A indústria
ainda é um dos
motores do
desenvolvimento
do Brasil?
A produção do Polo Industrial de Cubatão, como demonstra este
relatório, continua sendo vital para o desenvolvimento do Brasil.
Interessa muito à economia do País, mas o maior Polo industrial
do Brasil não vê, em curto prazo, perspectiva de crescimento.
A Indústria convive com juros excessivos, altos custos de energia
e de insumos, além de elevada carga tributária. Ainda compete de
maneira desigual com a entrada constante de produtos importados
sem barreiras logísticas e, em alguns casos, ainda com preços
subsidiados na origem.
A carga tributária do IPTU e do ICMS não incentiva a expansão,
pois onera de forma agressiva as atividades industriais. Podemos
citar, como exemplo de política diferenciada de incentivo, as áreas
rurais, que não pagam IPTU, mas sim o ITR - Imposto Territorial
Rural. O ITR é um imposto federal, que repassa 50% para o
município. Mas caso o município opte por fiscalizar e cobrar o ITR,
então pode ficar com até 100% do produto da arrecadação (Arts.
153 e 158, II CF).
Quanto maior a produtividade do imóvel rural, menor a alíquota
do imposto.
Na indústria em Cubatão, geradora de empregos e fomentadora
do comércio local, poderia acontecer o mesmo. Afinal, o Polo
Industrial é o maior empregador da cidade e tudo deveria contribuir
para que continuasse a ser.
Afinal, temos ajudado Cubatão e o Brasil a respirar melhor. Já
há 23 anos que Cubatão foi reconhecida pela ONU com o título
de Cidade-símbolo da Recuperação Ambiental. Ou seja, o Polo
também produz consciência ecológica. E precisa, para cumprir
bem o seu papel de desenvolvedor sustentável, de um olhar mais
atento do Governo para as questões que afetam a manutenção e
o crescimento deste Polo.
Is the industry still one of Brazil’s development
motors?
Production at the Industrial Pole of Cubatão, as demonstrated by this
report, is still vital to the development of Brazil.
It has great significance to the country’s economy, but Brazil’s largest
industrial pole does not anticipate a perspective for growth in the short
term.
The industry coexists with excessive interest rates, high energy and raw
material costs, and the high tax burden. It still faces unfair competition from
the constant entry of imported products that are not subject to logistical
barriers and, in some cases, have their prices subsidized at the origin.
The tax burden from IPTU and ICMS does not encourage expansion,
since it aggressively increases industrial activity costs. We can mention,
as an example of a differentiated incentives policy, rural areas that do not
pay IPTU, but pay RLT - Rural Land Tax instead.
RLT is a federal tax that is 50% passed on to the municipality. If the
municipality chooses to oversee and collect RLT, it may keep up to 100%
of this tax (Articles 153 and 158, II CF).
The higher the productivity of rural property, the lower the tax.
The same could happen with the industry in Cubatão, which creates jobs
and encourages local trade. After all, the Industrial Pole is the city’s largest
employer and everything should contribute for it to continue being so.
For many economists, Brazil is facing the risk of becoming a simple
exporter of commodities and, thus, fails to create quality jobs and achieve
meaningful social advances. For them, the ghost of a deteriorating
Brazilian industry is real.
To change this picture, the first demonstration of an incentive policy would
be a new IPTU and ICMS regimen. Especially at this time of an almost
sub-economy in the country. The industries must breathe a little better.
After all, we have helped Cubatão and Brazil to breathe better.
Cubatão received from the UN, 23 years ago, the title of Symbol City
for Environmental Recovery. In other words, the Pole also produces
ecological awareness. To fulfill its role as a sustainable developer, it needs
to receive a more attentive look by part of the Government in regards to
those issues that affect the maintenance and growth of this Pole.

Durante o ano de 2014 mais de 9.644 alunos frequentaram a Escola
Senai Hessel Horácio Cherkassky – Senai Cubatão, ano em que
esta unidade recebeu um investimento de R$ 2.472.071,10 milhões
em equipamentos, ferramentas e mobiliário, mais R$ 4.399.024,91
em obras.
Foram desenvolvidos Cursos de Aprendizagem Industrial sob
medida para as empresas Petrobras e Usiminas que possibilitaram
a formação profissional de 214 jovens do município de Cubatão.
A parceria com a Prefeitura Municipal de Guarujá por meio da
utilização da Escola Primeiro de Maio e mais 6 Centro de Atividade
Educacional - CAEC´s, foi possível treinar 1.364 alunos em
cursos profissionalizantes nas áreas de Construção Civil, Gestão,
Metalurgia, Informática e Logística.
No Centro Técnico localizado no município de Bertioga, também
sob a administração do Senai de Cubatão, foi possível treinar 631
alunos em cursos profissionalizantes nas áreas da Construção Civil,
Gestão, Informática e Telecomunicações.
Over 9,644 students attended the Senai Hessel Horácio Cherkassky
School - Senai Cubatão during 2014, year in which the unit received an
investment of R$ 2.472.071,10 million in equipment, tools and furniture, in
addition to R$ 4.399.024,91 in works.
A customized Industrial Apprenticeship Course was developed for
Petrobras and Usiminas, which enabled the professional training of 214
young people in the municipality of Cubatão. The partnership with Guarujá
City Hall through the use of the Primeiro de Maio School and other 6
Educational Activity Centers (EACs) enabled 1,364 students to be trained in
professionalizing courses in the areas of Civil Construction, Management,
Metallurgy, Computer, and Logistics.
At the Technical Center, located in the municipality of Bertioga, also under
the administration of Senai Cubatão, it was also possible to train 631
students in professionalizing courses in the areas of Civil Construction,
Management, Computer, and Telecommunications.

São diversas as atividades que priorizam a qualidade de vida e bem estar dos
trabalhadores da Indústria e estão disponíveis aos usuários do SESI Cubatão com
programas esportivos e de recreação, que incluem atividades como Condicionamento
Físico, Ginástica Localizada, Alongamento, Circuito Aeróbico, Hidroginástica, etc.

As crianças são beneficiadas com Programas de Formação Esportiva compreendendo
as atividades de Futebol, Futsal, Handebol, Natação e Judô.
Os jovens que apresentam aptidão para o esporte tem a possibilidade de aprimorar a sua
técnica através de turmas especiais de Treinamento Esportivo em Futebol e Judô.
Outro item prioritário no SESI Cubatão, é o atendimento dos trabalhadores do Polo
Industrial em seus postos de trabalho com atividades preventivas através de workshops,
palestras e oficinas.
Soma-se a esse cenário de atividades ofertadas aos trabalhadores da Indústria a
educação formal de aproximadamente 1.000 alunos nos três períodos incluindo Ensino
Fundamental, Ensino Médio e Educação de Jovens e Adultos.

Workers
There are many activities that prioritize the quality of life and the well-being of Industry workers that
are also available to users of SESI Cubatão through sports and recreation programs, which include
activities such as Physical Conditioning, Localized Gymnastics, Stretching, Aerobic Circuit, Aquarobics, etc.
Children benefit from Sports Training Programs comprising the activities of Soccer, Indoor Soccer,
Handball, Swimming and Judo.
Young people who display suitability for sports have the possibility of improving their technique

through special Sports Training classes in Soccer and
Judo. Another priority item at SESI Cubatão is the care
for Industrial Pole workers in their workplace through
preventive activities by way of workshops and lectures.
Added to this scenario of activities offered to Industry
workers, there is the formal education of approximately
1,000 students in the three periods including Elementary School, High School and Education of Young
People and Adults.
Fazendo a cada dia a Cubatão que todos
querem em 2020.
Implantado há nove anos, por iniciativa das indústrias do Polo de
Cubatão, o conceito da Agenda 21 definiu um plano estratégico
com ideias capazes de serem viabilizadas na cidade até o ano de
2020. Sua elaboração contou com representantes dos mais diversos segmentos da população, como presidentes de associações,
representantes de ONGs, de empresas, de setores culturais, líderes comunitários, técnicos e executivos da Prefeitura e membros
do Legislativo.
As ações de curto, médio e longo prazos têm sido desenvolvidas
diariamente na cidade e continuarão sistematicamente até 2020.
Todas elas estão descritas no livro “Cubatão 2020: A Cidade que
Queremos”. Os maiores projetos sociais realizados pela Agenda
21 também fazem parte do livro “Uma história feita por muitas
mãos”. Eles foram feitos, conjuntamente, entre empresas do Polo
Industrial de Cubatão, representadas pelo CIDE, FIESP, CIESP,
o Poder Público e a sociedade civil organizada.
Ao longo desses nove anos, muitos projetos já foram concluídos
e os resultados alcançados são diversos, como o aumento do nível de empregabilidade, soluções para a questão da moradia e
o avanço na cultura de sustentabilidade. Fatores que reforçam a
Agenda 21 como um importante instrumento de desenvolvimento
socioeconômico da cidade.

Deployed nine years ago, by an initiative from the industries at the Pole of
Cubatão, the Agenda 21 concept established a strategic plan with ideas
capable of being feasible in the city until 2020. Its elaboration counted with
representatives from a wide range of segments of the population, such as
presidents of associations, representatives from NGOs, businesses, and
cultural sectors, community leaders, technicians and executives from City
Hall, and members of the Legislature.
Short, medium and long-term actions have been developed daily in the city
and will systematically continue until 2020. They are described in the book
“Cubatão 2020: A Cidade que Queremos” (free translation: “Cubatão 2020:
The City we Want”). The greatest social projects carried out by Agenda 21
are also part of the book “Uma história feita por muitas mãos” (free transla-
tion: “A history made by many hands”).
These projects were jointly elected among companies from the Industrial
Pole of Cubatão, represented by CIDE, FIESP, CIESP, Public Authorities
and the organized civil society.
During these nine years, several projects have been completed and the
results achieved are wide-ranging, such as the increase in the level of employability, solutions for housing issues and progress in the culture of sustainability. Factors that reinforce the Agenda 21 as an important instrument
for the city’s socioeconomic development.

Polo de Cubatão: exemplo mundial de
recuperação ambiental e referência
para o desenvolvimento sustentável.
A primeira indústria de Cubatão, a Santista de Papel, instalou-se
na cidade há 93 anos. A partir da década de 1950, incentivadas
pelo Plano de Metas do Governo Juscelino Kubitschek, indústrias
de porte também começaram a se instalar no local. A escolha não
foi por acaso. O hoje maior Polo Industrial da América Latina fica
próximo ao Porto de Santos, à cidade de São Paulo, e interligado
ao Sistema Anchieta/Imigrantes. Outro fator importante para a escolha definiu-se durante a guerra fria: o lugar oferecia a segurança
geográfica das montanhas, protegido de possíveis bombardeios
aéreos.
Durante anos de expansão, o Polo conquistou o mercado internacional. Ao mesmo tempo, o pouco conhecimento sobre os malefícios que os resíduos industriais causavam ao meio ambiente e à
população tornou a cidade estigmatizada como o Vale da Morte.
Para mudar esse cenário, a partir de 1983, governo e indústrias
desenvolveram diversas ações de controle ambiental.
Menos de dez anos depois, em 1992, Cubatão recebeu o título de
Cidade-Símbolo da Ecologia e Exemplo Mundial de Recuperação
Ambiental, da ONU - Organização das Nações Unidas. Em 2010 a
cidade atingiu 100% de controle das fontes primárias de poluição.
Neste ano, o Polo Industrial de Cubatão completa 21 anos sem
estados críticos de poluição do ar.
Ao todo, nestes 31 anos, o Polo investiu bilhões em ações ambientais, transformando-se em referência global de desenvolvimento
sustentável.

The first industry in Cubatão, Santista de Papel, was founded in the
city 93 years ago. From the 1950s, encouraged by the Targets Plan
from the Juscelino Kubitschek government, large-scale industries
also began being installed on the locality. The choice was not by
chance. Presently Latin America’s largest Industrial Pole, it is close
to the Port of Santos, to the city of São Paulo, and interconnected
to the Anchieta/Imigrantes highway system. Another important
factor for its choice was established during the cold war: the locality
offered the geographical security provided by the mountains, thus
protected from possible air raids.
During years of expansion, the Pole gained the international market.

de Cubatão têm realizado esforços nas áreas social,
ambiental e econômica. Até o ano de 2014, as indústrias
investiram US$ 3 bilhões em processos e tecnologias
para a melhoria do controle ambiental, nos setores de
gerenciamento de emissões atmosféricas, tratamento
de efluentes líquidos e a correta destinação de resíduos

Together, the industries at the Industrial Pole of Cubatão have
carried out efforts in social, environmental and economic areas.
Until 2014, the industries invested US$ 3 billion in processes and
