Reforms of health care financing
mechanisms
Factors for Success:
- Schemes have to be based on a thorough understanding of
the basic principles of health financing
- Best practices from different countries need to be evaluated
and applied, not simply copied
- Local conditions and capacities have to be taken into
account to ensure sustainability in the specific context

Health Knowledge through E-learning
Why an internet-based Health Financing course?
E – Learning is not a substitute
for basic teaching and training in health,
but a (relatively) new and innovative option
for continuous education
and capacity building
for multi-sectoral and multi-national cooperation.
Means of continuous education in health
Traditional ways of
continuous education
E-learning is …
• Conferences
• multimedia based
• Lectures
• inter – active
• Periodicals
• participatory
• Textbooks
• close to the workplace
• permanently available
• oriented towards communication and team building
• research oriented
Health Knowledge through E-learning
E-Learning in Health Financing Capacity Building is
an option, because
unlike other methods, it facilitates:
• Multi-sectoral collaboration
• sharing of experiences of medical and economic science
specialists
• allows problem oriented, constructivist learning and
• increases competencies to keep updated by the internet in
a rapidly changing field of knowledge
Advantages
Advantages of E - Learning
• Contents and methodologies can easily be adopted to the needs
of the participant
• Participants don‘t need to be online at the same time to cooperate
with each other
• Training and dialogue are to a huge extent independent from time
and space; cooperation across borders and continents is
possible
• Training can be offered whenever it is a felt need of the
participant
Advantages
Advantages of E - Learning
• Training can be done during work and can be more specifically
adapted to the problems and challenges of the work context
• Documentation and repetition are very easy
• Modules of training can easily be used in other courses
• Computer technology allows the use of many media: pictures,
graphics, movies, flash streams, etc..
Disadvantages
Disadvantages of E - Learning
• E-learning is dominated by technology; some
participants might have difficulties to handle it
• Usually participants need training on the IT system first
before they can participate in the training
• There are only few good teaching products and in most
cases courses need to be newly developed
• Quality tutors are scarce and need to be trained
• Constraints of IT technology sometimes limit the best
use of media.
