ por semestre,
não incluindo matrículas ou outros encargos
necessários.
Estrutura
O programa do curso é de natureza generalista e
não de especialização.
A estrutura curricular é determinada pelo
consórcio e realizado em, pelo menos, duas das
Universidades participantes.
Os estudantes frequentam disciplinas obrigatórias
e facultativas, em cada uma das Universidades.
1º e 2º Semestres: são realizados na Universidade
a que o estudante se candidatou (a “primeira”
Universidade);
3º Semestre: é realizado em outra universidade
do consórcio, noutro país;
4º Semestre: consiste na realização e discussão de
uma tese na “primeira” Universidade.

4.4.2. Projecto “A Move on Education”
A Universidade de Lisboa (UL) participa no Projecto
Erasmus Mundus “A Move on Education” (MoE),
um programa de mobilidade académica pósgraduada que funciona entre sete Universidades
Argentinas e seis Universidades Europeias. Esta
iniciativa, financiada pela União Europeia, inserese no âmbito da Acção 2 do programa Erasmus

5.1. Serviços de Acção Social
Os Serviços de Acção Social da Universidade de Lisboa (SASUL) têm por missão contribuir para a frequência bem sucedida de todos os estudantes da
Universidade de Lisboa, garantindo que nenhum
seja excluído da instituição por incapacidade
financeira. De entre as actividades desenvolvidas
por estes Serviços destacam-se:
•Facultar apoios de âmbito educativo, cultural
e desportivo;
•Atribuição e gestão de apoios económicos
(exemplos: bolsas de estudo, alojamento) a
estudantes carenciados e/ou que se encontrem
deslocados;
•Disponibilização de estruturas de apoio social
ao nível de alojamento, alimentação e serviços
de saúde;
•Promover a realização de actividades culturais e de ocupação de tempos livres para os
estudantes;
•Cooperar com o Ministério dos Negócios Estrangeiros no apoio aos estudantes oriundos dos
países de expressão portuguesa que frequentam
a Universidade de Lisboa, bem como prestar
apoio aos estudantes apátridas ou aos que
beneficiam do estatuto de refugiado político.
5.1.1. Bolsas
Os SASUL atribuem bolsas de estudo e/ou alojamento em residências universitárias a estudantes
que estão, ou venham a estar, matriculados em
qualquer uma das Faculdades/Institutos da Universidade de Lisboa e que:
•Sejam economicamente carenciados e/ou se
encontrem deslocados do seu agregado familiar
durante o ano lectivo;
•Sejam de nacionalidade portuguesa;
•Sejam dos estados membros da União Europeia
com direito de residência permanente em Portugal e seus familiares;
•Sejam nacionais de países terceiros:
– Titulares de autorização de residência permanente (Artº 80 da Lei 23/2007 de 4 de Julho).
– Beneficiários de estatuto de residente de
longa duração (Artº 125 da Lei 23/2007 de
4 de Julho);
•Sejam provenientes de estados com os quais
hajam sido celebrados acordos de cooperação
prevendo a aplicação de tais benefícios;

•Sejam provenientes de estados cuja Lei, em
igualdade de circunstância, conceda igual
tratamento aos estudantes Portugueses;
•Sejam apátridas ou beneficiem do estatuto de

(ver artº 4º-1.b do Despacho 12780-B/2011).
O valor da bolsa é calculado anualmente de
acordo com a legislação aplicável pelo Despacho
12780-B/2011, de 23 de Setembro (Regulamento

A Universidade de Lisboa não dispõe de um serviço
responsável pelo alojamento dos seus estudantes
estrangeiros. Estes estudantes devem procurar
autonomamente ofertas de alojamento junto
de outras entidades. Por vezes os Gabinetes de
Relações Internacionais da UL dispõem de alguns
contactos de ofertas de alojamento.
Aos estudantes estrangeiros que optem por arrendar um quarto ou apartamento após a chegada a
Lisboa, sugere-se que reservem antecipadamente
um quarto para as primeiras noites numa Pousada
da Juventude (http://microsites.juventude.gov.pt/
Portal/pt/default.htm).
Os SASUL têm 13 residências universitárias
com cerca de 364 quartos para estudantes da

Universidade de Lisboa. Existe a possibilidade de
reservar algumas vagas nestas residências para
alojar estudantes estrangeiros que frequentam a
Universidade de Lisboa ao abrigo de:
– LLP Erasmus
Para agilizar a possibilidade de obter alojamento
os estudantes Erasmus na UL devem solicitar a
vaga directamente ao Gabinete de Relações
Internacionais da Faculdade/Instituto da UL
onde irão estudar. O pedido deve ser feito logo
após a confirmação da aceitação do período de
mobilidade.
Caso seja atribuído alojamento, o estudante será
informado por correio electrónico.
– Bolsas atribuídas pelo Camões - Instituto da Cooperação e da Língua. O pedido de vaga tem de ser
solicitado directamente junto dessa instituição.
– Intercâmbios ao abrigo de protocolos.

•O número de vagas para estudantes estrangeiros
nas residências dos SASUL é limitado, não sendo
a sua atribuição garantida.
•Os estudantes provenientes de países não
integrados na União Europeia, que precisem de
declaração de alojamento para fins de obtenção
de visto, devem solicitá-la directamente à entidade em que vão ficar alojados.
•Os estudantes estrangeiros que foram notificados de que têm direito a uma vaga de
alojamento numa das residências dos SASUL
devem chegar a Lisboa num dia útil (2ª a 6ª
feira) e dirigir-se ao Gabinete de Apoio ao
Aluno dos SASUL até às 14h30 para receber a
chave do quarto. Este Gabinete localiza-se na

Caso a chegada a Lisboa seja num Sábado,

estudante emitido pela Faculdade/Instituto da UL
que frequentam.

5.1.4. Centro de Saúde Escolar
O Centro de Saúde Escolar da Universidade de
Lisboa (UL) desenvolve acções de prevenção,
diagnóstico, esclarecimento e formação na área da
Saúde junto dos estudantes da UL. Os estudantes
estrangeiros que frequentam a UL também têm
acesso a este Centro mediante a apresentação
do cartão de estudante emitido pela respectiva
Faculdade/Instituto da UL.

Internacionais
Os Gabinetes de Relações Internacionais existentes
nas Faculdades/Institutos da Universidade de Lisboa são a principal estrutura de apoio aos estudantes estrangeiros. O trabalho destes Serviços inclui
a promoção da internacionalização da instituição,
o relacionamento com outros serviços congéneres
de universidades estrangeiras, o esclarecimento
dos estudantes estrangeiros que frequentam a Universidade ao abrigo de programas de mobilidade
ou intercâmbio, entre outras actividades(contactos
disponíveis em 5.11.).
5.3. Serviços Académicos
Os Serviços Académicos são responsáveis por todas
as matérias de âmbito académico, podendo esclarecer os estudantes estrangeiros sobre assuntos
relacionados com acesso à Universidade de Lisboa,
reconhecimento académico, frequência de unidades curriculares em regime livre, transferência de
curso, entre outros assuntos (contactos disponíveis

5.4. Gabinetes de Apoio ao Aluno
A Universidade de Lisboa criou em cada Faculdade
uma unidade específica que procura proporcionar
o acolhimento e informação dos alunos. Neste
sentido, os gabinetes de apoio ao aluno dispõem
de atendimento personalizado, pretendendo:

5.6. Núcleo de Desporto, Cultura e
Bem-Estar
Através do Núcleo de Desporto, Cultura e BemEstar, a Universidade de Lisboa disponibiliza a toda
a comunidade académica um variado conjunto de
bens e serviços destinado a preencher os tempos
livres de uma forma activa e saudável. Para além
da prática de diversas modalidades desportivas,
promovem-se campeonatos universitários, torneios internos, actividades ao ar livre e vários tipos
de cursos de iniciação e aperfeiçoamento.
De entre as várias actividades promovidas por este
Núcleo, destacam-se a Academia ULness que integra uma Sala de Fitness para as aulas de Aeróbica,
Hip-Hop, Yoga, Danças Orientais, Capoeira, entre
outras; e uma Sala de Exercício com mais de 40
equipamentos diferentes que ajudam a desenvolver a capacidade aeróbica e muscular. A lista
de modalidades que se realizam fora do campus
da UL inclui canoagem, caminhadas, vela, surf,
bodyboard, patins em linha e mergulho.

A estrutura representativa dos estudantes da Universidade de Lisboa é composta pela Associação
Académica da Universidade de Lisboa que coordena o trabalho das Associações de Estudantes das
Faculdades/Institutos. O associativismo estudantil
da UL tem um papel activo na dinamização da vida
académica, na representação e intervenção crítica
dos estudantes da Universidade, assim como na
realização de acções e projectos de voluntariado,
workshops, teatro, cursos livres, tunas académicas,

Educativas Especiais
A Universidade de Lisboa (UL) acolhe estudantes
com necessidades educativas especiais (NEE),
apoiando e promovendo a sua plena integração
na vida académica. O apoio aos estudantes da UL
com NEE é concedido com o objectivo de estes atingirem o máximo de autonomia e sucesso escolar.
Os mecanismos subjacentes a NEE existentes na
instituição são accionados por serviços específicos
de cada Faculdade/Instituto, maioritariamente
pelos Gabinetes de Apoio ao Aluno.
Alguns tipos de apoios disponíveis para estudantes
com NEE:
•Acesso gratuito à Biblioteca Aberta do Ensino
Superior (BAES) a partir da utilização de postos
de trabalho – com equipamento e software
específicos adquiridos – disponíveis no Serviço
de Apoio ao Aluno da Faculdade de Letras, no
Gabinete de Apoio Psicopedagógico da Faculdade de Ciências e na Biblioteca da Reitoria. A
BAES reúne um acervo de mais de 3000 títulos
em Braille, áudio e texto integral. Para além
disso, permite produzir e partilhar informação.

7.2. Gastronomia
A gastronomia de Lisboa é muito influenciada pela
sua proximidade do mar. Assim as especialidades
tipicamente lisboetas são as pataniscas de bacalhau, peixinhos da horta, a sardinha assada no pão
(principalmente na festa dos Santos Populares,
que ocorre durante o mês de Junho). O famoso
Bife à Café também é considerado um "ex-líbris"

The purpose of the present Guide is to inform all foreign
students interested in studying at the University of
Lisbon and wanting to experience a unique learning
opportunity. Its contents are organized into seven
chapters providing relevant information on access to
the University of Lisbon, educational offer, mobility programs, exchanges under protocols and school calendar.
Useful data on the existing support structures, as well
as on the city of Lisbon, is also provided. Should you still
have some queries after reading this publication, please
check the international webpage of the University of

We would like to remind you that even after
reading the present Guide, the information disseminated by the Universities of origin of foreign

1.1. Introduction
The University of Lisbon (UL) is a public institution
of reference both in Portugal as well as internationally, whose priority areas include the central
role of research, restructuring and the transverse
nature of study plans, enhancing partnerships,
and acknowledging the value of the institution.
Its actual roots take us back to the remote origins
of the Portuguese University in the Middle Ages. In
1911, the University of Lisbon was refunded, having
broadened its education and research offer.

Practical information
2.1. Before travelling to Lisbon
2.1.1. Visa
Foreign students coming from countries outside
the EU can only start their studies at the University of Lisbon if they hold a valid study visa. This
document can be obtained at the Portuguese
Embassy or Consulate of the country of origin.
These students should request a Statement proving their acceptance of the study period from the
International Relations Office of the UL Institute/
Department where they are going to study. The
Statement shall then be forwarded to the University of origin.
Attention!
The study visa request must be made at least one month before the planned date of arrival in Lisbon.
The study visa has a validity period equal to that of the student's planned study period.
It is recommended that foreign students register (Arrival Declaration) at either of the contacts
shown below, no more than three days after their arrival in Portugal.

2.1.2. Health Insurance
Students coming from EU countries should obtain
the European Health Insurance Card in their country of origin. This Card provides access and health
care services at any public health department just
as for a Portuguese citizen.
Students coming from EU countries should take
out a private health insurance in the respective
country of origin. It is recommended that students
acquire previous knowledge of all the conditions
and coverage foreseen in Portugal.

The campus of the UL is very close to the Lisbon
airport, which has direct connections with every

2.3. Accommodation
The University of Lisbon does not include an accommodation service for foreign students. Thus, it is
vital that all students reserve their accommodation
before arriving in Portugal.
For foreign students intending to rent a bedroom/
apartment after their arrival in Lisbon, we suggest they book a room for the first few nights at
a Youth Hostel (Pousada da Juventude) prior to
their arrival.

Studying at the UL
3.1. The Portuguese higher education system
The Portuguese higher education system includes university education and polytechnic education.
University-level education is taught at public and private universities, as well as at cooperative universities
and at universities under concordat agreements. Polytechnic education is available at non-university
higher education institutions, either public, private or cooperatives. Regardless of the type of education
being taught, all these institutions are under the Ministry of Education and Science.
3.2. Access to the UL
3.2.1. Initial training - Graduate Degrees
and Integrated Master Courses
Foreign students may apply to 1st cycle courses at
the University of Lisbon, for which they must comply
with the exact same conditions as those required
for Portuguese students. In other words, they must:
1. Hold a Certificate confirming the approval in a secondar y education course or
legally equivalent foreign educ ation;
– Holders of foreign certificates should request
their equivalence to 12 th grade at a secondary
educational institution in Portugal with pedagogic autonomy.
2.Having completed the access exams required for
the course he/she is applying to, with final mark
equal to or greater than the minimum mark;
– For students holding a Certificate confirming
the approval in a non-Portuguese legally
equivalent secondary education course, the
admission exams may be replaced by final
exams on specific subjects of those courses,
provided certain conditions are met, pursuant
to the provisions under article 20-A of DecreeLaw no. 296-A/98, dated September 25th, and
according to its updated version by Decree-Law
no. 90/2008, dated May 30 th.
3.Having an application mark equal to or greater
than the minimum mark defined for the course
he/she intends to apply;
4.Meet the prerequisites, if required, for the
course they intend to apply for.

3.2.3. PhD in co-tutelle
Master's Degree
The following candidates can apply for Master's
Degree courses:
•Those holding a university degree or legal
equivalent;
•Those holding a foreign higher academic degree
awarded after having completed a 1st cycle of
studies organised according to the principles of
the Bologna process at a country that adhered
to such process;
•Those holding a foreign higher academic degree
which is acknowledged as fulfilling the goals of a
degree by the Scientific Board of the University
or Institute, or by the Scientific Committee of
the course, in the case of a transverse type of
education to the University of Lisbon.
•Those holding an academic, scientific or professional curriculum which is acknowledged as
certifying the ability to fulfil this cycle of studies
by the relevant scientific body of the higher education school where they intend to be accepted.
Foreign PhD students interested in obtaining their
PhD degree in co-tutelle at the University of Lisbon
should attend similar PHd programs recognised as
such by the University of Lisbon and by the partner
University, under the supervision of at least one
professor from each University.
The PhD degree in co-tutelle is awarded at the
University of Lisbon, in a field of knowledge or PhD
speciality under explicit prior agreement between
the participating higher education institutions and
the PhD student.

3.2.4. Changing Courses
Foreign students from higher education schools
abroad attending or enrolled in a higher education course according to the law of the country
in question, they can change to the University of
Lisbon should they wish to do so whether or not
they concluded their course.
It is suggested that they first consult the Regulation for Changing Courses and Re-entering the UL
available at www.ul.pt/regulamentos, , as well
as the notice on the number of vacancies and the
criteria defined for each school year, disseminated
every year on the web page of each organic unit.

3.2.5. Academic recognition
Recognition of foreign higher education qualifications is covered by Decree-Law no. 341/2007,
dated October 12th, and by Decree-Law no. 283/83,
dated June 21st.
The lists of countries/degrees that can benefit from
the regimen defined by Decree-Law no. 341/2007,
dated October 12 th, are stated under the resolutions from the Committee for the Recognition of
Foreign Degrees.
Decree-Law no. 283/83, dated June 21st, establishes an equivalence/recognition system based
on a scientific reassessment of the developed
work, aimed at achieving a foreign degree. This
decree-law applies whenever the foreign degree
is not listed in the degrees established by general
resolutions approved by the Committee for the
Recognition of Foreign Degrees, in compliance
with article 19 of Decree-Law no. 341/2007, dated
October 12 th.
The decision of whether or not to award the
equivalence/recognition pursuant to DecreeLaw no. 283/83, dated June 21st, is the exclusive
responsibility of the Portuguese Higher Education
institution where the interested foreigner wants
to obtain such recognition.
The request for equivalence to graduate degree
must be addressed to the Chairman of the Scientific Board of the Faculty/Institute of the UL offering
courses in the area in question or in a similar area.
The request for equivalence to Master's or PhD
degrees must be addressed to the Rector of the
University of Lisbon.
The equivalence/recognition can be requested by
the interested party or by a legal proxy appointed
for such purpose.

can be acquired at the National Mint Sales Points
or at www.incm.pt

3.3. Course structure at the University
of Lisbon
As a higher education institution at university level,
the University of Lisbon awards academic Graduate
degrees as well as Master's and PhD degrees. The
educational offer includes more than 50 courses
in the 1st cycle and more than 200 in post-graduate
studies. The main areas vary, and can be grouped
into five main areas: Arts and Humanities, Legal
and Economic Sciences, Health Sciences, Social
Sciences, and Sciences and Technology.

3.4. Portuguese Language Courses
All courses at the University of Lisbon (UL) are taught in Portuguese. Thus, it is recommended that
foreign students attend a Portuguese language
course in order to favour their understanding of
the Portuguese language, as well as their understanding of its respective practical component for
daily use.

Other Portuguese institutions also organize courses of Portuguese for foreigners wishing to learn
and/or deepen their knowledge of the Portuguese
language. As an example, we suggest students

3.5. Free Courses
Some of the Faculties/Institutes of the University
of Lisbon (UL) organize free courses as a means of
making their educational offer more flexible. These
courses have a short duration and aim at promoting the acquisition of knowledge in different
scientific and professional areas. Attending these
courses generally implies certain costs; however,
in general participants need not be enrolled at
the University of Lisbon. The available initiatives
at this level may be consulted at the websites of
the Faculties/Institutes of the UL (contacts under
item 5.11.).
3.6. Summer Courses
During the summer, the academic and cultural
life of the University of Lisbon gets filled with
training initiatives and workshops. The available
offer generally includes Photography, Language,
Illustration, Law, Physics, Jewellery courses, among
others. Although organized by the different Faculties/Institutes of the University of Lisbon, these
initiatives are open to the general public. Most
of these courses generally imply certain costs, so

a) Each Organic Unit, according to their own

may establish the beginning and the end of the
academic year within the period between the
mentioned months.

establish different dates for the end of the 1st
semester and for the beginning of the 2nd semester, provided they respect the guiding principles
of the school calendar approved by Resolution
no. 8/2008 by the Senate Scientific Committee.
Each Organic Unit may hold a 3 rd Semester
according to their discretion between May and
July. However, such can never, under any circumstances, mean an increased need for recruiting
faculty members.
The assessment dates and the respective special
assessment season (exams) are defined by each
Organic Unit.
3.8. Tuition Fees
At the University of Lisbon, the payment of tuition
fees by foreign students under co-operation
agreements depends on the contents of such
agreements and on the decision of the Director
of the Faculty/Institute of the University of Lisbon
that they attend.

specialized post-graduate courses not awarding
degrees, the respective Directors are authorized
to define the amount of the tuition fees.
(iv) In PhD program courses the respective
Directors are authorized to set the amount of
the tuition fees between 1,200€ and 2,750€
for the years after the Advanced Training Course
(1st year).
Foreign students attending the University of Lisbon
as part of the Erasmus Program are exempt from
the payment of tuition fees because they are paid
at the respective universities of origin.

4.1. Erasmus
What is it?
It is a sub-program of the Lifelong Learning Program whose main goals are:
•Contribute towards the development of quality learning throughout one's life and of the possibilities
it provides;
•Reinforce personal fulfilment, social cohesion and European citizenship;
•Promote creativity, competitiveness and employability;
•Increased participation in lifelong learning;
•Promote learning experiences and language diversity.
The Erasmus program entails several initiatives,
most of which are directed towards students,
namely:

Shall be submitted at the University of Origin where
foreign students are enrolled. Deadlines and conditions are established by the University of Origin.
What foreign students should do:
1. Check whether the University of Origin has a
valid bilateral agreement for the intended academic year - in the intended area of study - with
the Faculty/Institute of the UL where the student
intends to hold the Erasmus Mobility.
2.Check whether the UL has a similar course to
that which they attend in the country of origin.
3.Contact the Erasmus Office of the University
of Origin in order to know the administrative
procedures required for applying for Erasmus
Mobility.
4.Fill out all the documents required by the University of Origin.
The University of Origin establishes a contact with
the Faculty/Institute of the UL to inform which
students were selected for the Erasmus Mobility.
5.Contact the Faculty/Institute of the UL in order
to find out the application deadlines and procedures, and request the study plan in order to
prepare the Learning Agreement..
6.Immediately after the respective selection for
a mobility experience, students interested in
staying at one of the student homes of the
Social Services of the UL should send an e-mail
requesting a reservation at the Erasmus Office
of the Faculty/Institute of the UL.
Accommodation at a student home of the Social
Services of the UL for Erasmus students is provided
according to the number of vacancies defined
for each Faculty/Institute of the UL. For further
information available on 5.1.3
After their arrival in Portugal, foreign students
should directly address the Erasmus Office of the
Faculty/Institute of the UL where they are going to
hold the mobility experience in order to register
and access all the information associated with the
Erasmus mobility experience (student card, class
Traditionally, in Portugal the month of August is
the holiday period. For this reason some of the
Erasmus Offices of certain Faculties/Institutes of
the UL might be closed in this month. It is suggested that Erasmus students previously confirm the
operating schedule of these Services.
7.Foreign students engage in their Erasmus
mobility experience at the UL.
By the end of the Erasmus mobility experience,
the Faculty/Institute of the UL issues a document
proving that the curricular units established in the
Learning Agreement were completed.
In case this document is not issued by the date of
the student's return to the country of origin, it is
sent directly to the University of Origin.
8.Before returning to the country of origin, the
students should request their Erasmus Mobility
attendance declaration at the Erasmus Office of
the Faculty/Institute of the UL where they held
the mobility experience.
9.After concluding their Erasmus mobility experience, foreign students return to the country
of origin and have to deliver at the Erasmus
Office of the Faculty of the University of Origin
the document that proves their completion of
the curricular units established in the Learning
Agreement and the Erasmus Mobility attendance declaration.
Scholarships
Financial support offered by the European Union
is granted through the University of Origin and
aims at supporting expenses related to travelling,
accommodation and diet.
Only approved candidates for Erasmus mobility
experiences are potentially eligible for scholarships. Any further information should be requested
directly from the University of Origin where foreign
students are enrolled.
Academic recognition
All curricular units completed by foreign students at
the UL should be fully recognised by the University
of Origin, provided they correspond to what was
previously defined and approved in the Learning
Agreement..
Any changes to the Learning Agreement that
was initially approved must be communicated and
approved by the University of Origin.
In case foreign students enrol in extracurricular
units, the credits thereof might not be recognised
by the University of Origin.
4.1.3. Erasmus for attending a Professional Traineeship - Consortium UL-ETN
Goals
Offer the opportunity for a traineeship experience
at a private company, training centre and/or research centre based in a European country taking
part in the Erasmus Program.
Prerequisite
The University of Origin of the foreign student must
hold an Erasmus University Charter.
At the UL, Mobility for attending a Professional
Traineeship is held as part of the Consortium UL
Erasmus Training Network (UL-ETN) which includes
more than 20 Portuguese companies and about
eight associated foreign institutions.

How it works
The Consortium UL-ETN helps:
•To integrate UL students in EU-based companies*, or their branches, for curricular or extracurricular traineeship experiences.
•To integrate students from European Universities taking part in the Erasmus program in
Portuguese companies* for curricular or extracurricular traineeship experiences.
* Any company from the public or private sector
carrying out an economic activity, regardless of
its dimension, legal status or economic sector in
which it operates, including social economy.
Students under a UL-ETN mobility experience have
a supervisor at the company where they hold their
traineeship and a tutor at the University of Origin.
The supervisor and the tutor are the contact points
that make the connection between the company
and the University as part of the apprenticeship.
Both must promote the integration, adaptation
and good performance of students, providing
them with the necessary scientific and pedagogical supervision and support.
All students are assessed by the end of the traineeship period.
Assessment of curricular traineeship experiences
is duly credited in the curricular plan of the course
where students are enrolled.

4.1.4. Erasmus Intensive Language
Course
The Erasmus Intensive Language Courses - EILC are
language preparation courses on the language
and culture of the host country where Erasmus
students hold their mobility experience (studies
and apprenticeships). These courses are only taught in the countries where the respective official
language integrates the group of those less used
and taught in the European Union.
The University of Lisbon does not teach EILC
courses, but makes Portuguese language courses
available for Erasmus students through the Department of Portuguese Language and Culture at the
Faculty of Letters (information available on 3.4).

4.2. Exchanges under Protocols
Students attending a graduate degree course
abroad wanting to take part in an exchange at
the University of Lisbon (UL) under a protocol or
convention should:
1. Check whether the respective University of origin
has a cooperation agreement with the UL or one
of its Faculties/Institutes.
2.Have already completed the 1 st year of the
course.
3.The application should be sent by the University
of origin to the UL, by at least three months
before the beginning of the semester in which
the student intends to start the exchange.
3.1. The application process should include the
following:
– p hotocopy of the student's identification
document;
– motivation letter;
– school background;
– letter of approval by the University of origin for
holding the exchange;
– application form for the exchange available at
www.internacional.ul.pt.);
– list of the curricular units the student intends to
engage in, approved by the University of origin
and exact indication of the months / academic
year in which the student intends to hold the
exchange; contact of the service in charge of
the exchange at the University of origin.
– Fine-Arts students must also deliver a summary

There is no specific number of vacancies allocated
by Faculty/Institute to students wanting to attend
under conventions, so analyses are carried out on
an individual base, case by case by the course coordinators at each Faculty/Institute of the UL. The
decision on the acceptance of applications from
students in exchange programs under protocols
is taken by the Faculty/Institute of the UL.
Students whose University of origin has no cooperation agreements with the UL may contact the
Division of Foreign Relations of the Rectorate of the
UL ([email protected].) so that the possibility for
an exchange can be analysed.
4.3. Mobility under free regimen
Foreign students enrolled in higher education
institutions that are interested in engaging in a
mobility period at the University of Lisbon without
the framework of a specific program can do so
under the free regimen. For that purpose, they
should directly contact the External Relations
Office of the Faculty/Institute of the UL where
they intend to engage in the mobility experience
(contacts available under item 5.11.). This modality
is, however, not exempt from the payment of a
registration fee plus the appropriate tuition fees,
whose amounts are defined by each Faculty/
Institute of the UL.

4.4. Erasmus Mundus
What is it?
It is a cooperation and mobility program that
aims at reinforcing the quality of European higher
education and promoting the European Union as
a world-class centre of excellence in the field of
education. This program has three areas of action:
•Action 1 – Joint Master's and PhD programs organized by a consortium of European Universities;

•Action 2 – Erasmus Mundus partnerships, in
other words, exchange and mobility projects
between European Higher Education institutions
and third-party countries;
•Action 3 – Projects for the promotion of European higher education.

As part of Action 1 of the Erasmus Mundus program, the University of Lisbon has a Master's
course in Law - “European Legal Practice” This
course is organized by a consortium of the
University comprised by the University of Lisbon
(Portugal), the University of Hanover (Germany),
the University of Rouen (France) and the University
of Le Havre (France).
The coordination of the consortium is under the
responsibility of the University of Hanover.

Holders of degrees in law from any country in the

Excellent mastery of at least two of the three
languages of the partner Universities (German,
French, Portuguese).

Structure
The course program has a general nature, it is not
a specialization course.
The curricular framework is determined by the
consortium and is offered in at least two of the
participating Universities.
Students attend compulsory and optional subjects

4.4.2. “A Move on Education” Project
The University of Lisbon (UL) takes part in the
Erasmus Mundus “A Move on Education” (MoE)
Project, a post-graduate academic mobility program that takes place between seven Universities
from Argentina and six European Universities.
This initiative, funded by the EU, is part of Action
2 of the Erasmus Mundus program through which
exchange and mobility projects between European
higher education institutions and those from thirdparty countries can be carried out.

5.1. Social Services
5.1.1. Grants
The mission of the Social Services of the University of Lisbon (SASUL) is to contribute towards a
successful performance of all students studying
at the University of Lisbon, ensuring that no one
is excluded from the institution for lack of financial
means. Among the various activities carried out by
these Services, the following stand out:
•Provide educational, cultural and sports support;
•Attribute and manage economic suppor t
(examples: study grants, accommodation) to
needy students and/or students that are away
from home;
•Provide social support structures in terms of
accommodation, diet and health services;
•Promote cultural activities and leisure activities
for students;
•Cooperate with the Ministry of Foreign Affairs in
supporting students that come from Portuguesespeaking countries who are attending the
University of Lisbon, as well as provide support
to stateless students or those that benefit from
the status of political refugee.
The SASUL attributes study grants and/or accommodation (in university homes) to students
that are, or can become, enrolled in any of the
Faculties/Institutes of the University of Lisbon,
and which:
•Are in economic need and/or are away from their
families during the academic year.
•Are of Portuguese nationality;
•Belong to the member states of the European
Union with the right to permanent residency in
Portugal and their family members;
•Are nationals from third-party countries:
– Holders of permanent residency permit (Art.
80 of Law 23/2007, dated July 4th);
– Beneficiaries of the status of long-term resident (Art. 125 of Law 23/2007, dated July 4th);
•Come from other countries with which cooperation agreements have been signed and which
consider the possibility for such benefits.
•Come from coutries whose Law equally grants

The University of Lisbon does not include an
accommodation service for its foreign students.
Foreign students should autonomously look into
the different accommodation offers made by
others entities. Occasionally the Office of International Relations of the UL has some contacts
for accommodation offers.
For foreign students intending to rent a bedroom/
apartment after their arrival in Lisbon, we suggest
they book a room for the first few nights at a Youth

The SASUL has 13 university homes with about 364
bedrooms for students of the University of Lisbon.
There is the possibility of booking some rooms at

should request a bedroom directly from the

student shall be informed by E-mail.

Useful information
•The number of vacancies for foreign students at
the university homes belonging to SASUL is quite
limited, so their allocation is not guaranteed.
•Students coming from non-EU countries requiring a declaration confirming their accommodation for the purpose of obtaining their visa
should request it directly from the entity where
they are going to be accommodated.
•Foreign students that were notified that they
have the right to accommodation in one of the
university homes belonging to SASUL should
arrive in Lisbon on a working day (Monday to

5.1.4. The School Health Centre
The School Health Centre of the University of
Lisbon (UL) carries out prevention, diagnosis,
clarification and training initiatives in the field of
health for students at the UL. Foreign students
attending the University of Lisbon also have access
to this Centre by showing their respective student
card issued by the Faculty/Institute of the UL where
they are studying.
Available services*: Nursing, General Medicine,
Gynaecology, Psychology and Psychiatry.
*For complementary diagnosis exams, foreign
students studying at the UL must show their
card related to the social security system of the
country of origin (for example: the European
Health Insurance Card). Foreign students from
non-European countries should go to the Health
Centre of their area of residence in Portugal, or to

The External Relations Offices at the Faculties/
Institutes of the University of Lisbon are the main
support structures for foreign students. The work
developed by these Services includes: promoting
the internationalization of the institution, the
relationships with others similar services in foreign
Universities, the clarifications required by foreign
students studying at the University under mobility
or exchange programs, among many other activities (contacts available under item 5.11.).
5.3. Academic Services
The Academic Services are responsible for all academic matters, so they can clarify foreign students
on matters related to access to the University of
Lisbon; on matters pertaining to academic recognition, attendance of curricular units under free
regimen, transfer of courses, among several other
matters (contacts available under item 5.11.).
5.4. Student Support Offices
The University of Lisbon established in each Faculty
a specific unit that is dedicated to attending and
providing information to students. Thus, the student support offices offer a personalized service,
namely in terms of: fostering students' participation in the academic life; providing psychopedagogical support to students, as necessary; help

sharing existing resources, the SIBUL manages

5.6. Sports, Culture and Well-being
Department
Through the Sports, Culture and Well-being
Department, the University of Lisbon makes
available to the whole academic community a
set of goods and services aimed at engaging students leisure times in an active and healthy way.
Besides the possibility for engaging in different
sports, this Department also promotes university
tournaments, intramural competitions, outdoor
activities and various types of beginners and
upgrading sports courses.
The different activities promoted by this Department most notably include the ULness Academy,
which includes a Fitness Hall for the following
classes: Aerobics, Hip-Hop, Yoga, Oriental Dance,
Capoeira, among others; plus a Fitness Hall with
more than 40 different pieces of equipment to help
develop aerobic and muscular capabilities. The list
of sports held outside the campus of UL includes
canoeing, walks, sailing, surfing, body boarding,
in-line roller skating and scuba diving.

Academic Association, which coordinates the

5.9. Students With special Educational
Needs
The University of Lisbon (UL) hosts students with
special educational needs (SEN), supporting and
promoting their full integration in the academic
life. Support to students of the UL with special educational needs (SEN) is provided with the purpose
of these students acquiring the highest degree of
autonomy and academic success. The existing SEN
mechanisms at this institution are triggered by
specific services at each Faculty/Institute, mostly
by the Student Support Offices.
Following are some examples of some types of
support services available for students with SEN:
•Free access to the Open Library of Higher Education (BAES) based on the use of work stations
- with specific equipment and software - available at the Student Support Service at the Faculty
of Letters, at the Psychopedagogical Support
Office of the Faculty of Sciences, and at the
Library of the Rectorate. The BAES includes a
collection of more than 3000 titles in Braille,
audio and full text. Moreover, it also helps to
generate and share information.

7.2. Cuisine
Lisbon's cuisine is quite influenced by its closeness
to the sea. Thus, the main specialities of Lisbon
are fried cod cakes (pataniscas), breaded green

Monastery of Jerónimos, the Square of Terreiro do
Paço and Downtown Lisbon (Baixa).
The Park of Nations, located in a just about 5
minutes away from Lisbon International Airport,
it is possible to visit the site of EXPO'98, the last
world exhibition in the 20 th Century, namely a few
bold examples of contemporary architecture such
as the Oceanarium and the Atlantic Pavilion. In this
area of the city, on a 5 km strip along the bank
of the Tagus River, visitors can also enjoy several
theme gardens, exhibition centres, theatre, areas
for conventions, as well as many shops, restaurants
and bars.
