DELEGATE´S MESSAGE | Germany has well established economic
relationships with the UAE, Oman and Qatar. In 2005, the volume of German exports to the UAE reached EUR 4.31 billion and
the overall trading activities of German companies in the UAE
increased by 21% year-on-year. Due to its flourishing market
and its innovative and dynamic economic leadership, the UAE
has established itself as Germany’s most valuable and attractive
trading partner in the Middle East.
While high export numbers continue to boost the German
economy, the countries receiving these products are seeking
to increase investment and transfer of know-how by German
companies to their own economies. One important aspect for
attracting investment is the availability of skilled labour.
Germany is known for its strong vocational training system in
which young people are simultaneously introduced to practical
work and theoretical schooling. Within the framework of their
training, students gain the knowledge necessary in order to meet
the challenge of working life.
The German Technical Cooperation (GTZ) is involved in introducing the concept of vocational training to the region by engaging in a number of projects such as the SSIT in Qatar and
the Summer Challenge in Abu Dhabi. Also, the German Federal
Institute for Vocational Training (BIBB) and its subsidiary iMove
have been very active in this region by initiating joint projects
with local institutions in the field of vocational training and
education.
At the same time, the integration of national workforces is starting to be an issue in the UAE, Oman and Qatar. There is a strong
demand from international companies for qualified personnel.
At this point, the German system can successfully meet these
requirements and can guarantee employability by training and
qualifying local men and women.
The vocational training system in Germany has proven to be successful on the ground and can be tailored according to the needs
of the local markets. In many countries around the world, the
German Chamber network has already successfully implemented vocational training systems in cooperation with the private
sector and locally established German companies. The time has
come to take this step in our region as well.

Neue Wochenendregelung für
öffentlichen Sektor
DIE AB DEM 1. SEPTEMBER 2006 IN DEN VAE | geltende
Änderung des Wochenendes von Donnerstag-Freitag auf FreitagSamstag ist laut dem Ministerium für Arbeit nur für öffentliche
Institutionen verpflichtend. Dies erläuterte der Staatssekretär des
Ministeriums, Dr. Khalid Al Khazraji. Dem Privatsektor steht die
Entscheidung über die Umsetzung der Änderung offen. Al Khazraji
betonte jedoch, dass er Unternehmen ermuntere, das zweitägige

KURZ NOTIERT | Gerhard Schröder als Redner beim Abu Dhabi World
Leadership Summit
Der ehemalige Bundeskanzler, Gerhard Schröder, wurde als Redner beim 2.
Abu Dhabi World Leadership Summit angekündigt. Die Veranstaltung findet
am 21. November 2006 im Emirates Palace unter der Schirmherrschaft von
Sheikh Mohammed bin Zayed Al Nahyan, Kronprinz von Abu Dhabi, statt.
Die Liste der Redner enthält neben Schröder auch George Bush Sr., Khaldoon Al Mubarak, Lee Kuan Yew und Sheikha Lubna Al Qasimi.

Verlängerung des DBA
für zwei Jahre
NACH ART. 30 DES ABKOMMENS VOM 9. APRIL 1995 | zwischen der Bundesrepublik Deutschland und den Vereinigten Arabischen Emiraten (VAE) zur Vermeidung der Doppelbesteuerung auf
dem Gebiet der Steuern vom Einkommen und vom Vermögen und
zur Belebung der wirtschaftlichen Beziehungen (BGBl. 1996 II S.
518) wird das Abkommen zehn Jahre nach seinem Inkrafttreten am
10. August 2006 auslaufen.
In einer Verhandlungsrunde mit den VAE im Juni 2006 wurde nunmehr vereinbart, das Abkommen um zwei Jahre bis zum 9. August
2008 zu verlängern.
Der Delegation der VAE wurde unmissverständlich verdeutlicht,
dass das DBA über die zwei Jahre in der vorliegenden Form nicht
verlängert werden wird.
Es ist beabsichtigt, zügig mit Neuverhandlungen zu einem neuen
Doppelbesteuerungsabkommen zu beginnen.

Segmentierung als Grund für Arbeitslosigkeit in
den Golfstaaten
NACH EINER STUDIE | der National Human Resources Development and Employment Authority (Tanmia) ist der Hauptgrund für
die Arbeitslosigkeit in den Golfstaaten die Segmentierung des Arbeitsmarktes. In den Vereinigten Arabischen Emiraten (VAE) soll die
Emiratisierung verschiedener Berufszweige diese Segmentierung
aufbrechen.
Die Studie hebt die Konzentration von ‘Nationals’ im öffentlichen
Sektor sowie die hohe Menge ausländischer Arbeitskräfte in Niedriglohnjobs im privaten Sektor hervor. Laut Ayesh Al Barghouthi,
Direktor des Arbeits- und Qualifikationsentwicklung Centers von
Tanmia, bekräftigt die Studie die Relevanz der Emiratisierungspolitik, welche von den Behörden der VAE verfolgt wird.
Die Untersuchung regt Methoden an, um die Segmentierung des
Arbeitsmarktes zu reduzieren; u.a. die Verringerung von Restriktionen der Mobilität von ausländischen und nationalen Arbeitskräften,
die Steigerung der Produktivität von nationalen Arbeitskräften und
die Vertiefung der Beziehungen zwischen dem Bildungssystem und
dem Arbeitsmarkt. Wir versuchen eine grosse Bandbreite von Jobs
für einheimische Arbeitskräfte zu schaffen, indem wir gezielt die
Weiterbildung fördern.“ Al Barghouthi fügte ausserdem hinzu, die
Massnahmen von Tanmia hätten Firmen ermutigt, sich mehr den
Bedürfnissen einheimischer Arbeitskräfte anzupassen.
Die Studie belegt weiterhin, wie bisherige Versuche die Arbeitslosigkeit zu reduzieren lediglich zu einer Emiratisierung auf dem
Papier führten. Ein weiteres Ergebnis ist die Erkenntnis, dass die
Arbeitslosigkeit in Geringverdienerhaushalten fünf mal höher ist als
unter Normalverdienern, was laut Tanmia die Annahme widerlegt,
dass die Arbeitslosigkeit unter der einheimischen Bevölkerung auf
einer freiwilligen Basis beruht.
Eine finale Empfehlung der Studie ist die weitergehende Untersuchung der Gründe für Arbeitslosigkeit in den Golfstaaten, um diese
in Zukunft wirksam zu reduzieren.

Die Ausbildungssituation in den Vereinigten Arabischen Emiraten
(VAE) ist im Umbruch. Um die ehrgeizigen Ziele zu erreichen bedarf
es eines grossen Aufwandes, viel Einsatz, Dynamik und Akzeptanz,
um aus dem Nichts ein modernes und umfassendes Bildungssystem
aus dem Boden zu stampfen und die traditionsbewusste Gesellschaft
zusätzlich in ein fortschrittliches Bildungsbürgertum zu konvertieren. Auch die Vermittlung des Bewusstseins, gute Ausbildung nicht
wie gewohnt im Ausland zu konsumieren und für einen berufsvorbereitenden Unterricht, ob in Theorie oder Praxis, nicht dauerhaft die
Heimat verlassen zu müssen, ist nur langfristig zu erreichen. Emiratische Bewerber sind es noch nicht gewöhnt, einem offenen internationalen Arbeitsmarkt ausgeliefert zu sein und mit gut geschulter
Konkurrenz um jede attraktive Stelle konfrontiert zu werden.
Die zuständigen Behörden der VAE möchten an diesem Zustand arbeiten und das Erziehungssystem ihres Landes zu einem zukunftsweisenden Bildungswesen ausarbeiten. Höchste Priorität ihrer innenpolitischen Zielsetzungen und langfristig angelegten Aktivitäten
hat die Diversifizierung der Wirtschaft. Der Staat investiert dafür
grosse Summen in Erziehungsinstitute und Bildungsförderung.
Die „Agenda for Action“ wurde im vergangenen Jahr vom Bildungsministerium der VAE ausgerufen. In ihr werden alle Defizite
der momentanen Situation mit Lösungsansätzen aufgeführt. Auch
grundsätzlich notwendige Maßnahmen und Förderungen werden in
der Agenda aufgegriffen. Höchste Dringlichkeit liegt in der Findung
neuer Finanzierungswege für ein breit gefächertes, fundiertes und
vor allem global wettbewerbsfähiges Studienangebot. Einnahmen
durch Fonds und Sponsoring müssen auf internationaler Ebene
erfolgen und planbar sein. Die somit bereitgestellten Unterrichtsformate müssen mit weltweiten Methoden, Innovationen und
Anforderungen abgestimmt sein. Ausserdem ist eine gesellschaftsund staatsbezogene Anlehnung von theoretischen Inhalten an die
in- und extern gehandhabte Praxis unverzichtbar. Jede Bildungseinheit oder -institution erhält hierfür eine eindeutige Zuweisung
ihrer innerstaatlichen Mission und Rolle im gesellschaftlichen Gesamtgefüge. Die nationale Datenerfassung, -weitervermittlung und
-auswertung muss insbesondere im Bildungsbereich zur Schaffung
einer Transparenz und weiterführenden Planungszecken ausgebaut
und stabilisiert werden.
Allerdings muss daneben auch die Vorbereitung für das Studium
in der sekundären Bildungsstufe massiv verbessert werden. Englischkenntnisse sind beispielsweise oft nicht ausreichend, um an
einem englischen Ausbildungsprogramm problemfrei und somit
konkurrenzfähig teilnehmen zu können. Daneben ist der Aufbau eines institutionellen Forschungswesens von grosser Bedeutung, um
neben Forschungsergebnissen und wissenschaftlicher Förderung
auch auf internationaler Universitätsebene einen erfolgreichen und
wertvollen Ruf zu geniessen.
Neben dem theoretischen Bereich soll auch ein praxisbezogener
Ausbildungszweig eingerichtet werden. Vielfach erfüllen die emiratischen Arbeitskräfte oder Anwärter auf qualifizierte Stellen nicht
die entsprechenden Ansprüche. Die Emiratisierung des Arbeitsmarktes befindet sich jedoch erst in ihren Anfängen. Für Unternehmen
entsteht durch ihre zum Teil
nicht ausreichende Qualifikation für die freizugebenden und
gut zu bezahlenden Stellen ein
erhebliches Problem. Hier muss
angesetzt werden, um in Kooperation mit dem privaten Sektor die Lücke zwischen Angebot
und Nachfrage in den VAE
endlich schliessen zu können.
Interessant ist die Integration
eines deutschen Ausbildungswesens in das Bildungssystem.
Zahlreiche deutsche Unternehmen sind bereit, sich an dieser
Stelle zu engagieren und Ausbildungsplätze zur Verfügung
zu stellen.

Bildung in den VAE – Geschichte

Das Bildungswesen in den Vereinigten Arabischen Emiraten (VAE)
ist jung. Das moderne Schul- und Unterrichtssystem befindet sich
in einem fortgeschrittenen Stadium des Aufbaus. Innerhalb kürzester Zeit haben die Bevollmächtigten ein Bildungswesen kreiert, dass
den Vergleichen mit etablierten Einrichtungen und Traditionshäusern standhalten möchte und kann.
Noch vor 40 Jahren, vor der Entdeckung des Öls, hatten wenige Einwohner die Möglichkeit, vor Ort eine ausgereifte und diversifizierte
Erziehung zu geniessen. 1962 gab es im ganzen Gebiet der VAE 20
Schulen für weniger als 4.000 Studenten, überwiegend männlichen
Geschlechts. Als das Öl plötzlich enorme finanzielle Mittel in das
traditionelle und einfache Land pumpte, erkannte Shaikh Zayed
bin Sultan Al Nahyan zukünftigen Chancen, die sich hierdurch
erschlossen: Die Verbesserung der bildungsrelevanten Infrastruktur
sowie die Entwicklung von akademisch und technisch qualifizierten
Bürgern, die das Land auch nach dem Ölsegen wirtschaftlich und
politisch im globalen Gefüge wettbewerbsfähig weiterführen sollen, müssen Hauptziel der Investitionspolitik sein.
Mitte der 70er Jahre wurde also ein neues Bildungssystem eingeführt und mit den ersten grundlegenden Charakteristika und Rahmenbedingungen ausgestattet. Festgelegt wurde zudem die freie
Zugänglichkeit von Bildung für jeden Bürger des Landes, unabhängig von Alter und Geschlecht. Frauen haben die gleichen Chancen
wie Männer, den gleichen Zugriff auf die wissenschaftlichen und
akademischen Ressourcen. Dieser revolutionäre Beschluss hat die
gesellschaftliche Struktur des Landes verändert und sich bereits
tief im Bewusstsein des Volkes etabliert. In den folgenden Jahren
nahm das Bildungswesen in den Emiraten rasch schärfere Konturen
an. Ministerien, Abteilungen und Organisationen zur Förderung
der verschiedenen Bildungsstufen und -einrichtungen wie auch
sektoralen Problemstellungen, beispielsweise der Bekämpfung von
Analphabetismus, wurden ins Leben gerufen.
Von grosser Bedeutung war die Gründung der ersten staatlichen
Universität der VAE, der United Arab Emirates University (UAEU) in
Al Ain im November 1977. Ziel und Vision waren es, eine Einrichtung zu schaffen, die sich in einem arabisch-islamischen Rahmen
auf die Erziehung von Geist und Verstand, Kultur und Wissenschaft
fokussiert. Die UAEU hat sich als regionaler Pionier in den Bereichen
Bildung und Forschung fest etabliert. Die Zahl der Studenten ist
von 502 im Gründungsjahr auf stolze 15.500 im Semester 2004/05
gestiegen. Im Jahr 1988 wurde eine College-Kette aus ehemals vier
Filialen in Abu Dhabi und Al Ain zusammengeführt. Das Higher
Colleges of Technology (HCT) ist ebenfalls zu einer festen Grösse
im Bildungssystem erwachsen. UNESCO prämierte die HCT 1994
für ihre aussergewöhnlichen bildungserzieherischen Erfolge. Die
letzte der nunmehr drei staatlichen Universitäten in den VAE ist die
Zayed Universität mit Campi in Abu Dhabi und Dubai. Eröffnet im
Jahre 1998 ist sie ausschliesslich für einheimische Frauen zugänglich. Nach der momentanen Erweiterung durch einen ein weiteres
Hochschulgelände in Dubai werden jährlich 5.000 Studentinnen
erwartet, die aus einem breit gefächerten Bildungsangebot wählen
können.
Ferner bilden diverse Bildungseinrichtungen mit praktischem Bezug
in verschiedenen Berufszweigen Fortbildungskurse an. In ihre Reihe
gliedern sich das Emirates Institute for Banking and Finance, das
Abu Dhabi Petroleum Institute, die Dubai School of Government
wie auch das Emirates Aviation College for Aerospace and Academic Studies. Im Centre of Excellence for Applied Research and
Training (CERT) wird internationale Elite ausgebildet. Um Erziehung
und bildungstechnische Integration von einheimischen Behinderten wird sich im Zayed Agricultural Centre for the Disabled und
in Sharjah City for Humanitarian Services gekuemmert. Auch die
Zayed Military Academy in Al Ain ermöglicht ihren Mitgliedern eine
fundierte staatlich geförderte Ausbildung. Hierzu trägt in starkem
Masse die vermehrt bereitgestellte Infrastruktur bei. Jedes Dorf in
den Emiraten hat nun mindestens eine Grundschule, darüber hinaus
jeder Schüler kostenlose Übernachtungs- und Transportmöglichkeiten in die Städte mit Sekundär-Einrichtungen und angeschlossenen
Schlafsälen. Studienplätze werden in den VAE wie auch in Deutschland über eine zentrale Studienplatzvergabestelle, dem National
Admission and Placement Office (NAPO), des Bildungsministeriums
zugewiesen. Aufnahmebedingungen können dort oder an den einzelnen Hochschulen erfragt werden.
Neben den staatlichen Einrichtungen gibt es auch einen starken
privaten Sektor mit Bildungsinstituten, die rund 40% des Bildungswesens der VAE ausmachen. Hierunter findet man auch Schulen
und Universitäten, die für die zahlreichen Expatriates sowohl
Unterricht in Fremdsprachen als auch Curriculi der betreffenden
Länder anbieten.

Im Zuge der Eröffnung des deutschen Informationszentrums in Abu
Dhabi hat der Deutsche Akademische Austausch Dienst (DAAD)
Stipendien an 12 hervorragende weibliche und männliche Studenten der UAE University (UAEU), der Zayed University (ZU) und
dem Higher Colleges of Technology (HCT), vergeben. Die Stipendien
ermöglichten den Studenten die Teilnahme an einem vierwöchigen
Sommerkurs in einer der beiden angebotenen Fachrichtungen, Informationstechnologie und Politikwissenschaften, teilzunehmen.
Beide Kurse wurden von der Freien Universität Berlin (FU) organisiert. Der DAAD ist die grösste weltweit agierende Organisation im
Bereich des internationalen studentischen Austausches. Seit 1950
hat es der DAAD 610.000 internationalen Studenten ermöglicht,
in Deutschland zu studieren. Ausserdem hat eine ähnliche Anzahl
deutscher Studenten die Möglichkeit erhalten, im Ausland akademische Erfahrungen zu sammeln.
Das Informationszentrum des DAAD in Abu Dhabi dient als zentrale
Anlaufstelle für alle Angelegenheiten, die eine Kooperation zwischen Deutschland und den Vereinigten Arabischen Emiraten (VAE)

Rede zum Europäischen
Kinderfest
SHEIKHA LUBNA AL QASIMI | Wirtschaftsministerin der Vereinigten Arabischen Emirate (VAE), war Ehrengast der International Child
Art Foundation (www.icaf.org) und hielt am 31. Mai 2006 eine Rede
zum ersten „European Festival of Children’s Art & Creativity“ im
Olympia Park in München.
Die ICAF-Ausstellung fand im Olympia Park in München statt
für den Kurs „Globale Politik: Herausforderungen, Möglichkeiten,
Risiken und Konzepte“ ausgewählt wurden. Die Kurse fanden vom
22. Juli bis zum 19. August 2006 an der FU statt. Im Rahmen eines
speziellen Vorbereitungskurses, der gemeinsam mit dem Goethe
Institut angeboten wurde, erhielten die 12 ausgewählten Studenten einen Überblick über die deutsche Sprache, Landeskunde und
kulturelle Aspekte.

Junge Künstler aus 34 Ländern, einschliesslich der VAE, haben gemeinschaftlich eine 100 Meter lange Flagge gestaltet, die während
der Zeremonie vom Turm des Olympiastadions wehte. Sheikha Lubna beglückwünschte die Kinder zu diesem wunderschönen Gemälde,
dass deren Kreativität und Vorstellungskraft und ihr Bestreben nach
Frieden symbolisiert. Sie sagte: „Ich weiss, dass ihr beim Gestalten
des Gemäldes eure gegenseitigen Gefühle kennen gelernt habt und
Freundschaften entstanden sind, die ein Leben lang halten. Das
Vertrauen, dass zwischen euch entstanden ist, ist die Basis auf der
man eine friedliche und bessere Welt für alle aufbauen kann.“ Die
Ministerin begrüsste die Kinder, ihre Lehrer und Eltern. Die jungen
Künstler von den Kinder- und Mädchenzentren von Sharjah waren
sehr gespannt, ihr zu begegnen und mit ihr zu plaudern.
Sheikha Lubna besuchte ausserdem die ICAF-Kunstausstellung
der Kinder. Sie war tief beeindruckt von den Kunstwerken, die von
Kindern gemalt wurden, die zeitlebens blind sind. „Das ist eine Erfahrung für mich, die mir die Augen öffnet“, bemerkte sie.

Nive ist eine der Initiativen des Dubai Education Councils (DEC). Im
akademischen Jahr 2006/07 werden rund 200 Studenten erwartet.
Nach erfolgreichem Abschluss des Programms werden den Studenten Arbeitsstellen in der Transportgesellschaft angeboten.

Challenge 2006
SCHON DAS DRITTE JAHR IN FOLGE | hatten Schülerinnen und
Schüler in der Hauptstadt der Vereinigten Arabischen Emirate
(VAE) die Möglichkeit, sich aktiv am Abu Dhabi Summer Challenge
zu beteiligen. Mit dieser jährlichen Sommerveranstaltung möchte
man Jungen und Mädchen im Alter von 12 bis 17 Jahren an das
Thema der beruflichen Ausbildung heranführen. Der Zweck ist es,
die jungen Teilnehmer mit verschiedenen Tätigkeitsfeldern vertraut
zu machen und ihnen so bei der persönlichen Planung ihrer beruflichen Zukunft behilflich zu sein. Das Programm fand in diesem Jahr
in zwei Sekundarschulen in Abu Dhabi in der Zeit vom 17. Juni bis
zum 26. Juli 2006 statt.
Experimentieren im Labor
Die Abu Dhabi Educational Zone (ADEZ), verantwortlich für das
pädagogische und wissenschaftliche Netzwerk in Abu Dhabi, war
federführend bei der Initiierung des Programms. Die Gesellschaft für
Technische Zusammenarbeit (GTZ) wurde zum dritten Jahr in Folge
ausgewählt, die Veranstaltung zu planen und zu begleiten. Diese
Aufgabe umfasste das Leiten und Überwachen der Kurse, das Entwickeln von Trainingsunterlagen und das Bereitstellen spezieller Ausstattung und Materialien. Somit haben die Teilnehmer technische
Fertigkeiten nach dem Standard deutscher Lehrausbildung erhalten.
Für jeden der fünftägigen Kurse mit einer jeweiligen Kapazität von
bis zu 20 Personen mussten sich die Schüler im Vorfeld anmelden.
Da die Summer Challenge in diesem Jahr länger als einen Monat
lief, hatten die Jugendlichen die Chance an bis zu fünf Kursen teil-

zunehmen. Während für die Jungen 24 verschiedene Themen angeboten wurden, gab es für Mädchen eine etwas geringere Anzahl
an Alternativen.
Im Mittelpunkt der Abu Dhabi Summer Challenge stand für beide
Geschlechter die technische Komponente. Ziel des Projekts war die
Förderung des Interesses an technischer Tätigkeit, die Entwicklung
von Fähigkeiten zur Bewältigung des Alltages sowie die Schaffung
einer besseren Plattform für spätere berufliche Entscheidungen. Die
Arbeit der Teilnehmer fand unter sehr realistischen Bedingungen
statt. Zum Abschluss der Kurse wurde jedem Teilnehmer ein Zeugnis
Arbeiten mit Holz
ausgehändigt. Ausserdem konnten die meisten Schüler ein selbst
gemachtes Andenken an die Abu Dhabi Summer Challenge 2006
mit nach Hause nehmen.
Die GTZ wurde 1975 gegründet und ist ein privatwirtschaftlich organisiertes Unternehmen im Eigentum des Bundes. Es ist ein weltweit tätiges Unternehmen der internationalen Zusammenarbeit für
nachhaltige Entwicklung.

BEWOHNER MODERNER GROSSSTÄDTE | setzen einen professionellen Rettungsdienst voraus. Besonders in einer futuristischen
Stadt wie Abu Dhabi werden nicht viele Gedanken an die medizinische Notfallversorgung verschwendet. Aus diesem Grund nimmt
man einen funktionierenden Rettungsdienst nach internationalem
Standard an. Wer aber genauer hinter die Kulissen des emiratischen
Rettungsdienstes schaut, wird feststellen, dass das Rettungsdienstsystem nicht im gleichen Tempo wie die Stadt gewachsen ist.
In Abu Dhabi stehen für 700.000 Einwohner zwischen zwei und
vier Rettungswagen und ein bis zwei First Responder Fahrzeuge zur
Verfügung. Vergleicht man dies mit einer deutschen Grossstadt,
werden bei gleicher Grösse und gleichen Gegebenheiten 25 Rettungswagen und sieben Notärzte vorgehalten. Darüber hinaus stehen in Deutschland weitere Kapazitäten zur Bewältigung grösserer
Schadenslagen zur Verfügung. Auch die präklinische Versorgung von
Notfallpatienten entspricht nicht dem internationalen Standard. Es
wird in den Emiraten nach dem Motto Load-and-Go gehandelt.
Die Patienten werden ohne Stabilisierung in den Rettungswagen
geladen und in die jeweiligen Krankenhäuser transportiert. Diese
Defizite wurden von der Führung der Abu Dhabi Polizei erkannt.
Um die Notfallversorgung internationalen Standards anzupassen
und damit zu verbessern, entschied sich die Polizei Abu Dhabi zu
einem neuartigen Ausbildungskonzept. Mit dem in Karlsruhe ansässigen Unternehmen „incentive MED“ fand man einen kompetenten
Studenten bei der Durchführung von praktischen Einsatzübungen
Partner, der über langjährige Erfahrung beim Auf- und Ausbau von
Rettungsdienstsystemen im In- und Ausland verfügt. Es wurde beschlossen, ein Paramedic-gestütztes ALS System in Abu Dhabi zu
installieren. Dabei werden Notfallpatienten ausschliesslich von Paramedics versorgt. Dieses System hat sich unter anderem in vielen
angloamerikanischen Ländern bewährt. Paramedics verfügen über
ein umfangreiches medizinisches Fachwissen und eine qualitativ
hochwertige, notfallmedizinische Ausbildung. Sie übernehmen an
der Einsatzstelle erweiterte medizinische Aufgaben, die in Deutschland Notärzten vorbehalten sind. Dieses beinhaltet unter anderem
Medikamentengabe und kleinere chirurgische Eingriffe. Um einen
internationalen Qualitätsstandard einzuhalten, wird strikt nach so
genannten SOP`s (Standard Operation Procedures) gearbeitet.
Ein neuartiges Ausbildungskonzept wurde ins Leben gerufen. Es
sollen im ersten Schritt 14 emiratische Studenten zu Paramedics
ausgebildet werden. Die Ausbildung begann im Oktober 2004 in
Deutschland mit dem theoretischen Teil. Dabei eigneten sich die
Auszubildenden in 2.000 Unterrichtsstunden notfallmedizinisches
Fachwissen an. Wieder in Abu Dhabi folgte ein mehrmonatiges
Krankenhauspraktikum. Dem schliesst sich nun das so genannte
Field Training an. Während eines Jahres sammeln sie in mindestens 1.600 Stunden praktische Erfahrungen im Rettungsdienst.
Die Ausbildung sieht vor, dass jeweils ein Rettungswagen mit zwei
Studenten und ein Responder Fahrzeug mit einem Instruktor und
Studenten besetzt sind. Durch den vorgeschriebenen Schichtdienst
wird sichergestellt, dass die Wagen 24 Stunden besetzt sind und
zu den medizinischen Notfällen der Stadt ausrücken können. Dazu
gehören nicht nur Autounfälle, sondern auch internistische, neurologische, gynäkologische und sonstige chirurgische Einsätze.
Dieses Team ist derzeit das einzige Rettungsmittel in Abu Dhabi,
welches erweiterte lebensrettende Massnahmen durchführen kann
und darf. Die Idee der Polizei Abu Dhabi, ein Paramedic-gestütztes
Rettungssystem zu etablieren, scheint Früchte zu tragen. Mittlerweile übernehmen die deutschen Instruktoren mit ihren Studenten
bis zu 50% aller Notfalleinsätze in der emiratischen Hauptstadt.
Dabei steht zusätzlich zum Ausbildungsauftrag, die bestmögliche
Erstversorgung der Patienten am Unfallort im Vordergrund. Mit jedem Einsatz wachsen die Studenten mehr und mehr in ihre Aufgabe
hinein und übernehmen immer häufiger erweiternde Massnahmen
am Patienten. Dies erfolgt stets unter der Leitung der deutschen Instruktoren. Erst wenn der Patient für den Transport stabil und somit
transportfähig ist, wird er ins Sheikh Khalifa Krankenhaus gebracht,
um dort von einem Ärzteteam weiterversorgt zu werden. Da sich die
rettungsdienstlichen Strukturen noch in den Kinderschuhen befinden, erfordert die Ausbildung in den Emiraten von den Instruktoren
und Studenten ein hohes Mass an Flexibilität. Derzeit werden in der
Leitstelle Mitarbeiter eingesetzt, die über keinerlei notfallmedizinische Ausbildung verfügen. Dies führt dazu, dass das Rettungsteam
im Vorfeld unzureichende Informationen über die Notfallsituation
erhält und am Einsatzort unvorbereitet mit der Sachlage konfrontiert wird. Darüber hinaus werden die Einsatzstellen aufgrund nicht
existenter Adressen, häufig erst nach langwieriger Suche gefunden.
Hier gibt es noch viel Optimierungspotential für die Zukunft. Hinzu
kommen kulturelle Unterschiede, die zum Beispiel die Behandlung
von arabischen Frauen komplizieren und viel Feingefühl verlangen.

Die Vereinigten Arabischen Emirate (VAE) beeindrucken seit Jahren
durch eine prosperierende Finanz-, Öl- und Tourismuswirtschaft.
Im Zuge eines langfristig angelegten Qualifizierungsprogramms für
die einheimische Bevölkerung setzt man am Golf nun verstärkt auf
die Wissenschaften. Im Emirat Dubai wurden mit dem Knowledge
Village und der Academic City bereits zwei ganze Stadtteile der
Wissenschaft gewidmet. Dort siedeln sich nach und nach internationale Spitzenuniversitäten mit lokalen Dependancen an, darunter
u.a. die Manchester Business School.
Auch deutsche Universitäten haben Ihre Chance erkannt und kooperieren seit einigen Jahren auf einer stetig wachsenden Basis
mit den Universitäten vor Ort. Seit 1996 unterhält die Technische
Universität Kaiserslautern eine Partnerschaft im Bereich der Kommunikationstechnologie mit dem Etisalat College of Engineering
in Sharjah. Die BTU Cottbus arbeitet im Bereich der Umweltwissenschaften mit der American University in Sharjah zusammen.
Die Fernuniversität Hagen (Kultur- und Sozialwissenschaften),
die Martin-Luther-Universität Halle (Geowissenschaften) und die
Universität Leipzig (Orientalistik) kooperieren mit der Universität
in Al Ain (United Arab Emirates University). Darüber hinaus haben
die Universitäten in Kiel (Meereswissenschaften) und die PhilippsUniversität-Marburg Partnerschaften mit der Ajman University of
Science and Technology.
Bereits zu Beginn des Jahres kündigte Hamburgs Wirtschaftssenator Gunnar Uldall eine Kooperation der Hamburg School of Business
Administration (HSBA) mit dem Dubai University College (DUC) an.
Die HSBA ist die erste private, von der Wirtschaft getragene und
finanzierte Hochschule in Deutschland mit einem ausschliesslich
dualen Studienangebot. Die Kooperation soll die ohnehin guten Beziehungen zwischen Dubai und Hamburg weiter festigen. Auch die
TU Hamburg-Harburg unterhält intensive Kontakte zum Golf.
Studenten mit ihren Ausbildern
Einverständnis der Ehemänner oder Familienangehörigen von dem
männlichen Team behandelt werden. Im Januar 2007 werden die
Studenten mit der Prüfung zum EEMS Paramedic ihre Ausbildung
beenden. Sie erhalten damit ein international anerkanntes Zertifikat.
Somit ist der Grundstein für einen professionellen Rettungsdienst
gelegt. Um ein Paramedic System in den Emiraten aufzubauen,
bedarf es eines grossen organisatorischen Talents und kulturellem Verständnis. Um die Sicherheit der Bevölkerung im Notfall zu
garantieren ist es wichtig, ein funktionierendes Rettungssystem
flächendeckend nach internationalem Standard aufzubauen. Es ist
wünschenswert, dass solche Projekte auch weiterhin tatkräftig von
der Regierung unterstützt werden. Nur so kann man die Defizite
im Rettungssystem langfristig beheben und der Bevölkerung die
bestmögliche Erstversorgung im Notfall garantieren.

DER DUBAI BIOTECHNOLOGY FORSCHUNGSPARK | (DuBiotech)
hat eine Absichtserklärung mit der Universität von Sharjah unterzeichnet, um das Forschungsgebiet der Biowissenschaften (Life
Sience) stärker zu bewerben und entsprechende Ausbildungen zu
fördern.
Die Einrichtungen wollen kooperieren, um die öffentliche Wahrnehmung der Relevanz und des Wertes der biotechnologischen
Forschung zu stärken.
Dies schließt die Weiterbildung von Wissenschaftlern und Studenten ein, sowie entsprechende PR-Kampagnen und Konferenzen.

Dubai unter Druck –
Emirate buhlen um die
Gunst der Unternehmen
DIE IMMOBILIENSITUATION IN DUBAI | ist nach wie vor das TopThema. Niemand kann vor Ort den hohen Immobilienpreisen entgehen. Mieter in Dubai leben in der ständigen Angst vor extremen
Mieterhöhungen. Auch viele Investoren sind aufgrund der sich so
schnell veränderten Immobilienlage mehr und mehr verunsichert.
Dieser Artikel betrachtet die Immobiliensituation in Dubai aus verschiedenen Blickwinkeln und soll helfen eine bessere Prognose für
die Zukunft abgeben zu können.
Man kann monatlich in den lokalen Zeitungsanzeigen verfolgen, wie
die Miet- und Kaufpreise in Dubai nach oben schnellen. Bekam man
noch vor zwei Jahren ein Haus mit drei Zimmern in dem gut gelegenen Wohngebiet „Springs“ für AED 400.000 (ca. EUR 89.000), sind es
heute bereits über AED 1.400.000 (ca. EUR 311.000). Dieses Beispiel
entspricht im Regelfall der gesamten Kaufsituation in Dubai. Mit den
Mietpreisen verhält es sich ähnlich. Diese haben sich in den letzten
beiden Jahren nahezu verdoppelt. Viele der Immobilien stehen leer,
was die hohen Preise und deren stetige Steigerung noch weniger
verständlich macht. Ferner sind die fast fertig gestellten Objekte bereits jetzt an Großinvestoren verkauft und somit nicht mehr zu den
anfänglich angepriesenen günstigen Preisen vom Bauträger (zum
Beispiel Emaar, Nakheel oder Dubai Properties) zu erwerben, so dass
dann oft nur der bereits überteuerte Zweitmarkt bleibt.
Von einer gesunden Regulierung des Marktes durch Angebot und
Nachfrage ist Dubai zurzeit weit entfernt, das Angebot wächst
im Vergleich zur Nachfrage überdurchschnittlich (innerhalb des
nächsten halben Jahres sollen 6.000 neue Appartements fertig
gestellt werden). Trotz des hohen Leerstandes werden viele Immobilien von den Investoren mit dem Ziel gehalten, diese später mit
noch größeren Gewinnen zu verkaufen, obwohl die Meisten in der
Zwischenzeit nicht einmal vermietet wurden. In Dubai geben die
Immobilieneigentümer den Maklern den Verkaufspreis vor, ohne
danach zu fragen zu welchem Preis die betreffende Immobilie verkauft werden kann. Die Makler müssen dann die Gebühren, die bei
jedem Immobilienverkauf an den Bauträger zu zahlen sind, sowie
ihre eigene Kommission dem vorgegebenen Verkaufspreis hinzurechnen. Wenn weitere Makler zwischengeschaltet sind muss man
weitere Kommissionen hinzuaddieren, was die Preise weiter nach
oben schraubt.
Um ihre Kunden zufrieden zu stellen, müssen die Makler Immobilien zu diesen überhöhten marktfremden Preisen anbieten. Um dem
entgegenzuwirken, müsste eine Vielzahl von Maklern sich weigern,
solche überteuerten Immobilien zu listen. So lange der Besitzer
einen Makler findet, der seine Immobilie zum überhöhten Preis anbietet, wird keine Regulierung des Marktes stattfinden. Rechtliche

Rahmenbedingungen schafft jedes Emirat für sich selbst, deshalb
gibt es momentan und wohl auch zukünftig kein gemeinsames
Gesetz zur Regulierung des Immobilienmarktes. Dubai hat hierfür
bereits eine Begrenzung der jährlichen Mieterhöhung von max.
15% festgelegt, was den Immobilienmarkt seitdem scheinbar etwas
stabilisiert hat. Bisherige Mieterhöhungen von bis zu 50% dürften
jetzt grundsätzlich eher die Ausnahme sein.
Verstöße gegen obige Regelung können an einer öffentlichen Beschwerdestelle gemeldet werden. Das Emirat Sharjah hat Richtlinien in einem neuen Mietgesetz verabschiedet, in welchem Vermieter
nur unter ganz bestimmten Voraussetzungen den Mietpreis nach
den ersten 3 Jahren erhöhen können.
Eine Möglichkeit Immobilien wertmäßig beurteilen zu können ist,
ihrer Größe und Lage (Immobilien mit Meerblick oder höhere Etagen
sind teurer) zu bewerten. Momentan werden Immobilien zum Preis
von EUR 1.900 pro Quadratmeter bis EUR 4.300 pro Quadratmeter
verkauft.
Auf Grund der explodierenden Kosten geben immer mehr Unternehmen ihren Sitz in Dubai auf und lassen sich in den anderen
Emiraten, deren Freihandelzonen oder gar Nachbarstaaten wie dem
Oman nieder. Andere Emirate, wie beispielsweise Ras Al Khaimah,
Ajman, Fujairah und Sharjah, locken Unternehmer mit attraktiven
Angeboten und günstigen Miet- und Kaufpreisen. Unternehmensgründungen in den dortigen Freihandelszonen können zudem
schneller realisiert werden als dies in Dubai der Fall ist.
Der Immobilienmarkt in Dubai kann nicht mehr uneingeschränkt als
„gut“ bezeichnet werden, da für jedes Objekt separat geprüft werden
muss, ob sich der Kauf- oder Mietpreis tatsächlich rechtfertig, was
für ausländische, nicht ansässige Investoren ohne professionelle
Hilfe problematisch ist. Die zukünftige Entwicklung ist abzuwarten.
Man geht davon aus, dass in zwei bis drei Jahre eine Stabilisierung
des Immobilienmarks stattfindet, da dann die meisten aktuellen
Immobilienprojekte realisiert sein sollen.

jährlichen Müllaufkommen in Dubai.
In einer Stadt mit einem so rapiden Wachstum wie Dubai wächst
entsprechend auch das Müllaufkommen. Wurden im Jahr 2003
noch jährlich 6,6 Mio Tonnnen Müll entsorgt, so waren es in 2005
schon 11,3 Millionen. Dubai, eine Stadt stets auf der Suche nach
dem „Grösser, Weiter und Höher“, ist mittlerweile die Stadt mit dem
höchsten pro Kopf Aufkommen von Müll – ein Weltrekord auf den
man nicht unbedingt stolz sein muss.
Zwar hat man in Dubai die Problematik mittlerweile erkannt, steht
man dennoch beim Einsatz modernster Technologie und des Supply-Chain-Managements im Bereich der Entsorgungswirtschaft noch
ziemlich am Anfang.
Und gerade hier setzt die in Dubai neu gegründete Arabian Masters
of Waste LLC (AMW) an und führt neue Standards ein. Als lokales
Entsorgungsunternehmen mit einem Expertenteam, das auf langjährige konzeptionelle und operative Betriebserfahrung in Deutschland zurückgreifen kann, will man die hiesige Entsorgung sehr viel
stärker auf die Kundenbedürfnisse zuschneiden.
„Heute wird zu wenig differenziert zwischen den Anforderungen an
Entsorgungstechnik, die z.B. ein Hotel oder ein Hochhaus im Vergleich zu einem klassischen Industrieunternehmen stellt“, erklärt
Stephan Czech, Geschäftsführer des neuen Unternehmens. Vor der
Entsorgung des Abfalls sei es erforderlich, sich mit dem Kunden
konzeptionell über das für ihn beste und günstigste Entsorgungskonzept zu unterhalten. Hier wolle sich AMW mit den Attributen
der Zuverlässigkeit, Pünktlichkeit und der besten verfügbaren Technik eindeutig positionieren.
Zunächst steht der Logistikbereich, also die reine Abfallabfuhr,
im Vordergrund. Mit einem modernen Fuhrpark und modernster
Technologie in Supply-Chain-Management ist AMW davon überzeugt, in diesem dramatisch wachsenden Markt sehr schnell als
Nischenanbieter erfolgreich zu sein. Erste Verträge mit Kunden sind
bereits unter Dach und Fach. AMW möchte aber nicht nur als reiner
Entsorgungslogistiker agieren, sondern auch verstärkt als Dienstleister im Bereich der Entsorgung den Know-how-Transfer von
Deutschland in die Vereinigten Arabischen Emirate (VAE) ankurbeln. Deutschland als führender Anbieter von Umwelttechnologie
kann zahlreiche Lösungsansätze für die weitreichenden und immer
dringlicher werdenden Probleme im Abfallbereich für Dubai bieten.
Daher will AMW sich in einem zweiten Schritt auch als Dienstleister
für die Wertstofferfassung, für das Recycling und die Optimierung
der Stoffströme und die Wiederverwertung von Sekundärrohstoffen
engagieren. „Denn bei genauem Hinsehen ist Abfall eben für die
einen nur Müll und für die anderen ist es ein Schatz, den es zu
heben gilt“, so Czech. Hierbei werde es auf die Reinheit des erfassten Materials und damit auf die Vorsortierung bereits in den
Haushalten ankommen. Gerade bei den Verpackungsmaterialien
wie Altkunststoffen und Papier gibt es in den VAE große Potentiale,
die auszuschöpfen sind.

AUSGEHEND VON EINEM BRUTTOINLANDSPRODUKT (BIP)| von
ca. AED 220 Mrd im Jahr 2004 konnte Abu Dhabi in 2005 eine
Steigerung auf AED 302 Mrd verzeichnen. Basierend auf stabilen
Wirtschaftssektoren ausserhalb des Ölgeschäftes soll zum Ende
dieses Jahres ein Bruttoinlandsprodukt von AED 341 Mrd erreicht
werden.
Das zeigt, dass Abu Dhabi in den letzten Jahren ein stetiges
Wachstum des BIP zu verzeichnen hatte, sagte Salah Al Shamsi,
Vorsitzender der Abu Dhabi Chamber of Commerce and Industry
(ADCCI).
Al Shamsi fügte dazu, dass sich der positive Trend der wirtschaftlichen Aktivitäten in Abu Dhabi weiter fortsetzen wird, was die
steigenden Mitgliederzahlen ADCCI belegen.
Der neu gewählte Vorstand der ADCCI hat sich in den letzten sechs
Monaten in zahlreichen Gesprächen mit der Wirtschaft, der Regie-
rung und anderen Institutionen verständigt. Es sind daraus neue
Gremien, Strategien und Pläne entstanden, um den Ansprüchen der
Unternehmen gerecht zu werden.
Abu Dhabi will in den nächsten sieben Jahren 30 Industriezonen auf
mehr als 300 Quadratkilometern errichten. Dies soll die Wirtschaft
in der Hauptstadt der Vereinigten Arabischen Emiraten weiter diversifizieren und somit Investitionen anziehen, um zur Entwicklung
der lokalen Kompetenzen beitragen und neue Jobs für Einheimische
schaffen.
Die riesigen Ölreserven verleihen Abu Dhabi die finanziellen Möglichkeiten, gigantische Projekte abzuwickeln und eine nachhaltige
Industriewirtschaft zu entwickeln und aufzubauen. In speziellen
Industrie- und Handelszonen mit neuer Gesetzgebung wird eine

Guggenheim kommt nach Abu Dhabi
AM 8. JULI 2006 UNTERZEICHNETE ABU DHABI | einen Vertrag zur Errichtung eines Museums der Modernen Kunst mit der
Guggenheim Stiftung. Die Planung und Gestaltung des Museums
wird der bekannte Architekt Frank O. Gehry übernehmen, zu dessen
Werken unter anderem das Guggenheim Museum in Bilbao zählt.

Das Museum wird das erste Guggenheim im Mittleren Osten sein. Es
wird innerhalb der nächsten fünf Jahre auf einer Fläche von 30.000
Quadratmetern im Kulturzentrum von Saadiyat Island erbaut, einem Inselentwicklungsprojekt 500 Meter vor der Küste des Emirates
Abu Dhabi.
Die Guggenheim Stiftung betreibt bereits fünf Museen in New
York, Bilbao, Berlin, Venedig und Las Vegas. Die Stiftung möchte
das Programm des Museums auch in Abu Dhabi etablieren, welches
die Organisation von Kunstsammlungen, Ausstellungen und pädagogischen Initiativen beinhaltet.
Das Museum plant eine eigene Hauptkollektion mit zeitgenössischer Kunst zusammenzustellen und wird ausserdem Meisterwerke
der Guggenheim Sammlung ausstellen.

Eröffnung des Campus der Paris-Sorbonne
Universität in Abu Dhabi
DIE PARISER UNIVERSITÄT SORBONNE | öffnet ihre Tore jetzt
auch in Abu Dhabi nachdem ein bisher einmaliger Vertrag zwischen
dem Vorstand der Universität und dem Ministerium für Bildung in
Abu Dhabi unterzeichnet wurde. Die Sorbonne Universität soll im
Oktober 2006 in Abu Dhabi eingeweiht werden und wird die einzige
dieser Art im Mittleren Osten sein.
Der Bau der Universität in Abu Dhabi ist das erste Projekt der Sorbonne ausserhalb Frankreichs. Die Sorbonne ist eine Institution,
deren Geschichte bis 1235 nach Christi zurückgeht und die mit
dem von Kardinal Richelieu 1635 in Auftrag gegebenem Gebäude
den Hauptsitz im Herzen von Paris hat. Eine mit dem Projekt eng
verbundene, aber bisher unbekannte Quelle gibt bekannt, dass Abu
Dhabi zwischen EUR 16 und EUR 25 Mio investieren wird, um die
Universität zu errichten. Bis Oktober 2006 soll ein provisorischer
Campus fertig gestellt werden, der dann im Jahr 2007 vollständig
ausgebaut wird und mehr als 1.500 Studenten aus aller Welt aufnehmen soll.
Zusätzlich zu den in Französisch gehaltenen Vorlesungen wird die
Universität einen Sprachkurs für die Studenten anbieten, die kein
Französisch sprechen. Der Lehrstoff wird säkular, liberal und kunstorientiert gestaltet und konzentriert sich auf Französische Sprache,
Geschichte, Geographie, Literatur und Philosophie.

IM RAHMEN EINES GEMEINSAMEN PROJEKTES | wurde am 27.
Juni 2006 im Hotel Royal Meridien in Abu Dhabi deutsch-emiratische Mode vorgestellt. Sara Al Nuaimi, eine junge Unternehmerin
aus den Vereinigten Arabischen Emiraten, präsentierte Miriam
Strehlau’s Produkte im lokalen Markt (www.miriam-strehlau.com).
Während der Show führte sie eine Reihe von Entwürfen vor, die den
besonderen Stil ihrer Kollektion zum Ausdruck bringen sollen.
Seit der Gründung ihres Unternehmens verfolgt Miriam Strehlau
die Philosophie, Mode aus ökologischer Baumwolle zu kreieren,
die sowohl ästhetisch als auch funktionell ist, mit hervorragender
Passform und nach den Prinzipien des fairen Handels hergestellt.
Sie etabliert ihre Marke durch exklusive Events, Medien, Internetauftritte, Messen und zahlreiche Kontakte. Geplant sind Boutiquen
in Ahmedabadh, Goa, Pondichery, Dubai und Freiburg, der Heimatstadt der Designerin, zu eröffnen.
Um die Produkte bei Gross- und Einzelhändlern vorzustellen wird
es zukünftig einen Katalog und eine Musterkollektion in Europa,
Indien und den Emiraten geben. Durch die Zusammenarbeit mit
den verschiedenen Einheiten soll Know-how ausgetauscht werden.
Diese Verbindung ist eine gute Möglichkeit für den kommerziellen
Markt zu produzieren und eine Veränderung des konventionellen
Konsumdenkens herbeizuführen, in dem man zeitgenössisches,
geradliniges Design kombiniert mit traditioneller Handwerkskunst,
umweltfreundlichen Materialien und gesellschaftlicher Produktion
auf den Markt bringt.

Al Naqi, einem der Direktoren der Dubai Outsource Zone, werden
noch vor Jahresende bis zu 55 Firmen ihren Betrieb in der Freihandelszone nahe der Academic City im Süden Dubais aufnehmen. 20
weitere werden bis Juni 2007 folgen. Die Firmen werden anderen
Unternehmen Business Process Outsourcing (BPO) Dienstleistungen
anbieten; vor allem in den Bereichen Bank-, Finanz- und Versicherungsdienstleistungen sowie IT und Gesundheitswesen.
Das Projekt wurde im Jahr 2004 als Teil des Plans zur Förderung der
Ansiedelung von Industrie in Dubai bekanntgegeben. Man erhofft
sich, durch Anreize wie Steuerfreiheit einen Teil des globalen USD
350 Mrd-Marktes der BPO-Industrie gewinnen zu können. Al Naqi
schätzt, dass durch die Verlagerung einzelner Geschäftsbereiche
nach Dubai Einsparungen von bis zu 40% bei europäischen und bis
zu 20% bei amerikanischen Unternehmen möglich sind.

verfügbar sein; ca. ein Drittel der im Stadtzentrum verlangten AED
250. Die Zone ist 20 Minuten vom Nachbaremirat Sharjah und 10
Minuten von der International City, einem Gebiet mit bezahlbaren
Wohnungen, entfernt. Zurzeit werden dort 2.500 kleine Apartments
mit einer fünfjährigen Mietpreisbindung von AED 25.000 pro Jahr
errichtet. Mieterhöhungen sind auf ein Maximum von 30% alle fünf
Jahre begrenzt. Die Dubai Outsource Zone verfügt über ein Budget
von USD 200 Mio für infrastrukturelle Maßnahmen und wird in
der ersten Phase bis 2007 ca. fünf Mio Quadratfuß an Büroflächen
schaffen. Die Amortisation der Investitionen wird nach 12 Jahren
erwartet.

am Flughafen aufgehalten.
DUBAI INTERNATIONAL CAPITAL | eine Gesellschaft der Dubai
Holding erhofft sich mit der Akquisition von Travelodge für USD 1.3
Mrd, bis zu den Olympischen Spielen im Jahre 2012 den größten
Hotel-Betreiber in London aufzubauen. DIC plant, dass das Unternehmen in der englischen Hauptstadt bis dahin mehr als 7.000 Hotelzimmer anbieten kann. Travelodge konkurriert mit Premier Travel

Die Luftfahrzeugbewegungen sind im Vergleich zum letzten Jahr
um 7,99% ebenfalls bedeutsam gestiegen. Insgesamt wurden im
Zeitraum von Januar bis Juli 136.011 Starts und Ladungen gezählt.
Das im Frachtbereich abgewickelte Gesamtgewicht der Beförderungsgüter lag in den vergangenen sieben Monaten bei 803.613
Tonnen; eine Steigerung von 8% gegenüber 2005.
Die Dubai Cargo Village erlebte in diesem Jahr einen Umschlag von
insgesamt 690.775 Tonnen Beförderungsgut bei einer Wachstumsrate von ca. jährlich 10%.

Dubai World Central International wirbt
auf Branchenforum um globale Carrier
DUBAI WORLD CENTRAL INTERNATIONAL (JXB) | in Jebel Ali,
geplant als größter Flughafen der Welt, bemüht sich um die globalen Fluglinien als Kunden auf dem Routes Forum, dem größten
Branchenevent von Airlines und Flughäfen der Welt, welches diesen
September in Dubai stattfinden wird.
DLC bietet zusammen mit dem Seehafen Jebel Ali und JXB einen
einmaligen Standort durch Kombination aller Transportwege, Logistik und Wertschöpfungsprozesse wie Produktherstellung und
Montage in einer einzigen Freihandelszone.
JXB wird auf der Routes Fluglinien aus allen fünf Kontinenten
vorgestellt werden. Das Routes Forum wird vom 17. bis zum 19.
September im Dubai World Trade Center stattfinden.
Dubai World Central, das riesige urbane Luftfahrtprojekt des JXB,
wird einer der Schwerpunkte der Veranstaltung sein.
„Routes ist außergewöhnlich gut abgestimmt auf den Planungszyklus der Branche und den Slot-Reservierungsprozess“, so Sheikh
Ahmed bin Saeed Al Maktoum, Vorsitzender der Dubai Aviation
Corporation. „Dieses jährlich stattfindende Forum gibt uns die Gelegenheit, Dubai World Central und JXB als potentiellen globalen
Knotenpunkt vor einer Reihe von Fluglinien zu präsentieren, darunter etablierte Linien und Low-Cost Carrier, regionale Gesellschaften
sowie Fracht- und Chartergesellschaften. Dies ist eine wichtige
Informationsveranstaltung für JXB, da heutzutage Flughäfen weltweit als lebenswichtig für die Entwicklung neuer Routen angesehen
werden.“
Währendessen laufen die Arbeiten an der ersten Rollbahn für JXB,
dessen Fertigstellung für das erste Quartal 2007 geplant ist. Die
4,5 Kilometer lange CAT III Rollbahn ist bereits für den Airbus A380
ausgelegt und wird JXB und die Dubai Logistics City (DLC) in die
Lage versetzen, ihre Funktion als weltgrößter Fracht- und Logistikknotenpunkt auszufüllen.

Der USD 8,1 Mrd teure JXB wurde für die Abwicklung von 120 Millionen Passagiere und 12 Mio Tonnen Fracht jährlich ausgelegt.

DER AUFSTIEG DUBAIS | zu einem Zentrum für Tourismus und
Handel hat die Stadt auch zu einem bemerkenswerten Umschlagsplatz für Blumen und Pflanzen gemacht. Auch wenn verlässliche
Daten hinsichtlich der Größe des Marktes nicht zu ermitteln sind,
schätzen Branchenexperten das Wachstumspotential als hoch ein.
Laut Maryam Al Noori, Vize-Präsidentin der UAE Flowers and Plant
Association, wuchs der Markt im Jahr 2005 um 40%. Ein ähnliches Wachstum wird auch für 2006 erwartet. Schätzungsweise
4.500 Firmen aus den Bereichen Gartenbau sowie Blumen- und
Pflanzenhandel haben eine Niederlassung in den VAE. Das AED
257 Millionen teure Dubai Flower Centre (DFC), welches letzten
Monat offiziell in Betrieb genommen wurde, unternimmt zurzeit
eine Marketingkampagne zur Förderung des Pflanzenhandels. Das
DFC hat den Status einer Freihandelszone und verfügt über eine
Kapazität zum Handel von 180.000 Tonnen verderblicher Güter
pro Jahr. Angeschlossen an den internationalen Flughafen von
Dubai, bietet das DFC Büro- und Lagerflächen und konnte bisher
11 Mieter gewinnen. Geworben wird mit der lückenlosen Kühlkette
von der Anlieferung per Flugzeug bis zur Abholung der Ware durch
den Empfänger. Zusätzliche Angebote umfassen Vakuumkühlung,
Schnellkühlung, Lagerung unter verschiedenen Temperaturen und
hermetisch abgeschirmte Flächen für Ethylen-verströmende Ware.
In der zweiten Erweiterungsphase wird eine vergleichbare Anlage
am neuen Jebel Ali Airport entsehen.
Dubai hofft, dass die Anlagen des Centers auch bei Blumen- und
Pflanzenhändler in Nachbarländern Anklang finden werden.

Bau einer 40 Kilometer langen Brücke zwischen den beiden Staaten
unterzeichnet. Beide Seiten verständigten sich auf die Errichtung
einer gemeinsamen Firma, um das USD 3 Mrd teure Mega-Projekt
auszuführen. Die Brücke soll die weltweit längste Brücke werden.

Extension of the Double
Taxation Agreement
THE SHIFT TO THE FRIDAY-SATURDAY WEEKEND | planned in
the UAE from September 1 2006, is optional for private sector companies, according to the Ministry of Labor. A Gulf News report quoted Dr Khalid Al Khazraji, Undersecretary at the Ministry of Labor, as
saying that the change in weekend is only compulsory for government bodies. The private sector has the choice to follow this shift or
to continue with their existing systems, he said. Al Khazraji, however,
added that he encourages companies to give a two-day weekend.
THE FEDERAL REPUBLIC OF GERMANY | and the United Arab
Emirates agreed to extend the Double Taxation Agreement in place
since 9 April 1995 until it expires on 10 August 2006. The German
side stressed that the Agreement will not be extended beyond that
date in its current form. A new round of negotiations will be initiated in due time. The decision alleviates the concerns over double
taxation of income and assets and thus supports the target of increasing economic activities between the two countries.

Emiratisation ‘will rectify Division of Labor Market’
THE EMIRATISATION OF PROFESSIONS | is aimed at breaking the
labor market segmentation, which is the main cause of unemployment in the UAE, said a Tanmia official.
According to a study by the National Human Resources Development and Employment Authority, Tanmia, the main cause of unemployment in GCC countries is labor market segmentation.
The paper highlights the concentration of nationals in the public
sector and an abundance of foreign workers in low-paid jobs in the
private sector.
Ayesh Al Barghouthi, Director, Employment and Skills Development
Centre at Tanmia, said the study confirmed the importance of emiratisation policies set by the authority. The paper suggested measures to reduce segmentation in the labor market, lift restrictions on
the mobility of both foreign and national workers, enhance the

measures taken by Tanmia had encouraged companies to restructure to accommodate the needs of nationals.
The paper also proposes abandoning previous policies set to overcome unemployment as they encouraged “paper emiratisation”.
Another finding showed unemployment was five times higher in
low-income households than wealthier ones, which Tanmia says
contradicts the belief that unemployment among nationals is voluntary. The paper concludes that efforts to overcome unemployment in the GCC must include an assessment of its causes.

SHORT NOTICE | GCC panel to study Draft Rules on Monetary Union
The Technical Committee for Monetary Union of the Gulf Cooperation
Council (GCC), which concluded its meetings in Abu Dhabi, asked for further
studying of the draft report presented on the legislation and rules regarding
GCC common monetary authority. The meeting took up a study prepared by
the Central Bank of the UAE on the adequacy of the Monetary Authority’s
reserves of foreign currency for covering value of commodity imports of
the GCC countries. It also discussed a recommendation of the work team
assigned to study specifications, denominations, designs, issuance and
launching mechanism of the unified currency.

For the third summer in a row, schoolgirls and -boys had the chance
to actively participate in the Abu Dhabi Summer Challenge. The
event, which took place from 17 June-26 July 2006, is a vocational
training program for schoolchildren between the ages of 12 and
17 and was held at two Abu Dhabi Secondary Schools. The aim is
to allow the young participants to explore different working fields,
thus, improving their future career decision-making process.

thus allowing them to explore different fields in order to lay the
foundation for their future career decisions. At the end of each fiveday workshop, every participant received a certificate. Most of the
students even took home an object of their own making to remind
them of their experience at the Summer Challenge.

The program was put into place by the Abu Dhabi Educational Zone
(ADEZ), which is in charge of the educational and academic network in the Emirate. The German Technical Cooperation (GTZ) was
chosen by ADEZ to develop and implement the Summer Challenge
for a third year running since 2004. This includes managing and
supervising the courses, tutoring as well as developing teaching
documents and providing specialised equipment and material. As a
result, the participants were conveyed skills based on the standards
of German vocational training methods and equipment. Each of the
training courses is held in form of a five-day workshop which the
students are asked to sign up for in advance. The Summer Challenge ran for more than one month, each student had the chance
to participate in up to five different workshops. Each workshop
had a capacity of up to 20 students. This year, 24 workshop topics were open for boys, while a slightly lower number of courses

Twelve UAE Students Win Scholarships
to Germany

To mark the recent inauguration of the German Information Centre
in Abu Dhabi, Germany’s National Agency for Academic Exchange
(DAAD) granted scholarships to 12 excelling male and female students from the UAE University (UAEU), Zayed University (ZU) and
the Higher Colleges of Technology (HCT). The scholarships entitled
the students to attend a four-week summer course in one of two
fields of study: Information Technology (IT) and Political Sciences.
Both courses were conducted by the Free University of Berlin (FU)
in Germany.
DAAD is the largest worldwide organization in the field of international student exchange. Since 1950, DAAD has enabled 610,000
international students to study in Germany. It also made it possible
for a similar number of Germans to gain academic experience abroad. The DAAD Information Centre in Abu Dhabi serves as a point
of contact for all issues concerning cooperation between Germany
and the UAE in the field of higher education and actively seeks to
intensify relations between institutions of higher education in the
UAE and Germany.
A selection board, with representatives from UAEU, ZU, HCT, the
cultural section of the German Embassy, the Goethe Institut and
DAAD, was formed to select the candidates. The board selected
eight IT students to attend the course “Understanding Mobile Communication”, while four students of Political Sciences were chosen
to attend the course “Global Politics: Challenges, Opportunities,
Risks and Concepts.” The courses took place at the FU from 22 July
to 19 August 2006.
Prior to their travel to Germany, the selected students received an
overview about the German language as well as about some cultural aspects of Germany in a special preparatory course offered by
the DAAD in conjunction with Goethe Institut at their joint offices
in Abu Dhabi.

THE ROADS AND TRANSPORT AUTHORITY | (RTA) will sponsor
about 20 high school graduates from the National Institute for Vocational Education for a two-year program that will include courses
on IT, finance and accounting, public relations, sales and marketing
as well as human resources.

Training Concept for Medical Emergency Services
in Abu Dhabi

The citizens of modern cities such as Abu Dhabi tend to take the
existence of a professional medical emergency service for granted.
A functioning ambulance system of a high standard should be
available. But when taking a closer look at the situation in Abu
Dhabi, it becomes clear that the ambulance system has not grown
in proportion with the physical growth of the city.

In Abu Dhabi, only a maximum of two responder vehicles are available per 700,000 inhabitants. In comparison, a German city of
similar size employs 25 such vehicles and seven emergency doctors.
Furthermore, the pre-clinical care in UAE also does not comply with
international standards. Patients are often transported to hospitals
by ambulances on a load-and-go basis without proper stabilization
and on-the-spot medical treatment. These deficits were recognized
by the leadership of the Abu Dhabi Police, which decided to implement a new training concept in order to update the emergency
services to reach international standards. It was decided to install
a paramedic-supported ALS system in Abu Dhabi in cooperation
with specialists from the German company “incentive MED”. In
this system, paramedics take over the tasks of emergency doctors,
including giving out medicine as well as undertaking minor surgical
interventions at the location of the accident or on the way to the
hospital. The implementation of the Standard Operation Procedures
(SOP) assures the compliance with international standards.
A novel training concept was created. In the first batch, 14 students
from the UAE were trained to be paramedics. The theoretical part
of this training began in October 2004 in Germany and included
2,000 hours of schooling in medical emergency education. This
was followed by a hospital internship and field training. In total,
the trainees will have gathered a minimum of 1,600 practical
training hours when they receive their graduation certificate. The
team, currently stationed at the Sheikh Khalifa Hospital, is the only
emergency service in Abu Dhabi which is allowed and has the competence to perform lifesaving measures. It already attends to 50%

under the supervision of the German specialists, the trainees take
over more and more responsibilities. The training aims to occupy
each responder vehicle with two trainees and one supervisor on a
24-hour shift basis. As the emergency services in the UAE are still
in their infancy, this training program requires a high degree of
flexibility from the trainees and the supervisors. In January 2007,
the trainees will complete their training with the EEMS Paramedic
examination, after which they will receive an internationally recognized certificate. Thus laying the cornerstone for a professional
medical emergency service in the UAE.

GTZ promotes Technology School in Qatar

The Author is a Quality Management Consultant at the German
Technical Cooperation GTZ.
The Secondary School for Industrial Technology (SSIT) was one of
the first independent vocational schools in Qatar and is currently
serving a total number of 350 students. The school provides Qatar
with well-trained work graduates at technician level, who match
the current and future needs of the local labor-market.
SSIT is the first school in the Gulf States to have been awarded
the certificate “Committed to Excellence in Europe” by the EFQM.
“Education Excellence” has been the declared target of SSIT for
many years. In order to implement this on a school-wide level, SSIT
started with the systematic implementation of EFQM in 2004. The

Founded in 1999, SSIT started with programs in engineering technology for mechanics and electricians on secondary school level.
The first class in Industrial Processing started in 2003. Since the last
school year, SSIT offers IT and Business Administration programs

With the help of the German Technical Cooperation (GTZ), the
school trained a group of quality assessors and conducted its first
self-assessment in September 2005. Based on a self-assessment
circle, the school prioritized improvement projects, carried out a
proper project management and evaluated the outcome. During a
two-day validation conducted by a French EFQM-certified auditor,
the school was assessed and evaluated due to a standardized procedure containing different presentations and interviews. This highly
ranked external certification of the school’s quality management
shows the SSIT commitment to become Qatar’s center of excellence
in professional training.
The German Technical Cooperation (GTZ) is the state owned implementer of sustainable development projects with operations
worldwide. Established in 1975, GTZ has successfully implemented
vocational training approaches in over 50 countries, securing the
required frameworks and resources through professional support.
GTZ has supported the SSIT Doha over the past six years with regards to the technical aspects of vocational training as well as to

THE REAL ESTATE SITUATION IN DUBAI | continues to be the
talk of the town. Here, nobody can escape the high real estate prices. Tenants in Dubai live in constant fear of extreme hikes in their
rents. Many investors are also concerned about the ever-increasing
prices. This article takes a look at Dubai’s real estate market from
different points of view.
By tracking the real estate adverts in the local newspapers on a
monthly basis, the constant rise in rental and selling prices becomes
obvious. Two years ago, a three-bedroom villa in the well situated
area “Springs” would have cost AED 400,000 (about EUR 89,000).
By now, this property could cost more than AED 1,400,000 (about
EUR 311,000). This example reflects the retail situation in Dubai as
a whole. In the rental market it is very similar. Rents have almost
doubled during the past two years. Many homes are vacant; a fact
that makes the high prices and their high growth rates even less
comprehensible. Further, properties that have not been completed
yet are sold to big investors and, thus, often can only be purchased
or rented on the bloated secondary market. A healthy regulation of
the market through supply and demand is not given in Dubai. Supply grows disproportionately compared to demand. Despite the high
vacancy rate, many investors tend to hold their properties hoping to
reach even higher profit margins.

Many real estate owners impose a selling price on their agents without ever being informed about the actual value of their properties.
The agents add to this price their commission fees as well as the
mandatory state fees. If other agents get involved, then further
commission fees have to be added. In order to please their clients,
agents are forced to offer properties at these inflated prices. As long
as owners are able to find agents who are willing to sell properties
at such prices the market will not be regulated.
In the UAE, each Emirate creates its own legal framework. As a
result, it is not expected that a joint law regulating the real market
will be reached. As for Dubai, its government has set the allowed
maximum year-on-year increase in rent at 15%; a measure that
has lead to a slight stabilization of the real estate market. In the
Emirate of Sharjah, lawmakers have recently decided on a law under which rent increases are allowed only after the passing of three
years of tenancy.
The spiraling rents and prices are slowly leading to an exodus of
companies from Dubai to the free zones, to other Emirates or other
to neighboring states such as Oman. Some of the other Emirates,
such as Ras Al Khaimah, Ajman, Fujairah and Sharjah, are seeking to
attract companies and investors with affordable rents and prices. To

can no longer be described as

Waste – Dubai’s Great Challenge
IMAGINE A BUILDING | which is 270 meters high and fills an area
of a football field. Now, imagine ten such buildings standing beside
each other: This depicts Dubai’s yearly production of waste.
In a city of such rapid growth as Dubai, the amounts of waste will
grow accordingly. While Dubai produced 6.6 million tons of Waste
in 2003, this number jumped to 11.3 million tons in 2005. Dubai is
currently the city with the highest waste production per capital – a
record not worthy of being proud of.
Despite being aware of this problem, resolving it through the employment of modern technology and supply chain management methods is still at the very beginning. The recently founded company
Arabian Master of Waste LLC (AMW) has identified Dubai’s needs

ABU DHABI’S GROSS DOMESTIC PRODUCT (GDP) | has surged
to AED 301.7 billion in 2005 from AED 218.4 billion in 2004 and is
projected to reach AED 341 billion this year on the back of a robust
non-oil sector, claimed Eng. Saleh Al Shamsi, chairman of the Abu
Dhabi Chamber of Commerce and Industry(ADCCI).
“The contribution of the non-oil sector in the GDP was AED 105.6
billion in 2004, AED 122.3 billion in 2005 and it is projected to rise
to AED 139.4 billion in 2006,” he told Gulf News in an interview.
Al Shamsi said the flurry of economic activity would continue in
Abu Dhabi, which was evident from the rising membership of the
chamber.
At the end of June it had 75,234 members, of which 4,461 ARE
new companies. Of these new firms, 41 are in the industrial sector. ADCII’s newly elected board has met the business community,
the government and other institutions many times in the past six
months. It has also formed 14 committees and has been framing
strategies and plans to meet the needs of businesses. “The results
of all this will be seen in due course.”
Abu Dhabi will set up 30 industrial clusters in more than 300 sqm
in the next seven years. This will diversify the emirate’s economy
further and attract investment, develop local skills and create jobs
for nationals, and will transform Abu Dhabi into a world-class industrial, services and logistics hub.
He said Abu Dhabi’s large oil reserves will provide the financial
might to execute mega ventures and to build and develop a sustainable industrial economy.
A business-friendly environment will be created for companies in
special zones with a new legislation soon.

On 8 July 2006, Abu Dhabi signed an agreement with the Guggenheim Foundation to build a modern art museum designed by celebrated architect Frank O. Gehry, who also created the Guggenheim
Museum Bilbao.
The museum will be the first Guggenheim in the Middle East. It
will be built over a 30,000 square meter area within the Cultural
District of Saadiyat Island, a real estate development project 500
meters offshore from Abu Dhabi. Construction is expected to take
five years.
The Guggenheim Foundation already runs five museums in New
York, Bilbao, Berlin, Venice and Las Vegas.
The Foundation will establish and manage the museum’s program,
which will include collection development, exhibitions and educational initiatives.
The museum will form its own major collection of contemporary art and will also exhibit masterworks from the Guggenheim

Paris-Sorbonne University To Open Campus in
Abu Dhabi in October 2006
THE PARIS-BASED SORBONNE UNIVERSITY | is to open a branch
in Abu Dhabi after an “historic” agreement was signed between the
university’s board of directors and the Ministry of Higher Education
in Abu Dhabi. The Abu Dhabi branch, which will open by October
2006, will be the university’s only Middle East branch in the Middle
East.
This is the first venture of its kind outside of France for the Sorbonne; an institution dating back to 1253 CE and whose landmark building in the heart of Paris was commissioned by Cardinal Richelieu
in 1635. Abu Dhabi will invest EUR 16-25 million in setting up the
university, according to a source close to the project who asked not
to be identified. A temporary campus for the university will be built
in October 2006 and a permanent one will be completed in 2007
that will contain over 1500 students from around the world.
As courses will be conducted in French, the university will provide
a French language course for non-French speaking students. Its
curriculum will be secular and liberal arts-oriented with a focus on
French language, history, geography, literature and philosophy.
It is reported that students will have to pay an average of EUR
16.600 in tuition per academic year for the privilege of a ParisSorbonne degree.

A joint fashion project by a UAE entrepreneur and a German designer was launched on 27 June 2006 at Zari Zardozi restaurant
and lounge in the Royal Meridien Hotel Abu Dhabi. Sara Al Nuaimi
is currently introducing Miriam Strehlau’s label (www.miriamstrehlau.com) to the UAE market. During the launch event, Mrs. Al
Nuaimi presented a number of the design pieces, underlining them
by a brief show which highlighted the impressions of the fashion
line.
Miriam Strehlau’s business philosophy is to create esthetical
and functional fashion, manufactured according to fair- trade
principles. All materials used are organic textiles from biological
and ecological farming, dyed with vegetable colors and free from
chemical substances and treatments. The brand will be established
through exclusive events, media, website, fairs and existing contacts. There are plans to open showrooms in Ahmedabadh, Goa,
Pondichery, Dubai and Freiburg. A catalogue will be created and
sample collections will be exhibited throughout Europe, India and
the United Arab Emirates in order to be introduced to retailers and
wholesalers.
The project partners believe that a surge in “ethical consumerism”
will generate demand for high-end products and, thus, forcing
companies to take up the principles of trade fair and environment
friendly production.

companies will offer business process outsourcing (BPO) services
mainly in banking and financial services, information technology,

crossed the 2.5 million mark in July this year, bringing the total
number of passengers handled at the airport to over 16.28 million
in seven months this year. The 2,528,060 passengers handled last
month alone translates into an increase of 13.89% over July 2005
when the DIA had 2,219,697 passengers.
DUBAI INTERNATIONAL CAPITAL (DIC) | plans to make Travelodge the biggest budget hotel operator in London in time for the
2012 Olympics. DIC hopes that the firm will eventually will be able
to offer more than 7,000 rooms in the UK’s capital. Travelodge competes with Premier Travel Inn, owned by Whitbread, for the budget
traveler market. DIC acquired Travelodge on 19 August 2006 for
USD 1.3 billion.

The vision of Dubai World Central International
Flower and Plant Trade reaches Full Bloom in Dubai
DUBAI’S EMERGENCE | as a hub for commerce and tourism has
sprouted a sizable trade in flowers and plants. Although reliable
figures about market size are not available, people associated with
the industry see a huge potential for growth. According to Maryam
Al Noori, vice-president of the UAE Flowers and Plant Association,
the market grew by about 40% in 2005 and similar growth is expected this year. There are an estimated 4,500 companies involved
in the horticulture business and trading of flowers and plants in
the country.
The AED 257 million Dubai Flower Centre (DFC), which officially
opened for business in July, is launching a marketing campaign to
promote the flower trade. Operating as a free zone, the centre has
a capacity of 180,000 tonnes of perishable goods a year. Located
adjacent to the international airport, it offers office space and
warehousing facilities and has received 11 tenants so far. The centre
boasts implementation of the cool chain process from the aircraft
arrival until pick-up by the consignee. Additional services include
vacuum cooling, rapid cooling, storage at various temperatures and
hermetically sealed bays for ethylene producing products. In the
second phase of expansion, a similar facility may be set up at the
new airport in Jebel Ali. Dubai hopes it will be able to promot e the
centre’s facilities to flower traders in neighboring countries as well.

Qatar looks to raise GDP to USD 60 billion within
Five Years
THE STATE OF QATAR | is looking to substantially raise its GDP
within the next five years with liquefied natural gas (LNG) revenues being the prime contributor, according to an article in the
new Future Fuels Middle East magazine – the first dedicated energy
publication to come out of Qatar.
In an article which outlines how Qatar is helping to propel LNG
into the mainstream,Youssef Hussain Kamal, the country’s Finance
Minister and Chairman of RasGas, one of the world’s leading LNG
companies, gives a bullish forecast for the industry and its impact.
“By the year 2010 or 2011 we hope GDP will reach more than USD
60 billion,” Kamal is quoted as saying. The article’s author Alex
Forbes says if the country does achieve Kamal’s forecasts it will be
have one of the highest per capital GDPs globally. “LNG revenues
from Qatargas and Rasgas will make up a large chunk of that USD
60 billion which, incidentally, will make the people of Qatar the
richest in the world on the basis of GDP per capita,” says Forbes.
Ashghal’s Tender for
Seven Schools
A MAJOR TENDER | for the construction of seven schools around
Doha was opened by the Public Works Authority (Ashghal). Local
and foreign companies are welcome to bid for the project, which
forms part of the five-year Doha Development Plan, an Ashghal
spokesman, said here.
The tender, he said, will close on 5 September 2006 and work on
building the seven new schools was expected to commence by October and the completion period is around 21 months.
These schools, he said, were part of the 57 schools proposed to
be built by Ashghal along with some 21 primary schools and early
learning facilities.
Each of these schools will be located over a plot of 10,000 square
meters and consist of a two-storey building that offers 25 classrooms to accommodate up to 750 students.
Facilities provided at these schools include a playground, an auditorium, administrative offices, laboratories for computer and science
education, language labs, fitness centre, cafeteria and others.

a fifth of its gas supply from Qatar while, by 2010, the US will be
meeting about a tenth of its gas needs from the same source.
Qatar, says Forbes, is leading the way in the LNG business. “The
country, more than any other, has helped to re-write the rules of
the LNG business,” he says.
“By 2010, Qatar’s two LNG companies, Qatargas and RasGas will have
production capacity of 77 million tonnes per annum (mtpa). Their
LNG will go to markets around the world. These include Japan, South
Korea, India, Taiwan, the UK, Belgium, Italy, Spain, and, of course,
the US. “To put that in context, 77 mtpa is three times as much as
Indonesia produced in 2004, when it was the largest LNG producer
– or around a third of projected world LNG production in 2010.”

Qatar and Bahrain formally inked a deal to begin the construction of a
40 kilometer causeway linking the two countries. Work on the project is
slated to begin this month. The two sides agreed to launch a special-purpose company to carry out the mega venture which is estimated to cost
an astronomical USD 3 billion, Qatar News Agency (QNA) reported from
Manama. The bridge project, tipped to be one of the longest in the world,

Successful Premiere in Dubai
From the moment its gates
opened, the inaugural DOMOTEX Middle East in Dubai was
a complete success. 241 exhibitors from 36 countries showcased their products at the International Trade Fair for Carpets and Floor Coverings. Over 5,200 visitors
used the opportunity offered by the three-day event (28 to 30 May)
to get a close look at the many products and innovations on display.
In view of the show’s successful premiere, DOMOTEX Middle East
will definitely be staged as an annual event from now on.
DOMOTEX Middle East is the first trade fair in the entire region to
focus exclusively on floor coverings of all types. The largest display
category focused on hand-woven and machine-made rugs and carpets, with both classic and modern designs being on show. Other
large exhibitor groups included producers of textile floor coverings.
Parquets and laminates, which are becoming increasingly popular
in the region, were represented by 45 companies. Many market leaders took part in DOMOTEX Middle East, 208 of the 241 exhibitors
